Parks, Recreation, and Open Space Commission
Meeting of January 15, 2020
Hugo City Hall, 7:00 pm

Strub called the meeting to order at 7:00 pm.
1. Approval of Minutes from the December 18, 2019 Meeting
Rauschendorfer made a motion, Haag seconded to approve the minutes of the December 16, 2019 Parks
Commission meeting.
All ayes. Motion carried.
2. oneka Cornmons Sketch Plan
Shayla Denaway, Parks Planner, reviewed the sketch plan for Oneka Commons from Peter Stalland. The
sketch plan is for a master planned community including an apartment building, single family homes and
commercial development. It includes 8 parcels that are currently are owned by Marvin LaValle. The property
is guided as low density residential, commercial. The developer has not indicated the total number of
proposed units and buildable acreage. City Staff estimated developable land to be 40.5 acres and the total
units to be 432,for the purposes of providing an estimate for park dedication. With these assumptions,the
required park dedication 6.9 acres of park land or$1,036,800 in fees. Only buildable land is given credit for
park dedication.
The Neighborhood Park Service Area includes 6 neighborhood parks and 1 community park. Cove Park is
within walking distance of less than% mile and has a playground and shelter. Lions Park is also within % mile
but requires crossing Frenchman Road. The future northern entrance to Clearwater Creek Preserve is within
walking distance and would be connected with future trails.
The sketch plan includes a 4.2 acre park but it is shown primarily as storm water ponding that wouldn't
qualify as dedicated land. Additional information would be needed including how the greenway

requirements and downtown design guidelines are met, an environmental study, and additional detail on the
location of sidewalks and trails would be located. The trails plan requires trails and sidewalks to be
constructed with new developments. The future trails would need to connect to the Hardwood Creek
Regional Trail and the existing trails in the adjacent neighborhoods.
The Parks Commission discussed that while Lions Park will serve the area well,that an additional park would
be needed near the apartment.
Mark Welch with G Cubed Engineering stated that there are floodable areas that could be used for a park and
that they would try to create what the Parks Commission is envisioning for a park in the area. He also stated
that they will likely be applying for a Planned Unit Development and completing an Environmental
Assessment Worksheet.
Schmid warned of the high water table. Welch discussed future studies with the design progresses.
Strub stated that there is going to be a demand for open space (at a minimum) due to the density. Arcand
agreed that trail connectivity in the neighborhood is also very important and that a park is a necessity. The
Commission discussed that the location of the east-west trail along the creek is great, as well as the location
of the park. However,they were concerned with the wetlands as only buildable acres are allowed.
Strub discussed the greenway corridor and requested that some open space remain along Onkea Parkway-
utilizing ponding or open space such as what exists to the north and south.
Rauschendorfer stated that Clearwater Cove should be tied in as well as the off road trails and natural areas
in Victor Gardens. Generally,the Commission stated their willingness to accept land for park dedication.
Strub added that more than a tot lot is needed and that these areas could be used as a buffer between the
commercial and residential areas and provide viewscapes. Clarke asked about leveraging the MCES
easement for open space and park areas.
Rachel Juba, Community Development Director, informed that the proposed sketch plan currently doesn't
meet the Comprehensive plan or zoning requirements and that changes are likely. Therefore,there is time to
find a good location for a park.
No formal motion was made.
3. 2020 Capital Improvement Planning
Shayla Denaway, Parks Planer presented a draft of the 2020—2024 Capital Improvement Plan that was put
together with staff and Finance director, Ron Otkin.
The Commission discussed the CIP which plans future projects and prioritizes expenditures from the Special
Park Fund.
Discussion included: the future park in Adelaide Landing,Sunset Lake Park planning,constructing Lions Park
& Irish Avenue Park, Clearwater Creek Preserve/Rice Creek Watershed ditch cleaning, trail improvements,
Goodview Avenue Trail Study,finding/applying for grants, neighborhood park improvements and
maintenance, bond spending timeline requirements.
Strub requested allocation increase for Irish Avenue Park to$250,000. All Commission members agreed.

Strub made a motion,Tennyson seconded to approve the Capital Improvement Plan as drafted during the
meeting.
All ayes. Motion carried
4. Adelaide Landing Future Park Playground
Shayla Denaway, Parks Planner gave an update on current construction of Adelaide Landing Park.
Construction started fall of 2019 on the parking lot. Park construction will resume in the spring of 2020.
Original partnership on construction cost sharing is no longer occurring but instead park dedication fees will
be collected from the Excelsior Group.
Commissioners provided input that they would like see in the playground proposals including athletic/net
features like at Diamond Point Park, a zip line, a structure for a good mix of ages, but not separate
structure for little kids, and no exercise equipment.
Strub made a motion,Tennyson seconded for staff to send out request for proposals from playground
vendors to be presented at a neighborhood meeting on March 18, 2020. The budgeting was set at$100,000.
for play equipment and soft surfacing.
All ayes. Motion carried.
5. Upcoming Recreation Programs
Denaway gave an update on upcoming programs.

Tennyson made a motion, Moore-Arcand seconded to adjourn the meeting at 9:18 pm.
