G.2 Approve Special Event Permit for Tough Mudder at Wild Wings July 13-14, 2019
Tough Mudder has submitted an application for a Special Event Permit to hold a two- day
endurance sport event at Wild Wings Game Farm on July 13-14. This will be the fourth year the
event has been held at Wild Wings. This requires a Special Event Permit approved by Council
because there will be approximately 7,720 run participants and 1,480 spectators, impacts to
public streets, use of an amplified sound system, and alcohol served. Added this year is the
Midwest Toughest Mudder, which is a five mile overnight race. This race will be held on
Saturday night from 8 p.m. to 8 a.m. Staff has reviewed the application with Wild Wings, the
Hugo Fire Department, and the Washington County Sheriff’s Department and feels the event has
been well planned. Staff recommends the Council approve the Special Event Permit for The
Tough Mudder event to be held on July 13-14, 2019, with the conditions attached to the permit.
G.3 Approve Temporary Liquor License for the Lions for the Tough Mudder July 13-14, 2019
The Hugo Lions Club has applied for a Temporary Liquor License to serve beer at the Tough
Mudder event on July 13-14. Race participants will receive one free beer with the registration if
they are 21+ years of age. Identification will be checked and wristbands will be used. Two
deputies will be located in the base area where alcohol is served. Staff recommends Council
approve the Temporary Liquor License for the Tough Mudder event on July 13-14, 2019.
G.4 Approve Pay Voucher No. 3 for the Water Tower No. 4 Improvement Project
CB & I has submitted pay Request No. 3 for the Water Tower No. 4 Improvement Project. Staff
has reviewed the request and finds it satisfactory for work certified through June 1, 2019. Staff
recommends approval of Payment Voucher No. 3 to CB&I in the amount of $129,630.12.
I.2 Easement Vacation for Adelaide Landing Outlot B Drainage and Utility Easements
OP5 Adelaide LLC, has applied for vacation of the existing drainage and utility easements lying
over, under, and across Outlot B, Adelaide Landing. The proper drainage and utility easements
will be dedicated over the lot after the easement vacation is approved. Staff recommends
Council hold the public hearing and approve the Easement vacation for Adelaide Landing, Outlot
B.
J.1 Update on Monument Sign
The Beautification Subcommittee has been working on a location and design of a new City of
Hugo entry monument sign. The committee has decided to focus on the north entry to the City.
There has also been discussion on how to modify the existing entry monument along CSAH 8 to
incorporate the new City logo, be more legible, and install additional landscaping. Staff will
present the preferred north entry monument sign location and design at the meeting. Staff
recommends that the City Council review the location and design and provide direction to staff
on how to proceed.
N.1 Yellow Ribbon Network 10th Anniversary on Tuesday, June 25, 2019
The Council has schedule a meeting to attend the 10th Anniversary Celebration of the Yellow
Ribbon Network on Tuesday, June 25, 2019, at 6 p.m. in the Oneka Room.
N.2 White Bear Lake Schools Summer Connection on Wednesday, July 31, 2019
White Bear Lake Area Schools is holding a meeting with school board and city councils to get an
overview of the WBL schools comprehensive facility plan and updates on what’s going on in the
communities. The Summer Connection will take place on Wednesday, July 31, 2019, at 6 p.m.
at the Vadnais Heights Commons. Staff recommends Council schedule as a meeting to attend.

Approve Resolution Approving Waters Edge 6th Addition Final Plat and Development
Agreement
Hugo Ventures, LLC, had requested approval of a final plat in order to plat 37 lots and 1 outlots
on the 13 acre parcel located south of Heritage Parkway along Education Drive in the Waters
Edge development. The City Council approved the preliminary plat and PUD amendment for
Waters Edge 6th Addition at its May 20, 2017 meeting. The final plat would plat all 37 villa style
lots from the Waters Edge 6th Addition preliminary plat. The lots met the minimum lot standards
and requirements outlined in the regulations for the Waters Edge PUD and the PUD amendment.
Adoption of the Consent Agenda approved the Final Plat and Development Agreement for Waters
Edge 6th Addition. RESOLUTION 2019-26 APPROVING A FINAL PLAT AND
DEVELOPMENT AGREEMENT FOR HUGO VENTURES, LLC, FOR WATERS EDGE 6TH

Approve Resolution Approving Adelaide Landing 4th Addition Final Plat and Development
Agreement
OP5 Adelaide, LLC, (Excelsior Group) had requested approval of a final plat in order to plat 20
lots and 2 outlot on a parcel located east of Highway 61 and north of 130th Street, which would
develop a small portion of Outlot B, Adelaide Landing. The site is currently vacant. This final plat
request would plat 20 additional lots from the Adelaide Landing preliminary plat. The lots met the
minimum lot standards and requirements outlined in the regulations for the Adelaide Landing
PUD. Adoption of the Consent Agenda approved RESOLUTION 2019-27 APPROVING A
FINAL PLAT AND DEVELOPMENT AGREEMENT FOR OP5 ADELAIDE, LLC FOR
ADELAIDE LANDING 4th ADDITION.
Approve Resolution Approving Apple Academy Site Plan, Conditional Use Permit, and
Development Agreement
Classic Construction, Inc., had requested approval of a site plan and Conditional Use Permit to
allow construction of a 9,948 square foot daycare facility on property located on the east side of
TH61, south of 140th Street and TGK Auto. The two properties would be combined at
Washington County to create one parcel for the daycare facility. The daycare facility would
operate from 6 am to 6 pm daily and was expected to serve 143 children with 25 staff members.
The Planning Commission reviewed the Site Plan and Conditional Use Permit at a public hearing
held on May 23, 2019, and recommended approval. Adoption of the Consent Agenda approved
RESOLUTION 2019 – 28 APPROVING SITE PLAN AND CONDITIONAL USE PERMIT
FOR CLASSIC CONSTRUCTION, INC. FOR “APPLE ACADEMY” ON 13845 FOREST
BOULEVARD NORTH (PID 29-031-21-22-0008 AND 29-031-21-22-0006).
Approve Resolution Approving Conditional Use Permit for Steve Bona for a Lake Access
Lot at 12862 Ethan Avenue North
Steve Bona had requested approval of a Conditional Use Permit for a lake access lot for a
property on the northeast side of Bald Eagle Lake. Lake access lots are allowed as a conditional
use in the Shoreland Overlay District per the City Code. A lake access lot would allow a dock to
be constructed to access the lake without a home being built on the property. At its May 23, 2019,
meeting, the Planning Commission held a public hearing and considered the request. The
Planning Commission was comfortable with the request and thought that it was reasonable to
allow the applicant to use the property as a lake access lot. The Planning Commission
unanimously recommended approval to the City Council. Adoption of the Consent Agenda
approved RESOLUTION 2019-29 APPROVING A CONDITIONAL USE PERMIT TO
ALLOW A LAKE ACCESS LOT ON THE PROPERY LOCATED AT 12862 ETHAN
AVENUE NORTH.
Approve Construction of Park in Adelaide Landing
The Parks, Recreation, and Open Space Commission had recommended approval of plans and
construction of an unnamed park in Adelaide Landing. The plan, approved at their May 15, 2019,
meeting included a large shelter and playground, 35 stall parking lot, two pickleball courts, and a
basketball half-court. The park would be constructed in partnership with Excelsior Group where
the paved areas will be constructed with the roadways. The neighborhood would be invited to
select the playground and the park name in the future. Adoption of the Consent Agenda approved
the plans for construction of a park in Adelaide Landing.

Public Hearing on Easement Vacation for Apple Academy Located on TH61
Community Development Director Rachel Juba explained that Classic Construction, Inc. was
requesting to vacate the 30-foot wide utility easement that runs south to north through the Apple
Academy site, under the location of the proposed building. The property is located on the east
side of TH61, south of 140th Street and TGK Auto. The existing sanitary sewer main would be
removed and rerouted around the proposed building. Sanitary sewer service would be extended
from the infrastructure located on the north side of the property with a 6-inch service extended
into the site. Juba recommended that Council hold the public hearing and then approve the notice
to vacate the drainage and utility easement.
Mayor Weidt opened the public hearing. There were no comments, and Weidt closed the public
hearing.
Haas made motion, Petryk seconded, to approve notice to vacate the drainage and utility easement
for Apple Academy.
All Ayes. Motion carried.
Public Hearing on Easement Vacation for Steve Bona for the Property Located at 12812
Ethan Avenue North
Community Development Director Rachel Juba explained that Steve Bona had requested a
vacation of the existing drainage and utility easement located over a property located at 12812
Ethan Avenue North. There are two parcels that were platted as part of the Woods of Bald Eagle
Lake development in 1998. At that time, the properties were deemed unbuildable, however, were
still platted as lots. The applicant had been working with City staff to combine the two parcels
and have a buildable lot. The lots have existing drainage and utility easements on the property that
were dedicated as part of the Woods of Bald Eagle Lake final plat. The areas for the easements
needed to be revised to be over the new floodplain areas and removed from the grading areas.
New drainage and utility easements would be placed on the lots at the time of the easement
vacation. Juba recommended Council hold the public hearing and then approve the notice to
vacate the drainage and utility easement.
Mayor Weidt opened the public hearing.
Kristen Larson, 12746 Ethan Avenue North, asked how they were able to refill the land without
having the easement vacated. She said there was substantial drainage on her property, and she
questioned what study had been done to determine how the vacation of this easement will impact
her property.
Juba responded that with the issuance of stormwater permits, utility easements are often vacated
after some grading is done to determine how the drainage will happen. Regarding drainage on
the resident’s property, Juba asked City Engineer Mark Ericson to explain the stormwater
management for that site.
Mark stated someone from WSB had reviewed this, and there is an analysis they look at to make
sure there will not be any adverse impacts to adjacent properties. He stated he would be happy to
meet with the property owner to discuss their property further.

City Administrator Bryan Bear stated that back when drainage and utility easements were given
to the City, they were often done through the watershed district. Easements were simply required
to be granted over the wetland boundaries, which were not very specific, and they did not serve
any drainage or utility need at the time. The wetland boundaries were not very specific. Juba
added that a new wetland delineation had been done, which established new wetland boundaries.
The new easement would generally be in the same location and it gives the City the right to
access the property there.
Larson restated her concern that additional fill on the property may result in more water on theirs.
Weidt advised her to stay in contact with staff to make sure that does not happen.
Raj Alexander, 12796 Ethan Avenue, said he had noticed there is more water coming onto his
property. He acknowledged that the water was higher this year. He said his main concern was
the same as the other residents; more fill causing more water to drain on his property.
Bear talked about the increase in water levels this year, specifically on Bald Eagle Lake since 7.5
million of gallons daily are discharged into it from White Bear Lake. He suggested Council direct
staff to do field visits with these property owners to help resolve their problems.
Haas made motion, Klein seconded, to approve the notice to vacate the drainage and utility
easement and additionally direct staff to work with the two property owners who voiced their
concerns to make sure they are addressed.

Approve Operating Agreement and Lease for Compost Site
Community Development Assistant Emily Weber provided background on the current compost
site which was originally acquired by the City in 1987 from the State of Minnesota by tax
forfeiture for the purpose of compost recycling. The compost site is currently operated by the
City, serving Hugo residents, and is a deposit site for grass clippings, leaves, and soft organic
matter. No brush, twigs, branches or woody materials are accepted. Washington County and the
City of Hugo had been working on a cooperative agreement for the operation and management of
a new Hugo yard waste collection site that would be expanded on to property owned by Daniel
Bayless to the east. Agreements with the City and Bayless would be concurrent and run to the
end of 2022 with a one-year option to extend the lease. The County would take over the
operation and management of the yard waste collection site and expand the service to all
Washington and Ramsey County residents. The expanded service would include the collection of
garden wastes, leaves, lawn clippings, weeds, shrub, and tree waste, along with Source Separated
Organic Material (SSOM) or kitchen and food waste. Weber reviewed the site regulations and
explained there will be set hours and an attendee will be on site. The County would also address
any complaints on the property. Weber explained this site would be temporary until the County
found a permanent location. At that time, the County would turn the properties back over to the
City and to Bayless after restoring them to their original condition. Weber recommended Council
approve the Cooperative Agreement for the operation and management of the Hugo yard waste
collection site.

Washington County Public Health Program Manager Jeff Travis explained that the County
appreciated the cooperation of staff putting this together. He introduced Kevin Peterson from the
Public Works Department who was working on the project plan for the expansion, and Adam
Frederick from Public Health and Environment who manages the Environmental Center in
Woodbury and would be managing the Hugo site. Travis explained they are having discussions
with Ramsey County to have a reciprocal use agreement to make it more convenient for resident
in both counties.
Council asked questions about their plan for another environment center, plans on informing
residents, and the cost to residents.
Travis stated their goal was to have a site in the north and in the south part of the County.
Building Services had been working on finding land for a permanent site for another
Environmental Service Center, including land in Hugo. The County’s communication specialists
will be designing a promotional campaign and usually worked with cities to put information in
newsletters and to have website and social media presence. Travis stated that the service is free to
residents, and the County is paying for the operation through its environment charge, which is a
fee collected by garbage haulers. He explained to Council the next steps would be to secure land
for the environmental center and yard waste site this year. In 2020, they hoped to do the design,
build in 2020, and open in 2022. It is in their Capital Improvement Plan to do this but the
variable is the land and if there will be development and infrastructure needs on it. The
temporary site will open in late September.
Petryk made motion, Miron seconded, to approve the Cooperative Agreement for Operation and
Management of the Hugo Yard Waste Collection Site.

Update on the Yellow Ribbon Network
Council Member Chuck Haas and Phil Klein reported to Council on the Yellow Ribbon Network
activities held recently. Haas talked about Serving the Troops on Saturday, May 25th were the
YRN helped serve steaks to families here and in Kuwait. He thanked the St. John’s Men’s Club
for sponsoring burger night and donating to the YRN. He showed a picture of the medivac
helicopter aviation unit from the Nation Guard with blankets made and donated by Oneka
Elementary. The YRN received a letter of appreciation letter from the YSB in Stillwater for a
donation to their program that helps families of deployed soldiers. There were pictures of soldiers
holding banners made during Burger Night. The Bald Eagle Sportsman Association had their
open house on Saturday, and they collected donations. The YRN will have crew staffing the
Lions kitchen during Good Neighbor Days. June 25th is the YRN’s 10th anniversary celebration,
and they received a card from state Chaplin Wynn congratulating them. 133rd Air Wing asked
them to help with their deployment by hosting a picnic next month. Haas talked about the many
connections made by the YRN.
Hugo Good Neighbor Days June 6-9, 2019
City Administrator Bryan Bear reminded Council the Hugo Lions Club will be hosting Hugo
Good Neighbor Day on Thursday, June 6 to Sunday, June 9. The Historical Commission will
have their display again in the Oneka Room on Saturday and Sunday. The Council had scheduled
a meeting to attend the Backyard Rib Fest on Saturday at 4 p.m. Bear also informed Council

there would be a memorial dedication to Kathy Marier at the new Lions Playground at 3 p.m. on
Sunday.
Petryk made motion, Klein seconded, to schedule a meeting to attend the Memorial Dedication
Service for the Kathy Marier Memorial on Sunday, June 9, 2019, at 3 p.m. at Lions Park.

Reschedule Victor Gardens HOA Meeting to Monday, July 8, 2019
City Administrator Bryan Bear informed Council that the Victor Gardens HOA is again
requesting to change the meeting date from June 10, 2019, to July 8, 2019. The purpose of the
meeting was to review items that came up at the public hearing concerning the Rosemary Way
Apartments on March 15, 2019.
Klein made motion, Petryk seconded, to change the June 10th meeting to Monday, July 8, 2019 at
7 p.m. in the Oneka Room.

The Hugo City Council attended the dedication of the memorial to Kathy Marier. The Lions
created the monument honoring her for her leadership in establishing the Hugo Parks
Commission in 1998 and in constructing the first playground in Hugo at Lions Park. Kathy
passed away at the age of 46.
Weidt made motion, Miron seconded, to dedicate the memorial in memory and honor of Kathy
Marier.

at the time the final plat is recorded. Staff is comfortable with the applicants requests to vacate
