3. Approval of Minutes
Staff recommends approval of the minutes from the February 18, 2020 EDA Meeting as
presented.
4. Business Resource Update
Staff will provide an update on business resources on a local level. Chris Eng from the
Washington County CDA will provide an overview of business resources on a County level.
5. Update on Downtown Redevelopment
Staff will provide an update on downtown redevelopment.

MINUTES FOR THE EDA MEETING OF FEBRUARY 18, 2020
Chair Weidt called the meeting to order at 5:30 pm.
PRESENT: Denaway, Gallivan, Houle, Klein, Petty, Puleo, and Weidt.
ABSENT: None.

APPROVAL OF MINUTES FOR THE EDA MEETING OF JANUARY 21, 2020
Commissioner Klein made a motion, Commissioner Houle seconded, to approve minutes for the EDA
meeting of January 21, 2020.
All Ayes. Motion carried.
UPDATE ON THE CATTLE HOUSE
The City executed an option agreement with Tony Harmening on the City -owned property along Egg
Lake. Tony Harmening has submitted a site plan, preliminary plat, and PUD applications that outline the
development plan for the entire site with the first phase being a restaurant. The Cattle House Restaurant
is proposed to be approximately 4,000 square feet and shows natural areas for outdoor activities and
access to the lake. Staff has been working with the development team to adjust come elements to the
plans.
Tony Harmening, the applicant, and Kathy Anderson, of Architectural Consortium, LLC, addressed the
EDA. Harmening provided an overview of his goals for the project and showed the EDA samples of the
proposed materials. The EDA discussed the project and asked the applicant questions. Among other
topics, they talked about the entrance to the site from Highway 61, parking on site, and the phasing/timing
of the project. Generally, the EDA was supportive of the project and is looking forward to welcoming
new businesses to Hugo.
UPDATE ON DOWNTOWN REDEVELOPMENT
Staff provided additional background on downtown redevelopment. The Oneka Commons Sketch Plan
application that was shown at the last meeting has since been withdrawn and staff continues to work on
a monument sign for the north entrance of the City.

Commissioner Klein made a motion, seconded by Commissioner Puleo, to adjourn at 6:13 pm.
