G.2 Approve Annual Performance Review for Finance Coordinator Anna Wobse
Anna Wobse was hired as the City’s Accounting Clerk on October 27, 2008, and has worked
under the direction of Finance Director Ron Otkin in accounts payable and payroll functions. At
its March 19, 2018, meeting, Council approved Anna as the new Finance Coordinator. Finance
Director Ron Otkin recommends Council approve the annual performance review for Finance
Coordinator Anna Wobse.
G.3 Approve of Resolution Approving Site Plan for ISD #624 Transportation Facility
Located at 13411 Fenway Boulevard North
ISD #624 has applied for site plan approval for a transportation facility to be located at 13411
Fenway Boulevard North. The White Bear Lake School District gained CUP approval for
exterior storage exceeding the size of the principal building in 2019 for the same property. At
that time the applicant also applied for a sketch plan review and received comments from the
Planning Commission, City Council, and public. The Planning Commission reviewed the site
plan application at their October 8, 2020 meeting and recommended approval of the ISD #624
Transportation Facility site plan located at 13411 Fenway Boulevard North to the City Council.
G.4 Approve Pay Voucher No. 2 for the Goodview Avenue Improvement Project
T.A. Schfisky & Sons, Inc. has submitted Pay Voucher No. 2 in the amount of $381,738.31 for
work certified through October 9, 2020, on the Goodview Avenue Improvement Project. Paving
has been completed, shoulder work is on-going and the striping is planned for the week of
October 19th. Staff recommends Council approve payment to T.A. Schifisky & Sons, Inc in the
amount of $381,738.31.
G.5 Approve Release of Cash Escrow for Waters Edge 6th Addition
Alliant Ventures, LLC has requested the City release their cash escrow for the Waters Edge 6th
Addition. City staff has inspected the work and recommends the release of the cash escrow being
held in the amount of $198,000.
G.6 Approve Pay Voucher No. 1 for Public Works Facility
Ebert Construction has submitted Pay Request No. 1 for the City of Hugo Public Works Facility
project in the amount of $389,011.22. The quantities completed to date have been reviewed and
agreed upon by the architect, contractor and city staff. The amount indicated above reflects the
work certified through October 13, 2021, with a 5% retainage applied. Staff recommends the
City Council approve payment request #1 in the amount of $389,011.22 to Ebert Construction.
G.7 Approve Jim Compton Jr. as Fire Chief for the City of Hugo
Hugo Fire Chief Kevin Colard will be retiring from the Hugo Fire Department effective
December 31, 2020. On October 14, 2020, Hugo Deputy Chief Jim Compton, Jr. was
interviewed by the City Council to be his replacement. City Administrator Bryan Bear
recommends Council approve the appointment of Jim Compton, Jr. as the new Fire Chief
effective January 1, 2021.
J.1 Approve Appointment of Stakeholders for Lions Park
At the City Council meeting of October 5, 2020, Consultant proposals were approved for the
design development of Lions Park. This fall, the consultants will work with stakeholders to
develop the design of the pavilion, playground, and remaining park site to 50% with estimates of
probable costs. One stakeholder group will be established to design the playground and
surrounding landscape. Another stakeholder group will work on the design of the pavilion and
surrounding plazas. Each stakeholder committee will have up to eight members comprised of
residents, Planning Commissioners, Parks Commissioners and a Council liaison. Letters of
interest have been received from some residents. At their meeting of October 9, the Planning
Commission nominated Matt Derr (pavilion) and Kim Luchsinger (playground) to serve on the
committees. Representatives from the Parks Commission included Chair Dave Strub (pavilion)
and Nicole Schmid (playground). Staff recommends appointment of stakeholders to the Pavilion
and Playground Committees, including a Council representative.
L.1 Yellow Ribbon Network Update
Council Member Chuck Haas and Council Member Phil Klein will report to Council on the
Yellow Ribbon Network activities held recently.
M.1 Cancel November 2, 2020 Council Meeting
Upgrades to the Council Chambers will begin the week of October 26 and take about two weeks
to complete. This will include complete reconfiguration of the AV backroom. There will be no
or limited opportunity to film, broadcast, and livestream the regular Council meeting on
November 2. Staff members are aware of this project and have been scheduling agenda items
accordingly. Staff recommends Council cancel the November 2, 2020, Council meeting.
M.2 Schedule Board of Canvass for November 12 or 13, 2020
The General Election will be held on Tuesday, November 3, 2020, and the results of the local
election need to be certified by the City Council acting as the Board of Canvass. Due to a
consent decree that came out a lawsuit, absentee ballots that are postmarked by Election Day
must be accepted for seven days after Election Day. Abstracts will not be made available by the
County until the morning of November 12. Staff recommends Council schedule the Board of
Canvas to meet after noon on Thursday, November 12 or anytime on Friday, November 13.

The Hugo City Council attended a neighborhood meeting on Wednesday, September 30 at 7 p.m.
to discuss the potential downtown road improvement project in 2021. The meeting began with a
presentation by City Engineer Mark Erichson. The presentation primarily covered the project
location, a brief overview adjacent improvements (Lions Park and Hugo Gardens), discussion
related to the 2010 effort to evaluate this project area for reconstruction and how this project is
now once again on the City of Hugo’s Capital Improvement Plan. Mr. Erichson identified various
components of the City’s Comprehensive Plan and how that guides the types of improvements
within the project area.
Mr. Erichson identified the project area as a reconstruction project consisting of subgrade
corrections, concrete curb and gutter, new pavement, storm sewer and a trail along the north side
of 147th Street. High level preliminary costs were identified and discussion regarding how the
project would be financed ensued (assessments, CIP fund, state aid). A detailed explanation of the
assessment policy and state statutes chapter 429 was given along with sharing an assessment map
identifying all properties proposed to be assessed. The presentation was followed by a question
and answer session with residents mostly regarding drainage and safety concerns along 146th and
147th Streets.

Moment of Silence for Rick Gwynn
A moment of silence was held in remembrance of Rick Gwynn who died in August from liver
disease. Weidt wanted to acknowledge he was a member of the Planning Commission for a
number of years until 2012. He was also a member of the VFW in Forest Lake and active
nationally. Haas added that he started the Yellow Ribbon Network Hamburger Night at the
VFW in White Bear Lake. Rick was 68 years old.

Update on COVID-19 City Response and Grant Approval
City Administrator Bryan Bear provided an update on the City’s response to the COVID-19
pandemic. The City remained in Phase 3 of the Stay Safe Plan. Absentee voting was open and in-
person voting would be occurring in the normal voting locations with modifications. Room
rentals were open with modified capacity limits and new rules. City Hall remained open.
Remote meetings would continue until AV upgrades were complete sometime near the end of
November. At that time, the Council may choose to shift to hybrid meetings. He reviewed the
multiple options for the public to participate. Online building permits were available, and over
50 percent of permits had been issued that way.
Bear provided an update on Business Grant Program saying 22 applications were received for
almost $213,000 dollars. Staff was reviewing the applications and it was expected the dollar
amount would be adjusted. He expected the grants to be ready for Council approval at their
October 19 meeting. Bear provided information on a new elections grant from the Center for
Tech and Civic Life (CTCL). He explained CTCL was a nonpartisan organization that provided
technical assistance to election administrators. They established the COVID-19 Response Grant
to help cities cover COVID related election expenses. Funds could be used for supplies,
education, training and cleaning. Staff applied for the grant and was awarded $5,000. Staff had
recommended approve the grant agreement.
Haas made motion, Klein seconded, to approve the $5,000 COVID-19 grant agreement from the
Center for Tech and Civic Life.

Approve Annual Performance Review for Public Works Worker Adam Greeder
In 2007, Adam Greeder was hired by the City of Hugo as one of its summer seasonal
maintenance workers in the Hugo Public Works Department. On October 6, 2008, Adam
became part of the department as a full-time employee as an apprentice for the Public Works
Maintenance Worker. Adoption of the Consent Agenda approved the annual performance
review for Public Works Worker Adam Greeder.
Approve Resolution Appointing Election Judges for 2020 General Election
State Statute requires the governing body to approve the appointment of election judges at least
25 days prior to the election. City Clerk Michele Lindau had recruited 56 judges to work the
2020 General Election. This was considerably more than what was needed in past elections due
to the requirements of COVID-19. All election judges would receive 2.5 hours of training,
which included COVID related instructions. Adoption of the Consent Agenda approved the
resolution appointing election judges for the 2020 General Election.
RESOLUTION 2020- 52 APPOINTING ELECTION JUDGES FOR THE NOVEMBER 3,
2020 GENERAL ELECTION
Approve Renewal of Mining Permit for Mike Atkinson
The Mining Permit for Mike Atkinson on his property located on the south side of 147th Street
between Irish and Hyde Avenue expired on August 2, 2020. Atkinson had applied for renewal of
the permit for another two years. For the past several years, the site had been used to stockpile
material, with no mining activity taking place. When the permit was renewed in 2012, the
Council allowed the Atkinsons to move forward with the Mining Permit renewal process without
all the conditions being met until the time mining operations began again, due to the cost of
meeting those conditions. The requirements not being met are to: biannually provide a
topographic map of the site, calculation of stockpiled material, amount of granular material left
on site to be mined, and a reclamation plan. Staff had found very minimal activity on the site to
require those conditions be met for the renewal of his permit. Adoption of the Consent Agenda
approved the Mining Permit for Mike Atkinson for property located on 147th Street North with
the condition that all requirements in the permit be met when mining activity begins again.
Approve Resolutions Approving the Site Plan, CUP Amendment, and Variance for
Grundhofer’s Old Fashion Meats Located at 15449 Forest Boulevard North
Spencer Grundhofer had applied for a site plan, CUP amendment, and variance for Grundhofer’s
Old Fashion Meats located at 15449 Forest Boulevard North. The request was to allow a 2,450
square foot addition to the existing 2,880 square foot building on site. The existing buildings on
site are legal nonconforming in regard to the side yard building setback and the applicant had
requested a 12-foot side yard setback, where 30 feet was required for the proposed addition. The
applicant had also requested the existing meat market and meat processing facility CUP be
amended to reflect the new site plan. The Planning Commission reviewed the request and held a
public hearing at their September 24, 2020 meeting. No one spoke at the public hearing. The
Planning Commission recommended approval of the site plan, CUP amendment, and variance
for Grundhofer’s Old Fashioned Meats located at 15449 Forest Boulevard North. Adoption of
the Consent Agenda approved RESOLUTION 2020-53 APPROVING A SITE PLAN FOR

Approve Resolution to Continue Participating in the Met Council Livable Communities
Act
The City of Hugo had previously elected to be a participant in the Metropolitan Livable
Communities Act (LCA) Program. Participation on the program would provide the City with an
opportunity to compete for grants and loans to support activities that help the City meet its
affordable and life cycle housing goals, clean up polluted sites, and support demonstration
projects linking jobs, housing, and transit. The City received demonstration grants in 2004 and
2007 for Hugo Downtown redevelopment project planning. The Metropolitan Council requested
the City formal adopt the LCA goals for the next 10 years through 2030, which were consistent
with the City’s Comprehensive Plan. The City needed to do this to remain eligible to apply for
the Metropolitan Council’s LCA grants. Adoption of the Consent Agenda approve
RESOLUTION 2020-56 ELECTING TO PARTICIPATE IN THE LOCAL HOUSING
INCENTIVES ACCOUNT PROGRAM UNDER THE METROPOLITAN LIVABLE
COMMUNITIES ACT FOR CALENDAR YEARS 2021 THROUGH 2030.
Approve Replacement of 2009 Toro Groundsmaster Area Mower
The Public Works Department had been exploring options to replace its current area wide
mower. This mower was used to mow the grass in the large parks like Hanifl Fields, Beaver
Ponds, Lions Park, as well as Oakshore Park. Adoption of the Consent Agenda approved the
purchase of a Kubota L6060 Tractor with turf tires and various attachments from Olson Power
and Equipment in the amount of $100,154.34.
Approve Replacement of 2008 John Deer Zero Turn Mower
The Public Works Department had been exploring options to replace its current John Deer Zero
Turn mower. This mower was used to mow parks in the summer and also used to blow and
broom snow in the winter months. Adoption of the Consent Agenda approved the purchase of a
Ferrris ZT 37/61 Zero Turn Mower from Olson Power and Equipment in the amount of $15,400.
Approve Resolution Providing for the Issuance and Sale of $8,000,000 General
Obligation Capital Improvement Plan Bonds
Paul Steinman with Baker Tilly presented information on the issuance and sale of $8,000,000 in
General Obligation Capital Improvement Plan Bonds. Bids for the sale of these bonds was
accepted until11:00 a.m. on this day, Monday, October 5th. There were six bidders and true
interest costs ranged from 1.62% to 1.79%. The best bid was from Robert W. Baird and
Company, Inc. with about 30 syndicated underwriters underneath them. These were 25 year
bonds. A premium was receive for about $483,000 that would show up as an additional source of

funds. Steinman informed Council that S&P had affirmed the City’s AA+ rating. He
recommended Council accept the bid for 1.62% from Robert W. Barid and Company, Inc.
Weidt made motion, Klein seconded, to approve RESOLUTION 2020- 57 PROVIDING FOR
THE ISSUANCE AND SALE OF $8,000,000 GENERAL OBLIGATION CAPITAL
IMPROVEMENT PLAN BONDS, SERIES 2020A AND LEVYING A TAX FOR THE
PAYMENT THEREOF.
Roll call vote – all ayes. Motion carried.
Goodview Avenue Improvement Project Assessment Hearing
At its September 8, 2020 meeting, the Council adopted the resolution declaring costs to be
assessed for the Goodview Avenue Improvement Project, and scheduled the hearing on the
proposed assessments for this evening. The Notice of Assessment Hearing has been published in
the official newspaper and mailed to the owners of each parcel described in the assessment roll at
least two weeks prior to the hearing. City Engineer Mark Erichson presented a summary of the
project, the assessment process, and related costs of the project. Work was generally completed
except for the second lift, gravel shouldering work, restoration, and striping that would be
complete in the next week.
Weidt asked about the shoulders and having room for pedestrians. Erichson recalled discussions
during the public input process regarding speed and room for pedestrians on the side of the
roadway. The roadway existed as 24 feet wide and was increased to provide more room. A 50
mile per hour road had primarily 11 feet wide lanes, and they were looking at striping it to 10-
foot wide lanes which would provide 3-foot wide shoulders. Speed on the road would be
discussed later in the meeting. Haas questioned if it would be better to have a shoulder on one
side small and larger on the other side. Erichson explained that walkers travel opposite the flow
of traffic and bicycles go with traffic, so it was felt both sides should be uniform. He explained
it was not identified as a pedestrian trail and did not meet the State Aid requirement as a street
with pedestrian facility.
Erichson explained overall project costs were estimated to be $929,600 with $137,700 paid for
by assessments and the rest from City Capital Improvement Fund and State Aid since 125th
Street to the north was a state aid roadway.
He explained the appeal process and presented three objections that were received. He discussed
the memo from Grace Axelson who owned the 80 acre parcel at the corner of Goodview and
125th Street. Council discussed their concern over their large parcel that was to receive five
assessments. Erichson explained it was based on the number of accesses onto Goodview if
subdivided. In the memo, the Shooting Range Protection Act was referenced which discussed a
required 750 foot perimeter around the property that limited their building area. Erichson said
that was taken into consideration. Juba explained the Act required a 750 foot buffer around the
property line of a shooting range, but there were things that could be done to reduce the impact
and allow buildings to be closer. Erichson read the portion of the email that talked about the
parcel being one PID number and the owner felt it should get one assessment. He explained that
was contrary to the Assessment Policy which looked at future buildable land, not just the PID.
He said the memo further explained their intention to keep the property greenspace. Erichson
said the property was in green acres and assessments would not be due immediately, but interest

would accrue.
Another memo was received from Kevin Peltier saying property owners should not be assessed
because there was development traffic and excessive speeds on the road. Erichson explained the
way the City monitors roadways, and Goodview Avenue was in poor condition prior to
improvements. The road was last paved 32 years ago.
Lastly, staff received a call from the property owner at 12240 Goodview who had two parcels
that were both getting assessed. One lot was deemed unbuildable and one they lived on. They
were looking at combining the lots to have only one parcel. Erichson explained if combined,
they would not be able to subdivide later, and staff was comfortable with that option moving
forward.
Mayor Weidt opened the public hearing. After receiving no comments, Weidt closed the public
hearing.
Miron asked about the Axelson property and if there was an agricultural program that may
change how they were assessed. Community Development Director Rachel Juba said there may
be some programs that include a significant process. She had not spoken to the property owners
but indicated she would reach out to them to discuss.
Haas commented the road had seen 32 years of use and residents were only paying 14% of the
assessment and the City’s residents were paying the rest. He talked about the Axelson property
and how it was suitable for development and the Assessment Policy anticipated that. He said he
was not persuaded by any of the arguments that the City should change the assessment roll.
Klein stated he agreed with Haas, and the policy was in place for a reason and had served the
City well.
Petryk talked about the properties owners of 12240 Goodview who wanted to combine their lots.
She said she supported keeping it on the assessment roll as is until they prove they combined the
lots and cannot subdivide them again.
Weidt agreed there was always an argument that someone else broke the road, and that was why
the City had an assessment policy where only a small portion of the improvements were assessed
to the property owners on the street. He said the assessment policy takes into account that the
roads are used by everyone.
Miron made motion, Klein seconded, to approve Resolution 2020-58. After a brief discussion,
Klein rescinded his second to the motion, and Miron rescinded the motion.

Lions Park Design Development Consultant Contracts
Parks Planner Shayla Denaway shared three proposals from different consultants for the design
of Lions Park. She shared a picture of the master plan and provided background on the meetings
held regarding the development of the park. Most recently, the Council approved the apartment
project adjacent to Lions Park and the 2021 street improvement feasibility study, which all
related to the park.
The first proposal was from WSB for the pavilion and playground areas at a cost of $57,000.
The Parks Commission reviewed and recommended approval of this proposal at their August 18,
2020, meeting. The proposal included working with two different state holder committees.
The second proposal was $83,300 from WSB to design the parking lot, stormwater, trails and
sidewalks, community sports pad and to relocate the skate park. The Parks Commission had
reviewed this at their September 16, 2020 meeting and recommended approval.
The third consultant proposal was for the pavilion architect. Three proposals were received, and
the interview panel recommended HCM Architects who had the most experience with similar
projects and had worked with WSB before. Their proposal was for $20,900. She noted that none
of the proposals included construction documents or construction administration. The proposals
would take the design to the 50% stage and provide more reliable costs.
She provided next steps that included a meeting with the Lions Club and a community workshop
for the design of the park. Stakeholder group members would be on their October 19, 2020
meeting for approval. The design process would start at the end of October. Designs would go to
the Parks Commission in January 2021 and Council in February 2021. The Council could then
authorize the preparation of the construction documents and allow for bid, bonding, and
construction in the summer of 2021.
Weidt made motion, Klein seconded, to approve the hiring of WSB and HCM Architects.

Approve Resolution Reducing the Speed Limit on Goodview Avenue North
In May 2019, Minnesota State Legislature passed a bill granting cities the authority to set speed
limits under their jurisdiction. This statute went into effect August 1, 2019. City Engineer Mark
Erichson provided Council background information on the speed limit rules and what next steps
they would need to follow to implement a speed change on Goodview Avenue South of Egg
Lake Road. Goodview Avenue (south of County Road 8) was currently posted as a 50 MPH
roadway. Improvements completed along the roadway with the 2020 Goodview Avenue Street
Improvement project included widening the road from a 24-foot width to a 26-foot width. To
accommodate MnDOT’s policy for a State Aid roadway with a design speed of 50 MPH or
higher, the wider roadway allowed for two 11-foot driving lanes and two 2-foot paved shoulders.
Erichson said if the City was in favor of reducing speed limit on Goodview Avenue to 40 MPH
(consistent with Goodview Avenue north of County Road 8), the driving lane could be reduced
to 10 feet, allowing an additional foot of paved shoulder on both sides of the roadway. The
wider shoulder would provide a safer route for pedestrians and bicyclists, which was a large

concern for residents participating in the public hearings for this project.

REDUCING SPEED LIMIT ALONG GOODVIEW AVENUE FROM THE ¼ Mile SOUTH OF
125TH STREET TO EGG LAKE ROAD.

Yellow Ribbon Network Update
Haas and Klein reported to Council on the Yellow Ribbon Network activities held recently. Hass
explained a friend from the MN Timberwolves provided a new basketball hoop for solders in
Djibouti, Africa. Bingo will begin at Sal’s Angus Grill on October 3 and held every Saturday
until the end of March. Five hundred pounds of coffee was donated by European Rotisseries to
be shipped in care packages along with socks and toiletries donated by the Food Shelf. A youth
hunt was held last Sunday at Wild Wings for 25 youngsters of military families. Haas thanked
the Washington County and Chisago County Pheasants Forever and others who helped.
Donations were received for a soldier who was moving to Minneapolis. On Sunday there will be
a Military Appreciation Hunt for 32 Soldiers put on by Greg Lockwood. One unit being hosted
had lost three solider in a helicopter crash last December. In addition to sponsoring them, Greg
was donating $5,000 to each family. Lakeside Dentistry held a donation drive for the YRN. The
Rotary Club of Brooklyn Park supplied Christmas cards with messages to the soldiers to be
included in care packages.
Arcand Park Grand Opening on Wednesday, October 7, 2020
City Administrator Bryan Bear reminded Council a meeting was scheduled to attend the Grand
Opening of Arcand Park on Wednesday, October 7, 2020, at 3 p.m. The park is located at 13246
Fondant Trail North.
Lions Park Community Workshop on Monday, October 12, 2020
City Administrator Bryan Bear reminded Council a meeting was scheduled to attend the Lions Park
Community Workshop on Monday, October 12, 2020 at 7 p.m. The meeting will be held virtually.
Schedule Interviews for Fire Chief Position for Week of October 12, 2020
Fire Chief Kevin Colvard will be resigning his position on the Fire Department effective
December 31, 2020. Staff had advertised for his replacement and City Administrator Bryan Bear
requested Council schedule the interviews for some time during the week of October 12-16,
2020.
Miron made motion, Petryk seconded, to schedule the fire chief interviews for Wednesday,
October 14, 2020 beginning at 7 p.m.
Roll call vote – all ayes. Motion carried.
There was discussion on how to hold the interviews. Miron, Weidt, and Klelin indicated they
would attend in person. Petryk will attend virtually, and Haas was undecided.

Closure of Hugo HealthEast Clinic
Weidt added a quick announcement regarding a recent conversation he had with Mary Edwards,
Vice President of Public Relations with HealthEast, who informed him the Hugo Clinic would be
closing and the workers had been relocated. Fairview Hugo will remain open and they will
merge into that location.

A Community Workshop was held to discuss the future construction of Lions Park. Denaway
presented a background on the planning of the park and shared how residents could be involved as

1. BACKGROUND:
On July 7, 2020, the City of Hugo received $1,148,713 from the Minnesota Department of
Revenue in response to the COVID-19 pandemic. This money was provided to the City through
the Coronavirus Aid, Relief, and Economic Security Act (CARES Act) as a federal response to
the recent economic decline. Staff provided the City Council with a proposed CARES Budget at
their August 3, 2020 regularly scheduled meeting. The Council tabled the proposed budget and
directed the EDA and staff to discuss a grant program for local businesses.
The EDA met on August 18, 2020 to discuss the resources available to local businesses and if
there was a need for an additional grant program. The EDA motioned to direct staff to create a
grant program for local, private or nonprofit businesses that generate under $3.5 million in
annual revenue, which allowed them to apply for individual grants for up to $10,000. In
response, staff created a grant program that allocated $200,000 from the City’s CARES Budget
to local businesses should they meet the grant requirements. The City Council approved the
CARES Budget at their September 8, 2020 meeting and the grant application became available to
local Hugo businesses. The application period was open from September 9, 2020 to October 1,
2020.
Staff received 22 total applications and has been reviewing the submitted materials in regards to
the grant application criteria and requirements.
2. HUGO CARES BUSINESS GRANT PROGRAM:
The City of Hugo created the CARES Business Grant Program to assist eligible businesses
impacted by COVID-19 pandemic. The City has set aside $200,000 for the grant program
and businesses can apply for a one-time grant award not to exceed $10,000. Grants are on a
first come, first served basis. The program is subject to funding availability from the City.

Only one application per business entity is allowed to be submitted and the City reviewed
each applicant’s request for grant funds to determine the level of assistance that is eligible
to be provided. All grant funds allocated to businesses must be spent by November 15,
2020. All grant recipients were required to submit documentation of expenses specifying
how the entirety of the grant funds were allocated.
Eligible Uses:
Funds may be used to cover operating expenses including payroll, rent/lease payments,
mortgage payments, private utilities, or other critical business expenses as a result of the
public health emergency.
Expenses in response to CDC guidelines.
Eligible expenses are from March 1, 2020 to November 15, 2020.
Does not include expenses that have been previously reimbursed by other sources of
funds (County, State, and/or Federal).
Non-eligible Uses:
Funds cannot be used to replace lost revenues.
Funds may not be used to pay for taxes.
Does not include expenses that have been previously reimbursed by other sources of
funds (County, State, and/or Federal).
Eligible Businesses Criteria:
Must be in good standing with the City and County.
Demonstrate that the business was adversely affected by Executive Orders related to
COVID-19 business restrictions.
Demonstrate financial hardship as a result of the COVID-19 outbreak.
May include businesses that have applied for/received any other COVID related federal
funding. However, only eligible expenses that have not been reimbursed by additional
programs are considered eligible for the Hugo CARES Business Grant Program.
Out of the 22 applications that were received, 19 meet the requirements necessary for approval.
Staff is still waiting to get materials from three applicants to ensure they are fully eligible for the
grant. Staff is also cross referencing the grants with Washington County to ensure the applicants
have not already been reimbursed for the requested funds.
There are three applications that do not meet the requirements. Of those three, one applicant is
not located within Hugo and is therefore ineligible to receive funds. The other two applicants that
do not meet the requirements are St. John’s Hospital and Newtrax, Inc. due to their annual
revenues. Both applicants have an annual revenue over $3.5 million. Staff would like to note that
while St. John’s annual revenue is significantly higher than the listed criteria, Newtrax, Inc. has
an annual revenue of $3.9 million.

3. CONCLUSION/RECOMMENDATION:
Staff recommends the Council direct staff to enter into a grant agreement with the eligible
businesses, subject to staff receiving the required materials from the applicants and Washington
County by October 26, 2020.
Staff recommends the Council deny the ineligible applications. Staff recommends the Council
discuss these applications.

60-DAY REVIEW DEADLINE: October 23, 2020
1. PLANNING COMMISSION UPDATE:
The Planning Commission discussed the request at their October 8, 2020 regularly scheduled
meeting. The Commissioners generally thought the site plan was an improvement to the sketch
plan that was presented in 2019. The Planning Commissioner recommended approval of the ISD
#624 Transportation Facility site plan located at 13411 Fenway Boulevard North to the City
Council.
2. DESCRIPTION OF REQUEST:
ISD #624 is requesting site plan approval for a transportation facility located at 13411 Fenway
Boulevard North. The site plan consists of an approximately 10,600 square foot office and
maintenance building, employee parking, and exterior storage for buses.
3. CONTEXT:
A. Surrounding Land Use and Zoning
The property is zoned General Industrial (I-3) and is guided for Industrial in the 2040 Land Use
Plan. The properties to the north, east, and south are also zoned I-3 and are occupied by
industrial users. To the west of the property is the Creekview residential development which is
zoned PUD. The property is located within the Bald Eagle Industrial Park.

B. Existing Site Characteristics
The property is 7.06 acres and is currently vacant. The property consists of a mixture of open and
wooded land and has a general slope downward from east to west.
4. BACKGROUND:
The proposed use for the property is a transportation facility for the White Bear Lake Area
School District, which is a permitted use as an essential public service in the I-3 zoning district.
In 2019, the applicant gained CUP approval for exterior storage exceeding the size of the
principal building. At that time the applicant also applied for a sketch plan review and asked the
Planning Commission and City Council to provide comments on the site plan. Comments
generally included concerns over additional traffic added to Fenway Boulevard, circulation
throughout the site, and screening. The applicant considered the comments made by the Public,
Planning Commission, and City Council and applied them to the submitted site plan.
5. ANALYSIS:
A. Level of City Discretion in Decision-Making
The City’s discretion in approving or denying a site plan is limited to whether or not the
proposed project complies with the Comprehensive Plan and Zoning Ordinance requirements. If
it meets these standards, the City must then approve the site plan.
B. Site Plan
The application complies with the ordinance standards as follows:
Building Setbacks
The proposed site plan complies with all building setback requirements for the General Industrial
Zoning District.
Building Height
Per City Code, the maximum building height is 50 feet. The proposed building meets the
requirement.
Building Coverage and Lot Coverage
The ordinance limits lot area to be covered by buildings to 40% and lot area to be covered by
impervious surface to 80%. The proposed lot for the site plan complies with this requirement.
Landscaping
Section 90-181 of the Zoning Ordinance provides landscaping requirements for commercial
development. The site plan includes tree and shrub locations and species.

The ordinance provides two ways of calculating the required amount of trees and shrubs. One
based on the square footage of the building and one based on the perimeter of the site, whichever
is greater. In this case staff used the perimeter of the site. In order to meet the landscape
requirements, 24 deciduous trees, 12 coniferous trees, 12 ornamental trees, and 79 shrubs are
required to be installed. The applicant is using existing and new landscaping to meet the
landscaping requirements. The site plan meets the City’s landscaping requirements.
Lighting
The ordinance requires lighting to consist of cut-off fixtures and for light cast on adjacent
property and roads not to exceed ½ foot candle measured at the property line or 1 foot candle
measured at the street’s centerline. The ordinance also required the light fixtures, whether pole
mounted or wall mounted to be cut-off fixtures. The applicant is proposing LED lights for wall
mounted and pole mounted fixtures. The applicant has provided a cut-sheet for both the wall
lights and meets the lighting requirements.
Fencing and Screening
The applicant is proposing an eight foot steel fence around the paved exterior storage area on the
east side of the site. The proposed fencing will screen the exterior storage area from adjacent
properties. The applicant is also proposing landscaping along the perimeter of the site to provide
additional screening.
The applicant is proposing ground mounted mechanical equipment that will be located within the
trash enclosure. The trash enclosure is required to be the same material as the building. The
applicant is proposing the doors of the trash enclosure to be the same material as the fencing.
Streets and Access
The site is located on Fenway Boulevard and the applicant is proposing two entrances into the
site. The southern entrance is for employee parking only. The north entrance is to accommodate
buses and five maintenance staff parking stalls. The north entrance is required to align with 134th
Street North.
Parking
Section 90-253, Parking and Loading of the City Code determines the number of parking spaces
required per site. Parking is determined by gross floor area. There are 53 stalls required for the
site and the applicant is proposing 115 stalls, meeting the parking requirements. The applicant
has stated that will have approximately 75 employees at the site when operating at full capacity
and the extra spaces are to accommodate for visitor parking.
Building Architecture
In August 2011, the City Council adopted the Commercial and Industrial Design Guidelines.
These guidelines require four sided architecture and high quality building materials. The
applicant is proposing to construct the building using precast concrete panels and brick. The

design guidelines also require industrial buildings to have clearly defined entrances. The
applicant is proposing a metal overhang over the two front doors. The metal overhangs are
proposed to match the cornice around the top of the building.
The applicant has submitted a material sample board and is being reviewed by staff. Staff
approval of a material sample board is required prior to issuance of a building material to ensure
materials and colors will be cohesive throughout the building.
Signage
The applicant is not proposing signage at this time. Should they want to add signage in the
future, they will be required to apply for a sign permit and meet ordinance standards.
Drainage/Grading
The applicant is proposing to use onsite infiltration basins to meet the stormwater water quality
and rate control requirements. The basins are sized to meet the City’s water quality requirements,
but do not currently meet the City’s 100-year rate control requirements. The applicant is working
with the City Engineer and making modifications to their proposed plan.
The applicant will be required to meet all stormwater requirements and gain approval from the
City on modifications to civil plans prior to issuance of a building permit. The applicant is also
required to dedicate the proper drainage and utility easements for the proposed infiltration basins
and enter into a stormwater maintenance agreement with the City.
Utilities
Water service to the site will come from the existing watermain along Fenway Boulevard North.
Sanitary sewer is available to the site from an existing sanitary sewer stub across from 134th
Street North on Fenway Boulevard North.
Wetlands
The applicant is required to complete a wetland delineation, reviewed and approved by the TEP,
prior to any grading done on site.
Park Dedication
Park Dedication is not required for commercial and industrial developments.
6. CONCLUSION:
Staff finds that the proposal meets all the requirements necessary for the City to approve the site
plan application for the ISD #624 Transportation Facility located at 13411 Fenway Boulevard
North.

APPROVING A SITE PLAN FOR THE ISD #624 TRANSPORTATION
FACILITY LOCATED AT 13411 FENWAY BOULEVARD NORTH
WHEREAS, ISD #624 requested approval of a site plan for an approximately 10,600
square foot office and maintenance building that will be the School District’s
transportation facility, located on property legally described as follows:

WHEREAS, the Planning Commission has reviewed said site plan on October 8, 2020
and recommends approval subject to the conditions listed in this resolution.
NOW, THEREFORE, BE IT HEREBY RESOLVED BY THE CITY COUNCIL OF
THE CITY OF HUGO, MINNESOTA, that it should and hereby does approve the site
plan for ISD #624 for an approximately 10,600 square foot transportation facility, subject
to the following conditions and findings:
1. All items on the Engineer’s memo and “red-line” detailed engineering comments that
have been sent directly to the applicant dated October 1, 2020, shall be addressed.
2. Prior to the installation of any signs, the applicant shall obtain a sign permit.
Prior to the issuance of a building permit:
3. The plans shall be revised to meet all stormwater rate control requirements.
4. The applicant shall submit the final building material samples and colors for the
building to be reviewed and approved by staff. The fencing material shall also be
reviewed and approved by staff.
5. The applicant shall show how the internal drainage system will be integrated into the
building design and shall be reviewed and approved by staff.
Prior to any grading done on site:
6. The applicant shall complete a wetland delineation of the property, to be reviewed
and approved by the TEP.
Prior to issuance of a Certificate of Occupancy:
7. All ground mechanical equipment must be screened from view of adjacent properties.
Staff shall perform an inspection when equipment is installed to ensure compliance
with City code.
8. All required landscaping shall be fully installed.

management facilities and applicable utilities.
10. A maintenance agreement for the stormwater management facilities shall be recorded
against the property.

Here is the narrative regarding operations of the facility:
The school year typically has 170 student busing days per year, Mondays through Fridays.
The Transportation Facility staff will begin work at approximately 5:30 AM, with approximately
five to seven staff reporting initially, primarily maintenance and office staff. When operating at
full capacity we will have approximately 75 employees at the site, most reporting between 6:15
and 8:00 AM.
On school days, approximately 30 buses will be leaving the lot between 6:10 AM - 7:00 AM.
The majority of these buses will return to the site between 9:30 AM - 10:00 AM. Approximately
20 buses will be out during the hours of 10:00 AM - 2:00 PM for early childhood and special
education routes. Afternoon routes will begin leaving the facility at approximately 1:30 PM and
most will return between 4:30 - 5:00 PM. Evening and weekend operations are minimal, as buses
will run for activities and field trips only.

We have reviewed the site plan submittal for the proposed White Bear Lake Transportation
Facility located east of Fenway Boulevard at 134th Street. In particular, we have reviewed the
following plans related to this particular request:
• Civil Plan Sheets dated 8/14/20 by Larson Engineering
• Architectural Plan Sheets dated 8/14/20 by Wold Architects and Engineers
• Stormwater Report dated 8/14/20 by Larson Engineering
• Soil Borings Completed by Twin Cities Testing Dated 3-17-06
Based on the review of the above documents, we offer the following comments related to this
application:
Grading, Street, and Utility Plans
1. The site is proposed to have two accesses. Both are located on Fenway Boulevard, one at
134th Street and the second, approximately 300’ south of 134th Street. Proposed access
locations are acceptable.
2. Water service to the site will be achieved by either tapping the existing 12” watermain running
along the northbound driving lane of Fenway Boulevard or by connecting to an existing 6” or
8” water service stub across from 134th Street on Fenway Boulevard. The applicant is
proposing an 8” loop around the building with three hydrants for fire protection.
3. Sanitary sewer service is available to the site from an existing 8” sanitary sewer stub across
from 134th Street on Fenway Boulevard.
4. Detailed redline comments have been provided on the plans and sent to the applicants
engineer so they can be addressed in future submittals.
Stormwater Management
5. The stormwater water quality and rate control requirements are proposed to be met through
the use of onsite infiltration basins. The basins are sized to meet the City’s water quality
requirements however the site is currently not meeting the City’s 100-year rate control
limitation of 0.1 cubic feet per second per acre of drainage, but we are working with the
applicant with regards to modifications to their proposed plan.

6. Additional stormwater plan and model comments have been provided to applicant and will
need to be addressed in future submittals for documentation and permitting purposes. The
applicant’s engineer has submitted a revised stormwater management plan at the time this
staff report was being finalized. Upon preliminary review, it appears the revisions made are
consistent with meeting our permitting requirements.
7. A stormwater maintenance agreement and drainage and utility easements will be required
for the stormwater basins on the site.

Catch basins necessary for site drainage during construction shall be provided withinlet protection.13.In areas where concentrated flows occur (such as swales and areas in front of storm catch basins and intakes) theerosion control facilities shall be backed by stabilization structure to protect those facilities from the concentrated flows.14.Inspect the construction site once every seven days during active construction and within 24 hours after a rainfall eventgreater than 0.5 inches in 24 hours. All inspections shall be recorded in the SWPPP.15.All silt fences must be repaired, replaced, or supplemented when they become nonfunctional or the sediment reaches1/3 of the height of the fence. These repairs must be made within 24 hours of discovery, or as soon as field conditionsallow access. All repairs shall be recorded in the SWPPP.16.If sediment escapes the construction site, off-site accumulations of sediment must be removed in a manner and at afrequency sufficient to minimize off-site impacts.17.All soils tracked onto pavement shall be removed daily.18.All infiltration areas must be inspected to ensure that no sediment from ongoing construction activity is reaching theinfiltration area and these areas are protected from compaction due to construction equipment driving across theinfiltration area.19.Temporary soil stockpiles must have silt fence or other effective sediment controls, and cannot be placed in surfacewaters, including stormwater conveyances such as curb and gutter systems, or conduits and ditches unless there is abypass in place for the stormwater.20.Collected sediment, asphalt and concrete millings, floating debris, paper, plastic, fabric, construction and demolitiondebris and other wastes must be disposed of properly and must comply with MPCA disposal requirements.21.Oil, gasoline, paint and any hazardous substances must be properly stored, including secondary containment, toprevent spills, leaks or other discharge. Restricted access to storage areas must be provided to prevent vandalism.Storage and disposal of hazardous waste must be in compliance with MPCA regulations.22.External washing of trucks and other construction vehicles must be limited to a defined area of the site. Runoff must becontained and waste properly disposed of. No engine degreasing is allowed onsite.23.All liquid and solid wastes generated by concrete washout operations must be contained in a leak-proof containmentfacility or impermeable liner. A compacted clay liner that does not allow washout liquids to enter ground water isconsidered an impermeable liner. The liquid and solid wastes must not contact the ground, and there must not berunoff from the concrete washout operations or areas. Liquid and solid wastes must be disposed of properly and incompliance with MPCA regulations. A sign must be installed adjacent to each washout facility to inform concreteequipment operators to utilize the proper facilities.24.Upon completion of the project and stabilization of all graded areas, all temporary erosion control facilities (silt fences,hay bales, etc.) shall be removed from the site.25.All permanent sedimentation basins must be restored to their design condition immediately following stabilization of thesite.26.Contractor shall submit Notice of Termination for MPCA-NPDES permit within 30 days after Final Stabilization.27.Erosion control blankets are to be placed on all slopes 4:1 or greater. Dear City Administrator Bryan Bear,
I humbly submit my Letter of Interest regarding the City of Hugo Fire Chief position.
One of your firefighters had contacted me directly and provided me the job posting information
in hopes that I might apply. I offer my leadership, knowledge, and experience to the benefit of
the citizens of Hugo. I am incredibly excited about the possibilities of accepting this role. The
transition period to a new fire chief is one of the most stressful times a department can face as
the members may be fearful of change and filled with uncertainty. I want to be the calm and
reassuring leader facilitating this change, with unity and inclusion of the members to ensure
customer satisfaction, a competent staff, and a work environment that recruits, engages, and
retains members.
Rising to an Assistant Chief position over 14 years with a pay -per -call combination
department, transitioning to duty -crew staffing/scheduling model, a new fire chief, and the
addition of full-time staffing has taught me many things that parallel the issues now faced by
your fire department. I believe the fire department can benefit from my experiences as an EMT -
Basic, EMT -Paramedic, firefighter, engineer, fire officer, fire investigator, fire inspector,
quartermaster, and chief officer with the White Bear Lake Fire Department. I have commanded
fire ground operations, EMS, and extrication calls. I have investigated fires for over ten years
and trained many department members to assist in investigations and scene preservation. I have
ordered and outfitted recruits with turnout gear and created equipment tracking programs as the
quartermaster. I have trained departments, firefighters, and EMS providers throughout my entire
career. I have been apart of projects that develop specifications for new fire engines/equipment
and have conducted, scheduled, and tracked station/equipment maintenance. I believe embracing
and enabling the power of the "team" will always exceed what we might achieve alone, and I
have witnessed the organizational gains of listening to those closest to the physical work. I will
continue to utilize this system of management and leadership as your Fire Chief.
I have almost 12 years of experience as a paramedic; many years were providing ALS
ambulance services to the City of Hugo. I was a paramedic and Captain when Hugo transitioned
to a new ambulance service, and I understand and appreciate the events that lead to that
transition. I believe this experience and the knowledge I gained benefit the citizens moving
forward, as I know and appreciate the need to ensure the citizens are always protected. I spent
five years as a full-time Critical Care Paramedic with HealthEast Medical Transportation
(HEMT). Over three years at HEMT, I organized approximately 100 EMT's and Paramedics
into a collective bargaining unit. This process was extensive, requiring the organization of many
informational meetings, moderating debates, managing misinformation, and ultimately required
me to testify before the Minnesota Labor Relations Board. If I can unify a large group with such
diverse interests through a process that took three years, I believe I have the long-term dedication
and ability to control the chaos during this transition while providing direction and leadership
that aligns the fire department membership. Also, with HEMT, I created a pilot program known
as the Critical Care Liason Program. This trial program utilized an experienced critical care
paramedic to travel in a response -vehicle and liaise with the ICU Charge Nurse. This program
fostered an exchange of information between the in -hospital and pre -hospital worlds that
significantly improved working relationships and ensured optimal patient care while leaving the
paramedic available for emergency ambulance calls. Having this knowledge and experience, I
have high EMS standards and will seek to ensure all citizens receive the best care available.
I am currently a Deputy State Fire Marshal with the MN Department of Public Safety,
State Fire Marshal Divison (SFMD). My duties include conducting plan reviews of fire
protection sprinkler systems and conducting site inspections for approximately one-third of the
state. My territory includes the City of Hugo, where I have worked in concert with Chuck
Preisler, Building Official and Scott Baller, Building Inspector, and Gina Duncan, Fire Marshal
in completing fire inspections on many projects. As a resource throughout the state, I routinely
consult code/city officials, architects, designers, contractors, and installers regarding fire
protection systems and general fire code requirements. Additionally, I routinely instruct
firefighters, code officials, architects, and industry professionals with our sprinkler
demonstration trailer or during conferences, seminars, and department drills. Furthermore, I
have National Fire Academy credentials to instruct on fire protection related topics.
I am implementing an electric, web -based plan review software application to create an
ePlan Review Program for the SFMD. This new program will allow customers/contractors to
apply and submit payment and documents for review electronically, leading to greater efficiency
through streamlining the review process. I administer the examination program that certifies
Journeyman Sprinkler Fitters and Managing Employee. I utilize software to analyze test
question performance, create new questions, administer examinations, and provide scoring

Additionally, I serve as a Staging Area Manager (STAM) for the Minnesota State Fire
Marshal Division. This program has provided training and experience with FEMA ICS and IMT
programs throughout the state, primarily with the DNR and local hazard management teams. I
have completed many classes required for the Emergency Management Certification, and these
experiences aid with those requirements. I am committed to expanding my knowledge and
skills, with aspirations of completing a Fire Administration degree.
I believe my multifaceted background encompasses the wide breadth of knowledge and
experiences required to be a fire chief, and I think that I would benefit the City of Hugo. The

Our family uses the park often, mostly for the playground, but also for our HDS meetings in
the Oneka room and pavillion
What do you plan to contribute to the design of the park?
I have a couple of ideas I would like to be considered, such as a teen room/center, kitchen, and
digital billboard. But overall, I will contribute as objective and cooperative team player! I look
forward to having this park as a staple in our community, and I anticipate our family will use it
a lot in the future.
Do you have any special interests or skills or qualifications that we should consider in
appointing you to a stakeholder committee?
I have young children, so that for me is my most crucial special interest in the park design. I
can see many years of ice skating, birthday parties, and using the skate park. I also feel
strongly about creating spaces that can bring our communities together, such as a Farmer's
Market or vendor fairs.

I have lived in Hugo for 11 years in the Waters Edge community. I previously served on the
Hugo Historical Commission and am currently on the Hopkins School House committee. I
also previously participated in a focus group about Hugo park planning and potential
amenities.
Are you interested in helping to design the playground or the pavilion?
I'm interested in helping to design the pavilion.
How frequently do you use Hugo parks and for what activities?
I honestly use them less than I'd like. I like the idea of using trails since I do a lot of walking,
but typically use the paths in my Waters Edge Community. I have participated in some parks
and recreation offerings (e.g, movie night at Oneka Elementary), but they were not in parks. I
also have previously attended Good Neighbor Days on a few occasions, but haven't attended
more frequently since I'm more likely to find a greater number and somewhat more cultivated
adult offerings in White Bear Lake (e.g., Marketfest). I would like to visit the parks more
frequently, which is why I would like to contribute to this committee.
What do you plan to contribute to the design of the park?
I think the Lions Park redevelopment is a great opportunity to reimagine Lions Park and Hugo
as an event destination for both Hugo residents and those beyond our borders. However, the
facilities need to be available and functional for multiple uses. In addition to the other typical
potential uses for the park, such as ball games, playground use, etc., I think it would be great if
the park could be the site of new high quality events/festivals that might appeal to some newer
residents and perhaps those in neighboring communities as well. This would also hopefully
benefit local businesses.
Do you have any special interests or applicable skills/qualifications that you would like the
Council to know about?
I have more special interests than skills. I love living in Hugo and would like to see it
flourish. I have burgeoning interests in event planning although not a lot of experience
(although have volunteered for events). However, I look forward to the possibility to
contribute in any way that I can.

My family and I moved to Hugo in June 2020 from White Bear Lake. I’ve been involved with
my children’s schools from volunteering and PTA. I have also coach my middle child’s soccer
team for the last 2 years.

I love the idea of another great playground and being a part of that planning process, however,
I am completely open to either opportunity!
How frequently do you use Hugo parks and for what activities?
We frequent public city parks just about every other week. We enjoying walking or biking to
Lion’s Park or Frog Hollow Park, my kiddos enjoy playing on the playground equipment. We
also like to attend parks (during typical, non-pandemic years) for farmers markets or other
community gatherings and sports activities. We also love ice skating in the winter!
What do you plan to contribute to the design of the park?
I enjoy research and investigative type work so I would be able to do those sort of things to
determine the needs of a great playground to make it safe, equally accessible and a desirable
area for all members of our community.
Do you have any special interests or applicable skills/qualifications that you would like
the Council to know about?
I’ve been a virtual assistant and online business manager for a little over 2 years so I have
experience with all sorts of things like, goal setting, organization, managing workload and
online platforms/technology. Prior to that I managed retail stores and owned a small sewing
business. The experience in all of that makes me feel confident in a role like this. While I
haven’t been a part of a stakeholder meeting or committee before, I’m looking forward to
getting involved in our Hugo community and to continue learning!

4th house in the development. The developer showed us plat drawings which showed "Parkland" and
when we asked about it, we were told the City would build a part there. After waiting for someone to do
something, I lead a small design team of Beaver Ponds residents who also wanted a playground for their
families. Referenced catalogs given to me by Parks Commissioner, held discussions at our house,
forwarded design desire to equipment company who created the 3D rendering. This was brought to
Parks commission and ultimately to City Council. Plans were approved, equipment purchased, free labor
was secured and we produced the playground that has been in Beaver Ponds park almost 20 years.
I have been known to attend City Council meetings when I can, and past years volunteered and
interviewed for Planning Commission.
Are you interested in helping to design the playground or the pavilion? Playground
How frequently do you use Hugo parks and for what activities? Daily when kids were young with
playground equipment, attending soccer games and practices while coaching WBL youth football. Now
when we take the dog for a walk.
What do you plan to contribute to the design of the park? Big picture mindset, able to work within budget
and maximize efficiency. Very interested in new designs, materials and processes used with playground
equipment.

know about? Qualified technical engineer, good using hands and understand how things fit and work
together. People manager for last 16 years knowing how people think and how they like/need to be

Tell us a bit about yourself- how long have you lived in Hugo? How else have you been
involved in the community?
My name is Tiffany Goodchild, and I’m originally from small town Iowa. I live in Hugo
with my husband, Kole. We have three kids- Maddie (age 6), Karter (age 4), and Gabby
(age 3). My husband went to college at Concordia in St. Paul and has resided in MN ever
since he graduated. I moved to MN when we got engaged. We bought our first home in
Hugo in April of 2013 and resided here ever since. We bought our home in Victor
Gardens, across from Arbre Park, in 2018. We absolutely love our neighborhood and
community!
Karter was born with an unexpected birth injury, and as a result, has a severe form of
cerebral palsy. He attends physical therapy, occupational therapy, and speech therapy at
Kids Abilities in Hugo. They have quickly become our second family, and we support
their facility any way we can! We donate items as much as possible, and create
awareness about their programs to other families in need of quality therapy for their
children.
Our girls have attended Cornerstone Early Learning Center in Hugo since Maddie was 2.
While she has transitioned to kindergarten this year at Hugo Elementary, Gabby still
attends full-time. We are as involved as we can be in supporting their center, attend their
events, and donate items as much as possible! They have been a huge part of our
support system since the birth of Karter. They even host an annual “Brave Like Karter
Day” where Karter gets to participate in their morning, and we spend time educating
preschoolers about the importance of inclusion and disability. As a result of including
him in this way, lots of kids in the neighborhood know Karter!
We love our neighborhood in Victor Gardens and are always looking for ways to support
our neighbors and get involved (as much as our life and pandemic allows). We make a
priority to shop and eat local, and feel Hugo is very much our forever
home!
Are you interested in helping to design the playground or the pavilion?
My main interest is helping to design a fully inclusive playground so that kids/adults of
all abilities can participate in play. We fully intend to use our non-profit as a platform to
help raise whatever funds necessary to help make this vision a reality! We have the
support of Kids Abilities as a partner in this, too!
How frequently do you use Hugo parks and for what activities?
We frequent the parks on a weekly, if not daily, basis. My oldest is constantly asked to
play at Arbre Park, and we can send her across the street and see her from our home.
They love to ride bikes on the trails and ride to new parks. With distance learning/hybrid,
Maddie and I have a routine of going to a new park every Friday! The girls will also be

involved in soccer, t-ball, and other recreational activities when the pandemics allow.
Unfortunately, my son is not able to fully participate or be included in any community
park due to his disability.
What do you plan to contribute to the design of the park?
My mission, passion, and dream is to contribute to designing a space that is fully
inclusive for kids/adults of all abilities! I realize this amplifies cost, so we are willing to
use our non-profit as a platform to fundraise and give back to our community. People
from all over the metro and northern rural communities already come to Kids Abilities for
all sorts of pediatric therapy. Pre-pandemic, siblings of kids usually filled the waiting
room. How cool would it be to have a place where kids could attend therapy, but go
somewhere to play and truly be included?! Given that Hugo is already a “hub” where
kids with disabilities come, an inclusive playground would not only benefit our
community, but draw people in from all over the metro!
My girls have the luxury of riding their bikes and running to any playground their heart
desires. Yet, they long for their brother to be able to participate with them. There’s a big
difference between inclusivity and accessibility. Inclusive playgrounds are so much more
than a ramp and an adaptive swing. It’s a space that no matter the ability, the person can
fully access and participate. The social relationships, confidence, and acceptance that
comes with this type of design is invaluable. Inclusive playgrounds aren’t just for kids
like my son in a wheelchair- they consider needs of all types of disabilities and people!
Consider:
●6.7 million people are school-age children with disabilities
●74% of parents believe it’s important for their children to play with a variety of
kids, including those with disabilities
●7 out of 10 parents strongly agree playground equipment should be designed so
all kids can play together
●Article 31: Children have the right to relax and play, and to join in a wide range of
cultural, artistic, and other recreational activities
●85%+ ; the number of adults with disabilities who report losing their jobs due to
lack of social skills
●Nearly 40% of grandparents provide care for their grandchildren, 22% care 25+
hours a week
●1 in 700 babies are born with down syndrome

Do you have any special interests or skills or qualifications that we should consider in appointing
you to a stakeholder committee?
As mentioned, we founded a non-profit organization (kourageouskarter.org) designed to
help families and communities raising children with severe neurological conditions. I am
very motivated and passionate about this project, and have the “chops” to do some
major fundraising. In addition, my background in special education administration and
leadership roles will serve me well. I have presented and worked with various
stakeholder groups to bridge gaps between school and community throughout
experiences in my career. I have connections to groups that fund inclusive playgrounds,
and have helped design and accomplish similar goals. I also have experience in public
speaking. In fact, I will be speaking at the Crescent Cove Gala this year (usually 300+
people) to raise awareness and money for their respite/hospice home (we utilize this).
We are all about giving back to organizations and communities that have impacted our
lives. We are grounded in the Hugo community, and would love to help promote and
draw people here!
