Parks, Recreation, and Open Space Commission
Meeting of October 21, 2020
Hugo City Hall, 7:00 pm
Meeting held remotely pursuant to Minn. Stat. Sec. 13D.021
Present: Cathy Moore-Arcand, Roger Clarke, Shawn Haag, Mat Rauschendorfer, Nicole Schmid, Dave Strub,
Absent: Ranell Tennyson

Strub called the meeting to order at 7:00 pm.
1. Approval of Minutes from the Sepl:ember 16, 2.020 Meeting
Clarke made a motion, Schmid seconded to approve the minutes of the September 16, 2020 Parks
Commission meeting.
Ayes: Roger Clarke, Mat Rauschendorfer, Nicole Schmid, Dave Strub
Abstained: Cathy Moore-Arcand
Motion carried.
2. Snow and Ice Control Policy
Public Works Director Scott Anderson reviewed the City of Hugo's Snow and Ice Control Policy and
Procedures. The map of the sidewalks and tails to be maintained was last updated in 2011. Anderson
provided an updated map which shows trails that Public Works have been maintaining and would like to
maintain. The maintenance of trails and sidewalks is secondary,with snow being cleared after all public
streets and city-owned parking lots have been cleared.
Cathy Moore-Arcand asked if homeowners are required to maintain the sidewalks on their property.

Anderson said residents are not required to clear the sidewalks but the expectation is that residents will be
good neighbors. Public Works doesn't have enough man power or equipment to clear all sidewalks and trails
in the City. Some areas are maintained by Homeowner Associations.
Moore-Arcand asked if we will be over extended with cost and staffing to maintain the additional routes
added to the policy.
Anderson said we should be fine as long as the equipment has no major break downs or necessary repairs.
Moore-Arcand made a motion, Strub seconded to approve the changes City of Hugo's Snow and Ice Control
Policy and Procedures.
Ayes: Shawn Haag, Cathy Moore-Arcand, Mat Rauschedorfer, Nicole Schmid, Dave Strub
Motion passed.
Dave Strub asked City Staff to provide a second map showing trails and areas maintained by Homeowner
Associations to encourage use.
3. Liens Pars Design Develops-Tients Update
Shayla Denaway, Parks Planner updated on the Lions Park design developments.
September 8, 2020 City Council approved the Architectural proposed
September 25, 2020 Architects were interviewed
October 5, 2020 City Council approved WSB and HCM Architects. Total consultant cost: $161,200
October 6, 2020 Lions Club meeting
October 8, 2020 Planning Commission meetings for the pavilion and playground
October 12, 2020 Community Workshop-3 residents at City Hall, 13 residents remotely participating.
Mentimenter Survey on line—ongoing with participation available
October 19, 2020 Stakeholders were appointed
October—December 2020 Design process with stakeholders
January—February 2021 Coordinate with WSB designs at 50
Present plans to the Parks Commission and City Council
January—February 2021 Authorize construction documents
Spring/Summer 2021 Bids, bond and construction starts
Cathy Moore-Arcand requested City Staff to provide email updates for all Park Commission members.
4. Adjournment
Dave Strub made a motion, Cathy Moore-Arcand seconded to adjourn the meeting at 7:35 pm.
Ayes: Shawn Haag, Mat Rauschendorfer, Nicole Schmid, Dave Strub.
Motion approved.
