HomeMy WebLinkAbout3.17.21 Park Minutes Minutes Parks, Recreation, and Open Space Commission Meeting of March 17, 2021 Hugo City Hall, 7:00 pm Meeting held remotely pursuant to Minn. Stat. Sec. 13D.021 Present: Cathy Moore-Arcand, Roger Clarke, Emily McGinnity, Mat Rauschendorfer, Nicole Schmid, Meredith St. Pierre, Dave Strub, Ranell Tennyson. Staff Present: Shayla Denaway, Parks Planner Debi Close, Parks Secretary Chair Strub called the meeting to order at 7:02 pm. 1. Approval of Minutes from the February 17, 2021 Meeting Moore-Arcand made a motion, Raushendorfer seconded to approve the minutes of the February 12, 2021 Parks Commission meeting. Ayes: Cathy Moore-Arcand, Roger Clarke, Emily McGinnity, Mat Rauschendorfer, Nicole Schmid, Dave Strub, Ranell Tennyson. Motion approved. 2. Lions Park Update The City Council held a workshop February 23, 2021 to revise the pavilion design. Roof changes, seating changes, playground accessibility and court spaces. 3. Sunset Lake City owned Property Update Shayla Denaway, Parks planner gave an update on the new concept plans sketched by Candice. Concept 1: Drop off zone for people to unload nonmotorized water craft, vehicle access off homestead, internal park trails could connect to future 125th St N trail. Concept 2: Drop off and unloading area, vehicle access off of homestead Dr and 125th St, looped internal trail with possibility to connect to a future trail along 125`h St N. Open floor discussion included: removing kayak storage rack, shelter, adding trash receptacles, bike rack, port a pot and changing drive to only go through 125th St N with parked cars facing nonresidential. Strub requested City Staff to have a third concept plan drafted before the fall budgeting and CIP planning meeting. McGinnity asked if something could be done during the planning interim to encourage the use. Shayla Denaway, Parks Planner informed a discussion has already occurred with Scott Anderson, Public Works Director about tree clearing and mowing minimal but to help with use access. 4. Beaver Ponds Playground Replacement Shayla Denaway, Parks Planner informed that the 2021 CIP funding allocated $60,000. to replace playground equipment at Beaver Ponds Park. Lions park play equipment needs to be removed for the construction of the new park. Staff is encouraging the equipment is removed and replaced in Beaver Ponds. Cost estimates$56,000 trail, curb, removal, relocation, new surfacing, irrigation repairs, site restoration and landscaping improvements. Tennyson made a motion, Moore-Arcand seconded to approve the budget cost of$56,000. to remove and reinstall the playground equipment from Lions Park to Beaver Ponds Park. Aye: Cathy Moore-Arcand, Roger Clarke, Emily McGinnity, Mat Rauschendorfer, Nicole Schmid, Dave Strub, Ranell Tennyson Motion Carried. _). 2021 Recreation Programs Forest Lake YMCA is continuing the Park Play Days at Hanifl Fields Athletic Park and Story time. Capacity limits due to Covid safety has increased cost and they are requesting the yearly contribution of$2000. be increased to $2500. Tennyson made a motion, Moore-Arcand seconded to approve the$2500. donation to the YMCA programming services. Upcoming meetings Shayla Denaway informed that the City Council meeting are going to be in person starting in April. City Council requesting Park Commission meetings to also be held in person. All Commission members felt comfortable having the in person meeting resume in April. Staff is also requesting an addition meeting be held in April to go over Lions Park timelines and any additional questions/concerns with residents. Meeting will be held April 14, 2021 at City Hall. 7. Adjournment Moore-Arcand made a motion, Rauschendorfer seconded to adjourn the meeting at 8:36pm.
