HomeMy WebLinkAbout9.16.20 Park Minutes Minutes Parks, Recreation, and Open Space Commission Meeting of September 16, 2020 Hugo City Hall, 7:00 pm Meeting held remotely pursuant to Minn.Stat.Sec. 13D.021 Present: Roger Clarke, Mat Rauschendorfer, Nicole Schmid, Dave Strub, Ranell Tennyson Absent: Cathy Moore-Arcand, Shawn Haag, Staff Present: Shayla Denaway, Parks Planner Debi Close,Secretary Strub called the meeting to order at 7:00 pm. 1. Approval of Minutes from the August 19, 2020 Meeting Rauschendorfer made a motion,Strub seconded to approve the minutes of the August 19, 2020 Parks Commission Minuets. Ayes: Roger Clark, Mat Rauschendorfer, Nicole Schmid, Dave Strub, Ranell Tennyson Motion carried. 2. Goodview Avenue Trail Feasibility Study Candace Amberg, WSB Engineering presented the West side trail options for Goodview Trail corridor. Prefer design discussion included: Pedestrian route in lieu of separated trail along Goodview Ave N,share route with signage, Potential future trail connection from Egg Lake Rd to Oneka Lake Blvd N (already in 2040 comprehensive trails plan). Proposed crosswalks with pedestrian ramp to existing walkways,Trail impacts to existing wetland, Extending culverts,Trail easement, Pedestrian crossing at intersection of Goodview Ave N and Egg Lake Rd to be determined by Washington County as part of a future road improvement project, grading bituminous trail, drainage, Impacts utility pedestal that needs landscaping and signage adjustments at intersection of Goodview Ave N and Geneva Ave Cost estimate is$1,568,747- $1,811,849. Adding land acquisition and boardwalk would be increased an additional $1,500,000-$1,800,00. Candace Amberg, WSB informed the presentation is a final draft with rough in sketches and options. Mat Rauschendorfer asked if a pedestrian count had been done. Candace Amberg, WSB informed it hasn't and traffic count is vehicle only no way to count pedestrians. Bob Rogers, Resident asked about slop scale being 3/1 or 4/1. Was in favor of feasibility study. All Park Commission members shared cost concerned being too large to pursue at this time. Schmid made a motion,Tennyson seconded to accept the Goodview Ave Trail feasibility study with intent to bookmark only. Ayes: Roger Clarke,Shawn Haag, Mat Rauschedorfer, Nicole Schmid, Dave Strub, Ranell Tennyson Motion passed. 3. Lions Park Desi[_)n Development Shayla Denaway, Parks Planner presented reviewed the Lions Park site proposal by WSB landscape Architectural services. Pavilion architect request for proposals to include facilitating 3 stakeholder committee meetings, prepare design development plans to include drawings, elevations that illustrate pavilion size, layout and material. Will coordinate with WSB Engineering on site design and reviewing plans with Parks Commission and the City Council. Interviews will eventually be held by City staff and estimating proposals to be reviewed by October 5th, 2020. Next step: Gather proposals for design on parking lots,trails, sidewalks, sports pad, skate park and architect pavilion. Hold community workshop, design process with stakeholders, review designs, bids, bonds and construction. Clark made a motion, Rauschendorfer seconded to approve the proposal from WSB for the Lions park site design. Ayes: Roger Clarke, Shawn Haag, Mat Rauschendorfer, Nicole Schmid, Dave Strub, Ranell Tennyson. Motion carried. 4. Adelaide Landing F=Uture 'ark Name Shayla Denaway, Parks Planner updated that the City Council tabled the park name discussion at the September 8, 2020 City Council meeting with regard to allotting the Parks Commission to have more time to choose a name for the park with the park naming policy.The City Council received a letter regarding the park name from the Arcand family and wanted it to be considered. Strub made a motion, Clark seconded to approve the Adelaide Landing future park name to be Arthur Arcand Fields at Adelaide Landing Park. Ayes: Roger Clarke,Shawn Haag, Mat Rauschendorfer, Nicole Schmid, Dave Strub, Ranell Tennyson. Motion Carried. 5. Clearwater Creek Preserve Park Hours Shayla Denaway, Parks Planner updated on the calls received about suspicious behavior in Clearwater Creek Preserve. Complaints have included teenagers possibly drinking, bonfires and gathering of vehicles later in the evening. Clearwater Creek Preserve is currently open from 6:00 AM to 11:00PM.There currently is no lighting, has secluded walking trail and archery hunting is allowed. The park ordinance can be changed with signage stating park hours stated in the park ordinance. Tennyson made a motion,Clark seconded to approve the park hours as''/: hour after sunset and new signage to show the changes. Ayes: Roger Clarke, Mat Rauschendorfer, Nicole Schmid, Dave Strub, Ranell Tennyson Motion approved. 6. Adjournment Tennyson made a motion, Clark seconded to adjourn the meeting at 8:33 pm. Ayes: Roger Clarke, Mat Rauschendorfer, Nicole Schmid, Dave Strub, Ranell Tennyson Motion approved.
