A RESOLUTION AUTHORIZING SUBMISSION OF LOCAL ROAD
IMPROVEMENT PROGRAM (LRIP) GRANT APPLICATION FOR 147th
STREET RECONSTRUCTION AND EXTENSION TO ONEKA PARKWAY AS
PART OF THE 2021 DOWNTOWN IMPROVEMENT PROJECT
WHEREAS, the project consists of reconstructing approximately 1,300 feet of Municipal
State Aid Street (MSAS) 104/147th Street— from US 61/Forest Boulevard to
approximately 160 feet west of Finale Avenue— and extending the current western limit
of 147th Street to connect to Oneka Parkway, and;
WHEREAS, MSAS 104/147th Street is an east -west local roadway that provides access to
Lions Park, a community park that is currently in the process of expansion to include new
recreational facilities and space, Saint John Baptist Cemetery, and residences, and;
WHEREAS, MSAS 104/147th Street has an average daily traffic (ADT) of 400 and
attracts high volume of pedestrian and bicycle traffic due to the access it provides to
Lions Park and Harwood Creek Trail — a continuous north -south trail that runs through
Washington and Chisago County, and;
WHEREAS, the proposed project would improve pavement conditions on existing
MSAS 147h Street, provide continuous trail connectivity to the Hardwood Creek
Regional Trail as well as trails on Oneka Parkway and CSAH 8, and accommodate future
traffic volumes, and;
WHEREAS, the roadway reconstruction project is consistent with the City of Hugo 2040
Comprehensive Plan where 1476 street is identified as a future major collector road and
would support existing and planned developments in the area, and;
WHEREAS, the Local Road Improvement Program (LRIP), administered by the
Minnesota Department of Transportation (MnDOT), has made available $75,000,000 in
total funds, with a maximum award amount of $1,250,000, to fund capital construction
costs for projects that meet the program criteria, and;
WHEREAS, MSAS 104/147th Street serves connections to regional and community
destinations and facilities, will serve as a future reliever route to CSAH 8, and connects
to US 61, and is therefore a Route of Regional Significance, and;
WHEREAS, the proposed roadway improvement project meets the requirements of
LRIP, therefore eligible to receive LRIP grant funding, and;
WHEREAS, the City of Hugo has the ability to cover costs associated with the roadway
improvement project not covered by the grant award, and;

WHEREAS, the City of Hugo agrees to comply with all applicable laws and regulations
as stated in the grant agreement; and
WHEREAS, the City of Hugo has the necessary capabilities to adequately develop,
implement, manage, and maintain this public improvement project.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
HUGO, THAT:
1. The City Council hereby supports the reconstruction of the existing MSAS
104/147th Street which includes a multiuse trail on the northside of MSAS
104/147th Street and its extension to Oneka Parkway.
2. The City Council hereby supports the City's submission of a Local Road
Improvement Program application and authorizes WSB & Associates, Inc. to
prepare and submit said application.
3. The City Council hereby provides assurance that the City of Hugo will pay all
costs associated with the reconstruction project and ensure that all aspects of the
LRIP funding requirements are met.
