Motion carried. <br /> <br />Update on COVID-19 City Response <br /> <br />City Administrator Bryan Bear provided an update on how the City was responding to the <br />Governor’s orders regarding the coronavirus pandemic. Bear explained the rules of virtual <br />meetings and the Governor’s Order 20-74 that was issued the previous week, moving the Stay <br />Safe Plan into Phase III. The City’s soccer fields were being played on every day under a <br />special Open to Play Plan that contained state and federal guidelines. Park Play Days was <br />occurring at Hanifl Fields with small groups. Portable restrooms were now available at City <br />parks. Restaurants were beginning to open, and City services remained available. Phase III of <br />the Stay Safe Plan provided attendance limits on gatherings, requirement to adopt a COVID-19 <br />Preparedness Plan, requirement to work from home if possible, and it strongly encouraged <br />government meetings be held remotely. The City had prepared a plan to allow staff to come <br />back to work safely. The plan ensured sick workers stay home, and it contained social <br />distancing and work hygiene protocols. It also included specific provisions for the Public Works <br />Department and the Fire Department. Staff was preparing an agreement for users of the City’s <br />community facilities to allow for a maximum of 25% capacity with safely provisions. <br /> <br />Bear talked to Council about how the state of emergency allowed remote meetings during a <br />pandemic and makes exceptions to State Statute requirements on how they can be conducted.
