APPROVING PUD GENERAL PLAN FOR GOLDEN VALLEY LAND
COMPANY FOR "THE MEADOWS AT HUGO" ON PROPERTY LOCATED
NORTH OF 159TH STREET NORTH AND WEST OF HIGHWAY 61
WHEREAS, Golden Valley Land Company, has requested approval of a PUD general
plan to allow 87 single family residential lots and 5 outlots on 32.93 acres on property
legally described as follows:

WHEREAS, the Planning Commission has reviewed the PUD general plan at a duly
called Public Hearing and recommends approval, and;
NOW, THEREFORE, BE IT HEREBY RESOLVED BY THE CITY COUNCIL OF
THE CITY OF HUGO, MINNESOTA, that it should and hereby does approve the
request by Golden Valley Land Company, subject to the following conditions:
1. A PUD general plan is approved to allow the creation of approximately 87 single
family residential lots and 5 outlots. The development shall be constructed in
accordance with the application and plans received by the City on December 4, 2020,
January 28, 2021, and February 4, 2021, except as amended by this resolution.
2. Approval is contingent upon City Council approval of the requested rezoning of the
32.93 acres of the property and preliminary plat.
3. The PUD general plan is approved based on the finding that the proposed project is
consistent with the City's Comprehensive Plan.
4. The developer shall comply with all conditions in the City Engineer's letter dated
February 5, 2021 and all red -lined comments provided to the applicant.
5. PUD flexibility is granted to allow:
a. Flexibility to allow a minimum lot size of 5,500 square feet, where 10,400 square
feet is required.
b. Flexibility to allow a minimum lot width of 44 feet, were 80 feet is required by
ordinance.
c. Flexibility to allow a minimum front yard building setback of 25 feet, where 30
feet is required.
d. Flexibility to allow a minimum side yard setback of 5 feet, where 10 feet is
required.
6. The developer must comply with the Shoreland Overlay District requirements
through the The Meadows at Hugo's PUD General Plan as approved by the DNR.

7. The preliminary phasing plan is generally approved per plans dated January 25, 2021.
The phasing plan shall be revised to include all improvements, such as stormwater
management and trails. Any major revisions to the phasing plan shall require a PUD
amendment. Minor modifications shall be reviewed and approved by staff.
a. In addition to the lots and improvements shown on the submitted plans, phase
1 shall include the passive trail connection to the City -owned park land west
of the development and the sewer and water infrastructure along the entire
length of the north property line.
b. Phase 2 shall include the passive trail path along JD3 and connection to the
Greenway Corridor.
8. The building setbacks and impervious surface coverage requirements for the PUD are
as follows:

9. The developer has indicated that covenants will be established for the development to
manage architectural design and aesthetics within the development. The covenant
document shall be reviewed and approved by staff prior to the recording of the final
plat for the Phase 1.
10. The developer must comply with the following, prior to Final Plat and Final PUD
Plan application approval:
Landscaping and Lighting
a. All trees shall be located outside of the public right of way.
a. The exact locations and design of the street lights will be evaluated with each
final plat application. The street lights shall be a decorative, lantern style and shall
comply with the City standards for street lighting within the public right-of-way.

Streets/Access
a. The developer shall be required to extend Farnham Avenue North through City -
owned property at their expense.
i. The developer shall provide a legal description and right of way
document for the public road constructed on the City -owned
property.
b. The developer is required to provide a curb cut to allow access to the City water
tower, as indicated on the approved plan set.
Covenants
a. The developer shall establish covenants to implement architectural design
guidelines for all residential buildings. The covenants shall be reviewed
approved by City staff.
Wetlands
a. The wetland mitigation plan shall be reviewed and approved by the Technical
Evaluation Panel.
Utilities
a. The developer shall obtain approval of a permit from the Rice Creek
Watershed District to allow a ditch crossing for the utility connection to the
east.
Easements

The developer shall obtain the appropriate easement documents for a 50-foot
easement along the north property line as well as a 50-foot easement through
the adjacent property to the east, prior to final plat approval. This easement
shall follow the northern property lines from the adjacent property and extend
north to 165a' Street North in order to accommodate for future utility
extensions. l�
