Sec. 1313.021 Chair Kleissler called the meeting to order at 7:06 pm. PRESENT: Arcand, Derr, Fry, Kleissler, Lessard, Luchsinger, Mulvihill, Petty. ABSENT: None. STAFF: Rachel Juba, Community Development Director Emily Weber, Community Development Assistant Pledge of Allegiance. Approval of Minutes for the Planning Commission Meeting of March 25, 2021 Commissioner Lessard made a motion, seconded by Commissioner Derr to approve minutes for the meeting of March 25, 2021 with corrections as mentioned. Ayes: Arcand, Derr, Fry, Kleissler, Lessard, Luchsinger, Mulvihill. Nay: None. Motion carried. New Business: HCM Architects on behalf of the City of Hugo — Lions Park site plan located at 5524 Upper 246th Street North Staff provided a background on the request. The site plan consists of an approximately 5,500 square foot Lions Park pavilion and associated playground equipment, trails, landscaping, and sport courts/fields. The pavilion will include an indoor gathering room, meeting rooms, a serving kitchen, and support spaces such as restrooms. These amenities will be available to the public to rent and use. Staff provided details on parking, landscaping, lighting, street, and stormwater management. Staff also provided renderings of the park pavilion to the Planning Commission and determined that the architecture meets the intent of the Downtown Design Guidelines. In conclusion staff found that the proposal meets all requirements necessary for the City to approve the site plan as outlined in the City Code. Staff recommended approval of the site plan for Lions Park, subject to the conditions listed in the resolution. Commissioner Petty asked staff to clarify specifics about the lighting around park and if there will be electric car charging stations within the parking plans. Parks Planner Shayla Denaway stated that the light stream is intended to light up just the sidewalk and key intersections and that there will be stubs to plan for electric car charging stations in the future. April 8, 2021 PC Minutes Page 2 Commissioner Derr commented on the high quality design incorporated into the pavilion and generally the Commissioners were excited to see the project. Matt Lysne from HCM Architects provided an additional overview of the interior spaces within the pavilion. Staff stated that the pavilion and gathering rooms are intended to be rented out to the public. Commissioner Arcand made a motion to approve the Lions Park site plan located at 5524 Upper 246tn Street North, subject to the conditions listed. Commissioner Lessard seconded. Ayes: Arcand, Derr, Fry, Kleissler, Lessard, Luchsinger, Mulvihill. Nay: None. Motion carried. Adjournment Commissioner Fry made a motion, Commissioner Derr seconded, to adjourn at 7:42pm.
