Parks, Recreation, and Open Space Commission
Meeting of January 20, 2021
Hugo City Hall, 7:00 pm
Meeting held remotely pursuant to Minn. Stat. Sec. 13D.021
Present: Cathy Moore-Arcand, Roger Clarke, Mat Rauschendorfer, Nicole Schmid, Dave Strub, Ranell
Tennyson. (There is a vacancy on the Commission.)

Moore-Arcand called the meeting to order at 7:04 pm.
1. Approval of Minutes from the December 16, 2020 Meeting
Tennyson made a motion, Clarke seconded to approve the minutes of the December November 18, 2020
Parks Commission meeting.
Ayes: Cathy Moore-Arcand, Roger Clarke, Nicole Schmid, Dave Strub, Ranell Tennyson
Abstained: Mat Rauschendorfer
Motion approved.
2. 1-ions Park Design
Matt Lynse and Liz Gutzman with HCM Architects presented the developed design for the park site,
playground and pavilion. Multiple Sub committees assisted with input to help determine proposed design
Site Plan included: off street/stall parking, playground, retaining walls, shading, concrete trail,tennis courts,
pickleball court, berm screening new skate park area, informal ballfield, bituminous trail, connectivity to
regional trail, basketball court, outdoor seating, ornamental fencing, planter boxes, High top outside bar,
picnic shelter, plumbing underground fixtures for future water future, limestone block seating, space for a
grand size holiday tree, picnic tables/benches/bench swing, possible maintenance storage shed, large gate
opening for maintenance equipment access, artificial turf, rubber play surface,sand play area, embankment
slide area, monument sign,gardens open space
Rauschendorfer asked why a fountain area was in the design with water features being removed from the
Lions Park Plan.

Shayla Denaway, Parks Planner informed the master plan has a water feature. Splash pad is not including in
the design but material underlayment would be put into place to have options if decided in the future for
some type of water feature or fountain.
Rauschendofer asked if a fountain would utilize as much water as a splash pad.
Candace Amberg, WSB associates informed if reused water was in place a fountain would use very little in
comparison.
Clark asked about the skate park being relocated.
Candace Amberg, WSB associates informed it was relocated away from roads with a landscape barrier.
Rauschendorfer asked why the skate park was not in visible sight with City Hall or hidden within the corner
when pre planning discussion including it as needing to be visible for addition monitoring of issues.
Schmid stated landscape berm wouldn't even allow anyone in the park to view.
Shayla Denaway, Parks planner informed the subcommittees had discussed and agreed that with 147t'St N
extended, more pedestrian and vehicle traffic would be in viewing sight more than any other options.
Candace Amberg with WSB and associates presented the pavilion proposed design with preliminary cost
estimates. Informing that a request was made by Mayor Tom Weidt to relook at sliding door options to open
up the space to the outside area.
The pavilion included: material types/color for interior and exterior, ceiling plans, restrooms, meeting space,
storage, gathering space,serving area, countertops,cabinetry, sinks,serving window, column supports,
sliding manual wall, building signage, window insulation/tinting, seating, lighting fixtures and water fountain
with bottle filler.
Design Development budget:
Main Pavilion Building$2,072,700.
Exterior covered spaces$277,725.
Picnic Shelter$288,750.
7.5%contingency$197,938.
Project construction budget total =$2,837,113.
Rauschendorfer asked why the exterior color and contemporary prairie style were choose when they are not
in the same schematic of the City Hall building.
Shayla Denaway, Parks Planner informed the City Council wanted the structure to be a standalone impressive
building.
Rauschendorfer wanted to know if power lines can be buried or hidden.
Candace Amberg, WSB associates informed a meeting is set to take place with Xcel to discuss option next
week.

Moore-Arcand Made a motion, Clark seconded to approve the received plans and cost estimate for the Lions
Park Design proposal and to be reviewed by Hugo City Council.
Ayes: Cathy Moore-Arcand, Roger Clarke, Mat Rauschendorfer, Nicole Schmid, Dave Strub, Ranell Tennyson
Strub requested City staff update cost estimate information as it is received on the Lions Park Design.
Strub made a motion,Tennyson seconded to approve construction design development budget pricing.

Next step is proposal design then draft to final construction direction.

Tennyson made a motion, Rauschendorfer seconded to adjourn the meeting at 9:07 pm.
