Minutes for the Planning Commission Meeting of Thursday, April 8, 2021 <br />Meeting held remotely pursuant Minn. Stat. Sec. 1313.021 <br />Chair Kleissler called the meeting to order at 7:06 pm. <br />PRESENT: Arcand, Derr, Fry, Kleissler, Lessard, Luchsinger, Mulvihill, Petty. <br />ABSENT: None. <br />STAFF: Rachel Juba, Community Development Director <br />Emily Weber, Community Development Assistant <br />Pledge of Allegiance. <br />Approval of Minutes for the Planning Commission Meeting of March 25, 2021 <br />Commissioner Lessard made a motion, seconded by Commissioner Derr to approve minutes for the <br />meeting of March 25, 2021 with corrections as mentioned. <br />Ayes: Arcand, Derr, Fry, Kleissler, Lessard, Luchsinger, Mulvihill. <br />Nay: None. <br />Motion carried. <br />New Business: HCM Architects on behalf of the City of Hugo — Lions Park site plan located at 5524 <br />Upper 246th Street North <br />Staff provided a background on the request. The site plan consists of an approximately 5,500 square <br />foot Lions Park pavilion and associated playground equipment, trails, landscaping, and sport <br />courts/fields. The pavilion will include an indoor gathering room, meeting rooms, a serving kitchen, and <br />support spaces such as restrooms. These amenities will be available to the public to rent and use. Staff <br />provided details on parking, landscaping, lighting, street, and stormwater management. Staff also <br />provided renderings of the park pavilion to the Planning Commission and determined that the <br />architecture meets the intent of the Downtown Design Guidelines. In conclusion staff found that the <br />proposal meets all requirements necessary for the City to approve the site plan as outlined in the City <br />Code. Staff recommended approval of the site plan for Lions Park, subject to the conditions listed in <br />the resolution. <br />Commissioner Petty asked staff to clarify specifics about the lighting around park and if there will be <br />electric car charging stations within the parking plans. Parks Planner Shayla Denaway stated that the <br />light stream is intended to light up just the sidewalk and key intersections and that there will be stubs <br />to plan for electric car charging stations in the future. <br />
