NEIGHBORHOOD MEETING
WEDNESDAY, SEPTEMBER 30, 2020 – 7:00 P.M.

The Hugo City Council attended a neighborhood meeting on Wednesday, September 30 at 7 p.m.
to discuss the potential downtown road improvement project in 2021. The meeting began with a
presentation by City Engineer Mark Erichson. The presentation primarily covered the project
location, a brief overview adjacent improvements (Lions Park and Hugo Gardens), discussion
related to the 2010 effort to evaluate this project area for reconstruction and how this project is
now once again on the City of Hugo’s Capital Improvement Plan. Mr. Erichson identified various
components of the City’s Comprehensive Plan and how that guides the types of improvements
within the project area.
Mr. Erichson identified the project area as a reconstruction project consisting of subgrade
corrections, concrete curb and gutter, new pavement, storm sewer and a trail along the north side
of 147th Street. High level preliminary costs were identified and discussion regarding how the
project would be financed ensued (assessments, CIP fund, state aid). A detailed explanation of the
assessment policy and state statutes chapter 429 was given along with sharing an assessment map
identifying all properties proposed to be assessed. The presentation was followed by a question
and answer session with residents mostly regarding drainage and safety concerns along 146th and
147th Streets.
