Chair Kleissler called the meeting to order at 7:00 pm.
PRESENT: Arcand, Derr, Fry, Kleissler, Mulvihill, Tjernlund.
ABSENT: Lessard, Luchsinger.

Approval of Minutes for the Planning Commission Meeting of May 28, 2020
Commissioner Tjernlund made a motion, seconded by Commissioner Derr to approve minutes for the
meeting of May 28, 2020.
Ayes: Arcand, Derr, Fry, Kleissler, Mulvihill, Tjernlund.
Nay: None. Motion carried.
New Business: Oertel Architects, LTD, on behalf of the Hugo Public Works Department. Proposed
Public Works Facility to be located at Irish Avenue Park, 14420 Irish Avenue North.
Staff provided background on the site plan approval request submitted by Oertel Architects on behalf
of the Hugo Public Works Department. The property is generally located north of 140th Street North
and on the south side of Irish Avenue Park. The Public Works Department is proposing to construct an
approximately 60,600 square foot Public Works Facility, which would relocate the Public Works Facility.
The Public Works Facility is considered a public service building and is allowed in the zoning district as a
permitted use. The facility will include a salt storage building, material storage building, and outdoor
storage of gravel, dirt, and rocks.
Juba stated that the Parks Commission has been reviewing the site plan and has provided comments
on trails, access, and screening. Additionally, there was a neighborhood meeting where the public was
able to provide comments. Generally residents were concerned with potential traffic along 140th Street
and suggestions included moving the building to a different location on the park property. Residents
encouraged buffers from adjacent properties and the use of landscaping. Some residents had concerns
of the use being in the area and some did not want the use in the park.
Juba provided an overview of the proposed site plan, which included details on access, landscaping,
architecture, grading, and drainage. Staff found that the proposal meets all the requirements

necessary for the City to approve the site plan as outlined in the City Code, if conditions are met in the
resolution. Staff recommends approval of the site plan for the Public Works Facility to be located at
Irish Avenue Park.
Public Works Director, Scott Anderson, addressed the Planning Commission and emphasized that the
Public Works Department strives to be a good neighbor and is willing to be accommodating at the new
facility location. Commissioner Derr asked why there is only one proposed entrance point for the
facility. Anderson stated that current operations are at one entrance point. Commissioner Arcand
asked if the proposed entrance will also be an entrance for the future park. Anderson responded that
the road is designed to accommodate for park traffic. Chair Kleissler asked if the Parks Commission
would have to sacrifice plans for Irish Avenue Park with the proposed location of the Public Works
Facility and Anderson stated that although there is no Master Plan for the park, the Parks Commission
is comfortable with the location of the facility.
Commissioner Arcand made a motion to approve the site plan for the Public Works Facility to be
located at Irish Avenue Park. Seconded by Mulvihill.
Aye: Arcand, Derr, Fry, Kleissler, Mulvihill, Tjernlund.
Nay: None. Motion carried.
