Parks, Recreation, and Open Space Commission
Meeting of February 19, 2020
Hugo City Hall, 7:00 pm
Present: Roger Clarke,Shawn Haag,Cathy Moore—Arcand, Nicole Schmid, Dave Strub, Ranell Tennyson
Absent: Mat Rauschendorfer
Staff Present: Shayla Denaway, Parks Planner
Debi Close, Secretary
Strub called the meeting to order at 7:00 pm.
1. Approval of Minutes from the January 15, 2020 Meeting
Rauschendorfer made a motion, Haag seconded to approve the minutes of the December 16, 2019 Parks
Commission meeting.
All ayes. Motion carried.
2. Sunset I....ake Future Park Update
Shayla Denaway, Parks Planner reviewed the data provided by the DNR for Sunset Lake:fish species, depth,
size and surveys. The DNR informed staff that they would be willing to stock the lake if public use increased
and if a pier or dock was added to the park that they would grant permission to treat the weeds around this
fishing area.
Strub informed that the current Home Owners Association pays for an aerator with insurance to prevent
winter fish kill and does some stocking.
WSB provided a traffic volume data sheet, showing current traffic and projects of future traffic based on the
concept plans for a park on Sunset Lake.
Strub, Moore-Arcand and Tennyson favored Homestead Avenue as the access to a Sunset Lake Park public
park.
Open floor discussion included:gravel or paved parking options,concept plan options,trespassing on private
property,scaling back park, installing parking lots only at this time, phasing process to develop the park,
restrooms, lighting,trash,trails and access to the park.

Clarke made a motion, Moore-Arcand seconded to direct staff to scale back concept designs and research
permanent parking lot size and cost.
All ayes. Motion Carried.
3. Clearwater Creek Preserve/JD 3 Update
Denaway reviewed Rice Creek Watershed District's concept plans to clean Judicial Ditch#3. Their plans
impact Clearwater Creek Preserve, several Hugo trails, and other parks. A significant component of the park
is to build a maintenance access path along the ditch. In Clearwater Creek Park, Debris removal will be done
and several water crossings will be constructed to provide access for maintenance. Tree clearing will be
significant. Work has started with the mapping of the ditch going throughout Hugo.
4. Liens Park Work Plan
Denaway presented the Lions Park drafted work plan schedule showing guidelines, planning status,steps,
timelines and meeting schedules. Currently the design guidelines and conceptual plan have been approved.
Next step is to review the feasibility study, review phasing, outline options with development and evaluate
the preliminary cost estimates.
Tennyson made a motion, Haag seconded to direct City Staff to review/prepare a feasibility study.
All ayes. Motion carried.
5. Upcoming Recreation Programs
Denaway gave an update on upcoming programs:
Movie Nights—February 21, March 20
Kidz 'N Biz—April 18
Family Open Gym—Tuesdays,Thursdays&Sundays
Memory Cafes—Ongoing(4`h Wednesday of every month)
Preschool Story Hours—Ongoing(2°d Monday of every month)
6. Adjournment
Tennyson made a motion, Clarke seconded to adjourn the meeting at 8:30 pm.
