APPROVING FINAL PLAT AND DEVELOPMENT AGREEMENT FOR
CENTRA NORTH, LLC, ON PROPERTY LOCATED NORTH OF 159TH STREET
NORTH AND WEST OF HIGHWAY 61 FOR THE MEADOWS AT HUGO
WHEREAS, Centra North, LLC, has requested approval of a final plat development to
allow construction of 48 single family lots and 4 outlots on the property legally described
as follows:
See attached.
NOW, THEREFORE, BE IT HEREBY RESOLVED BY THE CITY COUNCIL OF
THE CITY OF HUGO, MINNESOTA, that it should and hereby does approve the
request by Centra North, LLC, for a final plat, subject to the following conditions:
A final plat is approved to allow the creation of 48 single family lots in accordance
with the application and plans received on March 26, 2021, March 31, 2021 and April
29, 2021, except as amended by this resolution.
2. The development shall substantially comply with all plans and conditions of the
preliminary plat and PUD approval granted by the City Council on March 1, 2021.
3. Development standards shall comply with Resolution 2021-09, 2021-10, and 2021-
11.
4. The developer must comply with all conditions outlined in the City Engineer's memo
dated April 29, 2021 and all red -lined comments provided to the applicant.
5. Outlot use and ownership:
a. Outlot A is to remain under current ownership and will continue to be
zoned Future Urban Service. The outlot shall be combined with the parcel
to the east with PID 08.031.21.34.0002 and will be rezoned with future
development. There will be no access to Outlot A from the west and
access shall only be allowed from the east.
b. Outlot B is proposed for future phases of the development and will remain
in ownership of the developer.
c. Outlot C and D are proposed for wetlands and stormwater management.
The outlots are not buildable and shall be deeded to the City at the time
the plat is recorded.
6. Any signs installed on the property are required to gain sign permit approval through
the City.

7. Prior to the release of the final plat for recording, the developer shall comply with the
following conditions:
a. The Final Plat shall be revised to include drainage and utility easements
over all outlots.
b. The development covenants shall be reviewed and approved by staff.
c. The final landscape plans must be submitted for review and approval by
staff.
d. Exact locations and types of fixtures of the street lights shall be reviewed
and approved by staff.
e. The developer shall obtain all necessary stormwater management and
WCA permits from the City.
f. The developer shall obtain all necessary local, state, and federal permits.
g. The developer shall enter into a development agreement, shall agree to
complete all improvements, and pay all fees as required by the agreement.
h. The developer shall pay $112,800.00 in full to satisfy the required cash in
lieu of parkland dedication requirements.
i. The developer shall pay the sewer and water trunk fees for each lot at final
plat. The City's SAC and WAC fees will be paid at the time building
permits are issued.
8. Prior to the issuance of building permits, the developer shall comply with the
following restrictions:
a. The applicant shall file the final plat, development agreement, and
associated documents with Washington County and provide proof of
recording to the City.
b. The applicant shall submit three full sets of approved final plans to the
City.
c. If a sales trailer is located on the property, a site plan and building
elevations shall be submitted for City review and approval.
9. Prior to issuance of Certificate of Occupancy:
a. All improvements shall be installed including the grading, streets,
stormwater management, trails, landscaping, and amenities.
