Meeting of August 19, 2020

Strub called the meeting to order at 7:00 pm.
1. Approval of Minutes frond the July 15, 2020 Meeting
Clarke made a motion, Strub seconded to approve the minutes of the July 15, 2020 Parks Commission
Minuets.
Ayes: Roger Clark, Nicole Schmid, Dave Strub
Abstained: Mat Rauschendorfer,Shawn Haag, Ranell Tennyson
Motion carried.
2. Goodview Avenue Trail Feasibility Study
Shayla Denaway, Parks Planner, reviewed the feasibility study that was authorized at the April 15, 2020 Parks
meeting. A wetland delineation was needed and has been completed.
The City of Hugo received $10,000 in funding through the Statewide Health Improvement Program Active
Living Partnership with Living Healthy Washington County program. A 10% match is required and funds need
to be spent by October 31, 2020.
Bailey Krause, WSB Landscape Architect gave a presentation showing the trail concepts.
An on street route from Glenbrook Avenue N/144th Street N to Geneva Avenue N was proposed as an
alternate to Goodview Avenue between 145th Street and Geneva Avenue. This would be indicated with

wayfinding signs and connected with a 5' concrete sidewalk on the south side of 145th Street N between
Glenbrook Avenue N and Goodview Avenue.
Option 1 between Geneva Avenue North and Egg Lake Road was to have a 5'wide paved shoulder on both
sides of Goodview Avenue. An alternative to this was "share the road" signage.
Option 2 between Geneva Avenue North and Egg Lake Road was an 8' wide separated bituminous trail
between with a 5'wide boulevard buffer between the trail and roadway. An alternative to this was a 10'
wide boardwalk in lieu of a trail.
Open floor discussion included: Costs larger than concept and need, minimalize wetland impacts with one
side use, roadway striping/signage and drivers crossing lane lines.
Bob Rogers, at 14491 Glenbrook Avenue North, gave feedback that if a route through the neighborhood was
considered, pedestrians would continue to use Goodview. He was in favor of one side of Goodview having a
trail and/or street painting. He asked if a roadway less than 12' wide was ever considered.
Scott Anderson, Public Works Director informed that State Aid Standards need to be followed.
Strub made a motion,Tennyson seconded to approve option 2 to be drafted at a 30%level of design with
WSB.

3. Adelaide Larding Future Park Name.
Denaway updated on the construction of the new park in Adelaide Landing. Irrigation, landscaping and
seeding starts in two weeks. The shelter and playground installation will begin after Labor Day. Input and
ideas from residents have been collected on what to name the new park.
Strub made a motion, Schmid seconded to approve the new park to be named Adelaide Landing Park.

Motion carried.
4. Lions Park Design Development
Denaway updated that the City Council approved the Feasibility Study and Master Plan at their July 20, 2020
meeting. Candace Amberg, WSB Engineering provided a proposal for the design development to refine the
adopted master plan to a higher detail to prepare for construction. The proposal includes a topographical
survey, working with stakeholders to design the playground, and another stakeholder group to design the
pavilion. The cost of this is proposed to be $57,000.

Next steps include Architect selection, a proposal for the remaining park design, setting a date for community
meeting, and coordination with Hugo Gardens and street projects.
Strub made a motion, Rauschendorfer seconded to approve the proposal from WSB [dated August 14, 2020j
and move forward with design development of Lions Park.

Motion Carried.
Other
Scott Anderson, Public Works Director gave an update on the new Public Works Facility. Bids came in 12-15%
lower and was awarded to Ebert Construction. Work could start in September with hopes to finish next fall.
5. Adjournment
Schmid made a motion,Tennyson seconded to adjourn the meeting at 8:43 pm.
