Chair Kleissler called the meeting to order at 7:02 pm.
PRESENT: Arcand, Derr, Fry, Kleissler, Lessard, Luchsinger, Mulvihill, Tjernlund.
ABSENT: None.

Approval of Minutes for the Planning Commission Meeting of August 13, 2020
Commissioner Tjernlund made a motion, seconded by Commissioner Lessard to approve minutes for
the meeting of August 13, 2020.
Ayes: Arcand, Derr, Fry, Kleissler, Lessard, Luchsinger, Mulvihill, Tjernlund.
Nay: None.
Motion carried.
Public Hearine: Grundhofer's Old Fashioned Meats. 15449 Forest Boulevard North — Site clan. CUP
amendment, and variance requests.
Staff provided a background on the requests submitted by Spencer Grundhofer on behalf of
Grundhofer's Old Fashioned Meats located at 15449 Forest Boulevard North. The applicant is
requesting approval of a site plan for an approximately 2,450 square foot addition to the existing 2,880
square foot building on site. The existing buildings on site are legal nonconforming in regard to the side
yard setback requirement and the applicant is requesting a variance from the side yard setback
requirements for the proposed addition. The applicant is proposing 12 feet, where 30 feet is required
by ordinance. The applicant is also requesting approval of a CUP amendment.
In 2006, the City Council approved a CUP to allow the meat processing facility as an accessory use to
the meat market. Meat markets are a permitted use in the C-2 zoning district, but meat processing
facilities require a CUP. The meat processing facility may only be accessory to the meat market and
may not exceed in floor area of the meat market.
Staff provided an analysis on the requests and found that they meet the requirements outlined in the
City Code and zoning regulations necessary to approve the site plan, variance, and CUP amendment.

Staff recommended the Planning Commission open the public hearing and take all public comment.
Staff recommended approval of the site plan, CUP amendment, and variance for Grundhofer's Old
Fashioned Meats located at 15449 Forest Boulevard North, subject to the conditions listed in the
resolutions.
Staff noted that Greg Bernier, 15435 Forest Boulevard North, provided comments to staff prior to the
meeting and stated his support of the requests.
The Planning Commissioners discussed the requests and had questions for staff on the use of the meat
processing facility that happens on site. Spencer Grundhofer addressed the Planning Commission and
stated that the primary use of the property is the retail aspect of the business. The hours for the
business will remain the same.
Chair Kleissler opened the public hearing at 7:22 pm.
No one spoke. Chair Kleissler closed the public hearing at 7:25 pm.
Commissioner Arcand made a motion to approve the site plan, CUP amendment, and variance
requests for Grundhofer's Old Fashioned Meats located at 15449 Forest Boulevard North, subject to
the conditions listed in the resolution. The motion was seconded by Commissioner Lessard.
Aye: Arcand, Derr, Fry, Kleissler, Lessard, Luchsinger, Tjernlund.
Nay: Mulvihill.
Motion carried.
Note that all Commissioners were present at the meeting. The vote of the Alternate Commissioner is
not counted and the motion passed with a seven to zero vote.
Public Hearing: Victor Land Holdings. LLC — Site elan. easement vacation. CUP. and variance reauests
for the property located at 130th Street North and Fenway Boulevard North.
The applicant asked the Planning Commission to table the applications. Commissioner Luchsinger
made a motion to table the site plan, easement vacation, CUP, and variance requests for Victor Land
Holdings, LLC to the October 8, 2020 Planning Commission meeting. The motion was seconded by
Mulvihill.

Nay: None.

Commissioner Tjernlund made a motion, Commissioner Fry seconded, to adjourn at 7:30 pm.
