HomeMy WebLinkAbout2021.01.04 RESO 2021-2 Victor Land Holdings (Schweiters) Pre & Final Plat, Site PlanRESOLUTION 2021-2 APPROVING A PRELIMINARY PLAT, FINAL PLAT, AND SITE PLAN FOR VICTOR LAND HOLDINGS, LLC, FOR THREE OFFICE/MANUFACTURING/WAREOUSE BUILDINGS ON THE PROPERTY LOCATED AT THE NORTHEAST CORNER OF 130TH STREET NORTH AND FENWAY BOULEVARD NORTH WHEREAS, Victor Land Holdings, LLC, requested approval of a preliminary plat and site plan for three office/manufacturing/warehouse buildings totaling approximately 38,000 square feet on property legally described as follows: See Attached WHEREAS, the Planning Commission has reviewed said preliminary plat and site plan on December 19, 2020, and recommends approval subject to the conditions listed in this resolution. NOW, THEREFORE, BE IT HEREBY RESOLVED BY THE CITY COUNCIL OF THE CITY OF HUGO, MINNESOTA, that it should and hereby does approve the preliminary plat and site plan for Victor Land Holdings, LLC, for three office/warehouse buildings totaling approximately 38,000 square feet, subject to the following conditions and findings: 1. All items on the Engineer's memo and "red -line" detailed engineering comments that have been sent directly to the applicant's engineer dated December 10, 2020, shall be addressed. 2. The preliminary plat will create 14 office/manufacturing/warehouse units/lots and one common lot. 3. No exterior storage shall be located on the property. 4. The applicant shall meet all conditions listed in the conditional use permits for the campus development. 5. Prior to the installation of any signs, the applicant shall obtain a sign permit. 6. The landscaping shall be irrigated to ensure establishment. Prior to the commencement of grading: 7. The applicant shall revise all engineering plans per the City Engineers memo dated December 10, 2020. 8. The civil plans and stormwater permit shall be reviewed and approved by the City Engineer. If roof mounted mechanical equipment is proposed to be use, the applicant will be required to raise the parapet was to screen the equipment. 10. The applicant shall submit cut sheets for the wall mounted light fixtures to be reviewed and approved by staff. 11. The applicant shall submit the final building material samples and colors for the building to be reviewed and approved by staff. 12. The internal roof drainage system that shall be integrated into the building design and shall be reviewed and approved by staff. 13. The fence shall be black chain link fencing. Prior to issuance of a Certificate of Occupancy: 14. The applicant shall submit a shared parking and share driveway easement agreements or similar documents for review and approval by staff. The documents shall be recorded against the property. 15. A property owners association shall be created to own and maintain the common spaces. The documents shall be reviewed and approved by staff and shall be recorded against the property. 16. The applicant shall restore any part of the Fenway Boulevard North that is damaged during utility construction. 17. The building mounted mechanical equipment shall be the same color of the building to blend in with the building. Any utilities on the building shall be painted to blend in with the building. 18. All roof top and ground mechanical equipment must be screened from view of adjacent properties. Staff shall perform an inspection when equipment is installed to ensure compliance with City code. 19. All required landscaping shall be fully installed. 20. Drainage and utility easements shall be dedicated to the City over the wetland, stormwater management facilities, and utility extensions. 21. A maintenance agreement for the stormwater management facilities between the City and the applicant shall be reviewed and approved by the City then recorded against the property.
