<br /> <br /> <br />Call to Order <br /> <br />Mayor Weidt called the emergency meeting to order at 10 a.m. <br /> <br />Present remotely: Haas, Klein, Miron, Petryk, Weidt <br />Also present remotely: Shannon Granholm from The Citizen, City Attorney David Snyder <br />Present on site: City Administrator Bryan Bear, City Clerk Michele Lindau <br /> <br />This meeting was held remotely pursuant Minn. Stat. Sec. 13D.021 using ZOOM software. City <br />Administrator Bryan Bear explained some of the requirements by statute were to have someone <br />physically present at the normal meeting location, everyone needed to see and hear each other, and all <br />votes must be done by roll call. He talked about changes since the last meeting of the Council on March <br />16, 2020. Since then, the Mayor called for a state of emergency, which last for three days and needed to <br />be extended by the Council. The City’s main objectives were to maintain essential City services while <br />maintaining a healthy staff and controlling the spread of the virus. A full range of services were still <br />available with modifications. City Hall was open but the public was encouraged to telephone or email. <br />The lobby was technically open, but there had not been much activity. Since Monday, there was an <br />alternative working arrangement to allow staff to work from home or on-call in shifts with the goal of <br />minimizing the risk of potential outbreak among City staff. <br /> <br />Klein made motion, Haas seconded, to approve RESOLUTION NO. 2020-17 RESOLUTION <br />ENACTED UNDER AUTHORITY OF MINNESOTA STATUTES §§ 12.29 AND 12.37 TO EXTEND <br />THE PERIOD OF A MAYOR-DECLARED LOCAL EMERGENCY. <br /> <br />Upon roll call-all Ayes. Motion carried. <br /> <br />There was a question by Council whether the Board of Appeals and Equalization would be holding their <br />meeting on Thursday, April 9, 2020. Bear responded that the City was required to hold the meeting, but the <br />format would need to be adjusted. Not all details had been worked out. Staff was also working on how to <br />hold the upcoming public hearings at the Planning Commission, which will need to take place with <br />modified arrangements. <br /> <br />Klein made motion, Petryk seconded, to adjourn at 10:34 a.m. <br /> <br />Upon roll call-all Ayes.
