3. Approval of Minutes
Staff recommends approval of the minutes from the September 15, 2020 EDA Meeting as
presented.
4. Update on City Owned Property Purchase Agreement
Denny Trooien presented his Downtown Hugo concept plan to be located on the City owned
property along Egg lake at the September 15th EDA meeting. The concept plan included a mix of
retail, commercial, and restaurant users and emphasized walkability throughout the site. The
EDA discussed the proposal and generally agreed that it would be appropriate to consider
Tooien's project and that the project would meet the criteria necessary to grant the land for $1.
The EDA made a motion to direct staff to continue to work with Trooien on his proposal.
Staff has been working with Trooien and will provide an update on the draft purchase
agreement.
S. Update on Hugo CARES Business Grant Recipients
The City Council approved the Hugo CARES Business Grant recipients at their October 19, 2020
meeting and the City and respective businesses entered into agreements. Staff will provide an
update on the recipients.
6. Update on Downtown Redevelopment
Staff will provide an update on downtown redevelopment.

MINUTES FOR THE EDA MEETING OF SEPTEMBER 15, 2020
Meeting held remotely pursuant Minn. Stat. Sec. 1313.021
Chair Weidt called the meeting to order at 5:32 pm.
PRESENT: Denaway, Gallivan, Houle, Klein, Petty, Puleo, and Weidt.
ABSENT: None.
Note: Due to technological difficulties, Gallivan was able to view and hear the meeting, but was not
able to participate.

APPROVAL OF MINUTES FOR THE EDA MEETING OF AUGUST 18. 2020
Commissioner Klein made a motion, Commissioner Petty seconded, to approve minutes for the EDA
meeting of August 18, 2020.
Ayes: Denaway, Houle, Klein, Petty, Puleo, and Weidt.
Nay: None. Motion Carried.
CONCEPT PLAN ON CITY OWNED PROPERTY
Denny Trooien presented a Downtown Hugo concept plan to the EDA that highlighted a mix of retail,
commercial, and restaurant users. The site plan emphasized walkability and shows a boardwalk along
Egg Lake. Trooien asked the EDA to discuss the proposal and would like to continue to work with staff
to enter into an option agreement with the City. The EDA generally agreed that it would be

grant the land for $1.
Chair Weidt made a motion to direct staff to work with Denny Trooien on his Downtown project
proposal. Seconded by Klein.
Ayes: Denaway, Klein, Petty, Puleo, and Weidt.
Abstained: Houle
Nay: None. Motion Carried.
UPDATE ON CARES ACT BUDGET — BUSINESS GRANTS
Staff provided an update on the Hugo Cares Business Grant program that the City approved. The
application became available to local, private and nonprofit businesses on September 9, 2020 and will
remain open until October 1, 2020. The City approved $200,000 to be allocated towards the program
and individual businesses may apply for up to $10,000. Staff will review the applications on a first
come, first served basis. Once the grants are awarded by the City, the business and the City will enter
into an agreement.
UPDATE ON DOWNTOWN REDEVELOPMENT
Community Development Director, Rachel Juba, provided an update on development in the City.

Ayes: Denaway, Houle, Klein, Petty, Puleo, and Weidt.
Nay: None. Motion Carried.
