Sec. 1313.021 Chair Kleissler called the meeting to order at 7:19 pm. PRESENT: Arcand, Derr, Fry, Kleissler, Lessard, Luchsinger, Mulvihill. ABSENT: None. STAFF: Rachel Juba, Community Development Director Emily Weber, Community Development Assistant Pledge of Allegiance. Approval of Minutes for the Planning Commission Meeting of November 19, 2020 Commissioner Arcand made a motion, seconded by Commissioner Mulvihill to approve minutes for the meeting of November 19, 2020. Ayes: Arcand, Derr, Fry, Kleissler, Lessard, Luchsinger, Mulvihill. Nay: None. Motion carried. Public Hearing: Victor Land Holdings, LLC —13925 Fenway Boulevard North: preliminary plat, final plat, CUP, variance, easement vacation, and site plan applications Staff provided a background on the request. The site is located on the corner of 130t" Street North and Fenway Boulevard North, and is located within the Bald Eagle Industrial Park. It is currently two parcels totaling 1.6 acres and is zoned General Industrial. The applicant is proposing three buildings totaling approximately 38,000 square feet. Each one of the buildings have a number of units for a total of 14 units for the development. The buildings will be used for office, manufacturing, or warehouse purposed and will be sold or leased to individuals. The conditional use permit request is to allow a campus development on site as the applicant is proposing to combine the two existing parcels, creating one parcel with three buildings on it. The applicant is also proposing a variance from the Commercial and Industrial Design Standards outlined in the City Code to allow the buildings to be constructed of architectural metal panels. Staff recommended that the applicant incorporate brick, block, or stone to the base of the building at least three feet in height on each side of the buildings, and listed this as a condition of approval in the corresponding resolutions and conditional use permit. Staff found that the proposal meets all of the requirements necessary for the City to approve the preliminary plat, site plan, conditional use permit, variance, and easement vacation as outlined in the City Code and zoning regulations, if the appropriate conditions are met. Staff recommended approval subject to the conditions listed in the attached resolutions and conditional use permit. December 17, 2020 PC Minutes Page 2 The Commissioners discussed the architectural metal panels that are proposed in the applications and asked staff is there were any examples. Staff stated that the applicant submitted physical material samples and also provided examples of other buildings in surrounding communities that are constructed of the same material. Mark Wentzell, 292 Design Group, presented to the Planning Commission on behalf of the applicant. Wentzell provided more details on the proposed metal panels. There are two types of panels in the proposal, a wood grain aluminum pattern and profiled steel. These panels are made from recycled material and are durable, long lasting materials. The Commissioners asked the applicant questions on what was presented and continued their discussion on the metal panels. Chair Kleissler opened the public hearing at 8:07 pm. No one was present to speak. The public hearing was closed at 8:08 pm. The Commissioners generally agreed that they liked the site plan as presented by the applicant. Commissioner Arcand made a motion to approve the preliminary plat, CUP, variance, easement vacation, and site plan applications submitted by Victor Land Holdings, LLC, subject to the conditions listed in the resolution, except for the condition requiring three feet of masonry brick along all sides of the buildings. Motion seconded my Commissioner Mulvihill. Ayes: Arcand, Derr, Fry, Kleissler, Lessard, Luchsinger, Mulvihill. Nay: None. Motion carried. New Business: Hugo Good Neighbors Food Shelf —15106 Francesca Avenue North: site plan application submitted by nai Architects, Inc. Staff provided a background on the application. The applicant is requesting approval of a 400 square foot addition to an existing building located at 15106 Francesca Avenue North. The owner and occupant of the building is the Hugo Good Neighbors Food Shelf. The existing building on site is 1,455 square feet and was approved in 2014. The proposed addition is to accommodate for a walk in refrigerator and freezer along with an expansion of the storage room. Staff found that the proposal meets all of the requirements necessary and recommended approval of the site plan application for the property located at 15106 Francesca Avenue North, subject to the conditions in the attached resolution. The applicant answered questions from the Planning Commission and provided more background on the request. Chris DuFresne stated that the addition will provide more opportunity for fresh produce to be distributed at the site. December 17, 2020 PC Minutes Page 3 Commissioner Arcand made a motion to approve the site plan application submitted by nai Architects, Inc. for the property locate at 15106 Francesca Avenue North, subject to the conditions listed in the resolution. Seconded by Commissioner Mulvihill. Ayes: Arcand, Derr, Fry, Kleissler, Lessard, Mulvihill. Nay: None. Motion carried. Note: Commissioner Luchsinger had to leave the meeting early and was not present for roll call. Adjournment Commissioner Derr made a motion, Commissioner Lessard seconded, to adjourn at 8:20 pm.
