APPROVING A CONDITIONAL USE PERMIT FOR WHITE BEAR LAKE SCHOOL
DISTIRCT TO ALLOW A SCHOOL IN THE SINGLE FAMILY DETACHED
RESIDENTIAL (R-3) ZONING DISTICT FOR THE PROPERTY LOCATED NORTH
OF 152ND STREET NORTH AND WEST OF FOREST BLVD NORTH (HIGHWAY 61)
WHEREAS, White Bear Lake School District has requested approval of a conditional use permit
to allow a school in the single family detached residential (R-3) zoning district for the property
located north of 152°d Street North and west of Forest Blvd North (Highway 61)..
WHEREAS, the property is legally described as follows:

WHEREAS, the Planning Commission has considered the request on March 25, 2021, at a duly
called a public hearing and recommends approval.
NOW, THEREFORE, BE IT HEREBY RESOLVED BY THE CITY COUNCIL OF THE CITY
OF HUGO, MINNESOTA, that it should and hereby does approve the conditional use permit to
allow a school for the property located north of 152nd Street North and west of Forest Blvd North
(Highway 61), subject to the following findings:
1. The use is permissible by law.
2. The spirit and intent of the ordinance is to allow a school in the R-3 zoning district as a
conditional use. The performance standards requires the school to have its principal
entrance is from a state highway, county road, or city collector street. The school's
principal access is from Highway 61. The project meets the spirit and intent of the
ordnance.
3. The property is guided as Low Density Residential in the 2040 Comprehensive Plan. The
types of development anticipated to be located in this area include among single family
homes, schools, and trails. Elementary schools are commonly located in residential
neighborhoods. The Peloquin Industrial Park is across Highway 61 is which includes
larger industrial buildings. The school is compatible with the comprehensive plan and
character of the surrounding areas.
4. The school will have adequate drainage, water supply, electrical, gas, and municipal
sewer service.
5. The access to the school will be from Highway 61. Highway 61 is controlled by MnDOT.
The applicant has been working with MnDOT and Washington County on the access
location and intersection improvements that will include a traffic signal and
corresponding turn lanes. The school has adequate road access.

6. There is floodplain is located on the west portion of the site and are not proposed to be
impacted.
7. The site is not located adjacent to the public waters.
8. The site is not located adjacent to the public waters.
9. The site is not located in the shoreland overlay district.
10. The site is not located in the shoreland overlay district.
i i. The project is not proposing any wetland impacts.
12. The applicant shall sae responsible for all necessary state and local permits.
13. There is a buffer of over 350 feet from the residential development to the north. Staff is
recommending additional landscaping along the north side of the driveway and parking
areas of the pr9ject.
