Sec. 13D.021 Present: Cathy Moore-Arcand, Roger Clarke, Emily McGinnity, Mat Rauschendorfer, Nicole Schmid, Dave Strub, Ranell Tennyson, Alternate: Meredith St. Pierre. Staff Present: Rachel Juba, Community Development Director Shayla Denaway, Parks Planner Debi Close, Parks Secretary Chair Strub called the meeting to order at 7:02 pm. 1. Approval of Minutes from the March 17, 2021 Meeting Tennyson made a motion, McGinnity seconded to approve the minutes of the March 17, 2021 Parks Commission meeting. Ayes: Cathy Moore-Arcand, Roger Clarke, Emily McGinnity, Mat Rauschendorfer, Nicole Schmid, Dave Strub, Ranell Tennyson. Motion approved. 2. Oneka Lake Reserve Park Dedication Parks Planner Shayla Denaway presented the Oneka Lake Reserve park dedication proposal received from Oneka Lake Reserve, LLC. The neighborhood is located north of 1501h St N at Generation Avenue. The Preliminary Plat and Planned Unit Development includes 40 attached townhomes with a mix of 2 and 3 unit two-story buildings.The development includes 6.7 acres of buildable land, a private street, a public neighborhood park, stormwater re-use and sidewalk/trails.The developer is requesting to dedicate a combination of land .45 acres and fees to satisfy park dedication. The proposed land dedication of.45 acres satisfies 52%of the requirement. The remaining dedication would be satisfied by payment of 48%of the fee, which is currently$2,400 per unit. The total fee paid for 40 units would be $46,080. The development is currently zoned R4 with request to be rezoned to Planned Unit Development. The surrounding developments are of a similar density and there may be an increased demand for playground. Staff recommended that the park dedication proposal be accepted and that the City build a park on the dedicated land in the future. Absent: Cathy Moore-Arcand Staff Present: Shayla Denaway, Parks Planner Scott Anderson, Public Works Director Amber Lozier, Public Works and Finance Administrative Assistant Chair Clarke called the meeting to order at 7:00 pm. 1. Approval of Minutes from the September 15, 2021 Meeting Rauschendorfer stated the staff present at previous meeting should include Scott Anderson. Rauschendorfer made a motion, McGinnity seconded to approve the minutes of the September 15, 2021 Parks Commission meeting with the addition of Scott Anderson, Public Works Director listed under staff present. All ayes. Motion carried. 2. Val Jean Park Ice Mink Denaway presented background on proposal, and informed commissioners of WSB&Associates'ability to perform a survey of the park for less than $300.The survey would allow staff to determine if there is a level area of the park where the EZ rink could be installed. Kris Birch was present at the meeting,and thanked the commissioners for the ability to discuss his proposal further. Discussion included the process involved if the City were to fund the grading project 100%,as well as the size of the EZ rink installation. Commissioners stated that they would continue the discussion of the grading project proposal at the CIP discussion meeting. Kris Birch requested that he received notice of that meeting,so he could attend. Commissioners directed staff to service Birch with notice of the meeting that will involve the CIP discussion. Rauschendorfer made a motion,Tennyson seconded to approve the surveying of Val Jean Park by WSB &Associates. All ayes. Motion carried. Page 1 of 2 Parks Commission Minutes September 15,2021 3. Park Dedication Fee Research Denaway presented staff research of park dedication fees in other cities, park dedication fees received with recent developments and the evaluation of Hugo's developable acres and park needs in the Comprehensive Plan. Staff used 2020 Census information of city populations and growth rates to develop a list of cities that are comparable to Hugo in those aspects.Staff then compared park dedication fee rates and methods of calculating those rates used by the chosen cities to Hugo's current rate and calculation method. Denaway then presented information on park dedication fees collected since 2015, monetary and land, and parks that had been constructed since 2015. Lastly, Denaway discussed future park needs outlined in the Comprehensive Plan. Open floor discussion included consideration of the Greenway Corridor Plan,what portion of park dedication fees collected are monetary or land and the need to ensure a proper balance of land and monetary collection. Commissioners all felt that increasing the park dedication fee would be appropriate and discussed different ways of implementing an increase, including how much of an increase was desired and whether to increase the fee one time or incrementally.Tennyson favored an increase that would make the fee comparable with other cities, and St. Pierre added that the fee should be comparable, but remain competitive with other cities. Schmid expressed a concern that too large of an increase would encourage more land donation. Schmid suggested a system where the fee coincides with property values, increasing or decreasing the fee in concert with increasing or decreasing property values. Clarke inquired as to what information Council would need to approve an increase,and stressed the need to have a logical and defensible rationale.Tennyson suggested an increase of$1000.00, St. Pierre and McGinnity expressed agreement with that suggestion. Clarke made a motion, Schmid seconded that Council be presented with a recommendation to increase the park dedication fee by$1000.00,with a preference for a one-time increase, but open to an incremental increase if that is what Council prefers. All ayes. Motion carried. 4. Adjournment Tennyson made a motion,Schmid seconded to adjourn at 8:43 PM. All ayes. Motion carried. Page 2 of 2 Parks Commission Minutes September 15,2021 Community Development Director Rachel Juba informed that the changes made from 2020 application for this development were modified due to new fire sprinkler codes. The cost change altered the dwelling sizes and building layout from the sketch plan. Strub asked if there is a trail system to the current play structure at the Hugo Elementary on Francesca Avenue. Juba informed that a direct route to the playground would be across private property. City Staff gave the developer recommendations to construct a pedestrian crossing at a road intersection for pedestrian safety, to grade and seed the future park property, and to install a sidewalk through the park. The park would be comparable to Cove Park in terms of size and amenities. The estimated cost for a small is$45,000-$60,000. Shelter cost would be estimated at$60,000. Rauschendorfer made a motion, Moore-Arcand seconded to accept the proposed park dedication of.45 acres of land and payment of fees with the developer grading, seeding, landscaping, and providing a sidewalk in the future park with Oneka Lake Reserve PUD. Ayes: Cathy Moore-Arcand, Roger Clarke, Emily McGinnity, Mat Rauschendorfer, Nicole Schmid, Dave Strub, Ranell Tennyson. Motion carried. Moore-Arcand requested signage to indicate that it is a future park. Rauschendorfer asked about available parking and noted that 150t'Street could be used. 3. Lions Park to School Trail Study Denaway presented a proposal from WSB for a trail feasibility study. The study would evaluate a new trail north of Lions Park to the new White Bear Lake elementary school currently being constructed. The WSB proposal includes a wetland delineation of 2 city-owned parcels,GIS mapping, and conceptual trail alignments for$16,000. Rauschendorfer was concerned with the property being mostly wetland and that the pedestrian crossing would need boardwalks that are very costly. WSB has expressed excitement for the project and are aware that the cost of construction is likely high. However, grants are likely available because of the educational value of the wetlands that would be accessible with a trail. Moore-Arcand stated it would be a mistake to not purse if this opportunity is available. Moore-Arcand made a motion, Rauschendorfer second to approve the feasibility study between Lions Park and the new White Bear Lake Elementary School. Page 2 of 3 Parks Commission Minutes April 21,2021 St. Pierre wanted it noted that the trail is more of a wetland park and encouraged commission members to see a similar boardwalk recently built in Blaine. Other Rauschendorfer asked why there were multiple "no parking" signs near Sunset Lake. Strub informed that residents utilizing the property [on the north side of Homestead Avenue] were parking on both sides of the narrow street and emergency vehicles wouldn't have been able to turn around in the cul-de- sac. Signage was necessary to limit parking to one side of the drive allowing safety access for emergencies. St. Pierre asked how the city-owned Sunset Lake property [on the south side] would be maintained for easier accessibility. Denaway informed the clearing of shrubs and trees will be done to help with on-foot access. Strub informed that once paths are more defined, other users will access the park this way. 4. recreation Park Play Days starts June 14 Normandy Park in White Bear Lake is having a rummage sale May 22 Mahtomedi District Education is hosting a food truck event every Friday April 16—August 13 White Bear Senior Center is hosting food trucks every Friday from April 23—August 20 5.
