HD20 Gardens Park Dedication Shayla Denaway, Parks Planner informed of Hugo Gardens requesting a PUD Amendment and Preliminary Plat. Park dedications were calculated in 2013vvith Lava||e Fields as each development was done by phasing. The agreed dedication fee isZ3%totaling$O7,414. Hugo Gardens and will connect to the existing trail. Michael W1ar0ui|es, consultant for Hugo Gardens informed that they are in discussions with Keystone Place for permission to use easements on this property. With the Trail connection from keystone place going through the site to exit at Finale Ave near the southwest entry to Lions Park. Adel�.:flde 1...,andimg Future Park Playground Shayla Denaway, Parks Planner presented a preference report from the vendor's presentations that were held April 15, 2020. At this meeting residents requested to have the pickle court replaced with a tennis court. The court changes layout of the preliminary park plan and cost would exceed the budget. Estimated at an additional $80,000.with court enlargement,tar,fencing and netting. Open floor discussion included: Number of swings, zip line location and size, Safety, leaving pickle court with no changes, soccer fields, parking lot, sidewalks, large climbing structures, park name, current issues with motorized vehicles on trails and dogs not on leashes and color of the structure. Clark made a motion, Moore-Arcand seconded to direct City to approve Ultimate Playground Concept 3 to optimize the best possible safety. All Aye. Motion passed. di .ii c all va sn't don e,a 4. Proposed Publics Works Facility Scott Anderson, Public Works director informed they are working on the site plan for the proposed public works facility and storm water retention pond/septic mound still need to be added along with additional minor changes. The property will have a shared driveway to the park property and the architect informed an increase in space will be needed to include the septic and well. The water plans for the building would not be intended to be utilized for the park needs. A water connection would be in place on the outside of the future building with consideration to expand if a community room is later considered. Shayla Denaway, Parks Planner informed a community room could also be placed in the park area or separate from the facility when future planning is done. Clark asked about placement of the structure changing the trails and affecting placement with wetlands around the area. Scott Anderson, Public Works Director informed no public meeting yet or final decisions about the preliminary plans or facility placement but trails could be changed and he would be willing to walk with the property with Clark to discuss options and possible early mowing to help define. Tom Weidt, Mayor addressed the Parks Commission that having this foot hole starting with the new Public Works Facility at Irish Avenue Park is important to show the community on the developments that will house this space. Once this structure is in - it will be easier to start the development of this Park. Tom Weidt, Mayor informed that the State of Emergency had instruction of closing the playgrounds and as a City we didn't close but utilized signage stating the order to encouraged parenting discretion by not locking or fencing any of the parks. He noticed personal use was little to none when doing active inspections of the parks in the community. He also stated that with the Corona Virus changes at places of work and businesses will alter how infrastructure is built in the future. 5. Lions Park Feasibility Study Page 2 of 4 Parks Commission Minutes Shayla Denaway, Parks Planner informed Lions Park needs to be planned before the abatement bond is issued. Once the bond is issued the construction needs to be done quickly to meet the requirements. The feasibility study is in progress-storm water and street improvements are being evaluated currently,working on site review and coordinating with Hugo Gardens Apartments, planning of related projects downtown, street improvements &construction of 147th St for 2021 and CSAH 8 water re-use 2021 June 17 parks meeting will have updates and preliminary design discussion Rauschendorfer asked City Staff if any research has been done to show chlorine to be an instigator in the corona Virus if the water park was still considered to go into the park. Denaway responded that the CBC has said no. Tennyson said the CBC says chlorine is proven to help kill the virus. 6. Neighborhood Park Updates Victor Square Home Owners Association is requesting partnership with the City to help with landscaping, retaining wall, irrigation issues and shelter repairs. Schmid asked if we own Victor square. Denaway informed we don't but we do typically do general maintain all other parks. Extras are usually done with the homeowner association in this development. Rauschendorfer asked if we could remove the wall to not inure additional cost in repairing. Denaway said yes that it was an option to be talked about with the Homeowners association and ask about the importance of the wall with cost that would be involved either way. Shayla Denaway informed that the SHIP Grant$5000 was received and needs to be spent by the October deadline with active living consideration. Benches are needed in Clearwater cove, Oneka Lake Park and Heritage Ponds Park, Clearwater Cove trail improvements has been requested by the Homeowners Association, Oneka Lake Park Trail needs improvements and Heritage Ponds Park needs improvements. r,. Shayla Denaway, Parks Planner informed that the City is following Governor's orders on no field use for athletics until June 1, 2020.
