Sec. 13D.021 Present: Cathy Moore-Arcand, Roger Clarke, Nicole Schmid, Dave Strub, Ranell Tennyson Absent: Shawn Haag, Mat Rauschendorfer Staff Present: Scott Anderson Public Works Director Shayla Denaway, Parks Planner Debi Close,Secretary Strub called the meeting to order at 7:00 pm. 1. Approval of Minutes from the November 18, 2020 Meeting Schmid made a motion,Strub seconded to approve the minutes of the November 18, 2020 Parks Commission meeting. Ayes: Dave Strub, Roger Clarke, Cathy Moore-Arcand, Nicole Schmid, Ranelle Tennyson Motion carried. 2. 2020 Annual Report Parks Planner Shayla Denaway presented the 2020 Annual Report of the Parks, Recreation and Open Space Commission. The report included trail/greenway connectivity, new boardwalk installed in Adelaide Landing,Trail Feasibility Study completed for Goodview Ave, updated sidewalk and trail Snow Removal Map, ditch maintenance by RCWD, COVID-19 impacts,Grand Opening of Arcand Park,developing Lions Park, and development reviews. 3. 2021 Goal Setting Parks Planner Shayla Denaway presented a draft of the 2021 Parks Commission Goals. Overall goals included: Developing a network of multi-purpose trails, utilize facilities to provide active and passive recreation options for all Hugo residents, managing and optimizing existing parks and trails, expanding community park,and Page 1 of 2 Parks Commission Minutes December 16,2020 administer the Parks,Trails and Open Space Plan and policies. New projects included the replacement of the playground at Beaver Ponds Park with the existing equipment in Lions Park, a trail study of the area north of Lions Park, and reviewing the Park Naming Policy. Discussion included using SHIP funds and working collaboratively with RCWD on the trail study. Strub requested prioritizing water feature options to access water recreation with continue planning at Oneka Lake and Sunset Lake access. Commissioners asked for an update from the Bernins in regards to the future of the city-owned property on Oneka Lake. Moore-Arcand made a motion,Strub seconded approve the 2021 Goals of the Parks Commission. Ayes: Dave Strub, Roger Clarke,Cathy Moore-Arcand, Nicole Schmid, Ranelle Tennyson. Motion approved. 4. Other Scott Anderson, Public Works Director updated on the New Public Works Facility construction. Driveway and roads have been graveled and general site work, including the stormwater ponds, is completed. Not much will change at the site over the winter except for material delivery. Some delays were experience due to the pandemic with construction of the building. Construction will start up again in the spring with a late fall/ early winter move-in goal. 5.
