Sec. 1313.021 Chair Kleissler called the meeting to order at 7:01 pm. PRESENT: Arcand, Derr, Fry, Kleissler, Luchsinger, Mulvihill, Petty. ABSENT: Lessard. STAFF: Rachel Juba, Community Development Director Emily Weber, Community Development Assistant Pledge of Allegiance. Approval of Minutes for the Planning Commission Meeting of April 8, 2021 Commissioner Arcand made a motion, seconded by Commissioner Petty to approve minutes for the meeting of April 8, 2021 with corrections as mentioned. Ayes: Arcand, Derr, Fry, Kleissler, Luchsinger, Mulvihill, Petty. Nay: None. Motion carried. Public Hearing: Oneka Lake Reserve. LLC — Preliminary Dlat and PUD reauest for 40 multifami residential units to be known as Oneka Lake Reserve Staff provided a background on the request submitted by Oneka Lake Reserve, LLC. The applicant is asking for approval of a preliminary plat and planned unit development to allow 40 townhome units on the 6.7-acre site located north on 1501" Street North. The proposed development has a net density of 6.4 units per acres where 6 to 8 units per acre are allowed in the Low Density Multifamily Residential zoning district. The townhome units are proposed to be a mix of two and three unit buildings. The applicant is also proposing a 0.45-acre public park be constructed with the development. Staff reviewed the preliminary plat and PUD for consistency with the applicable standards outlined in the Comprehensive Land Use Regualtaions and the Multi -Family Design Guidelines and found that the proposed application is generally consistent with the standards and included conditions to address the outstanding issues. Staff recommended approval of the preliminary plat and PUD for Oneka Lake Reserve, subject to the conditions listed in the resolution. May 15, 2021 PC Minutes Page 2 Commissioner Arcand asked staff if the applicant is the same developer that applied for approval in 2007 for the same site. Staff stated that they are not the same developer from the previous application. Steve Johnston with Elan Design Lab addressed the Planning Commission on behalf of the applicant and stated that they are in agreement with the information presented by staff. Commissioner Petty asked about the price for each unit. Norm Dupre of Oneka Lake Reserve LLC addressed the Planning Commission and stated that the price per unit is still unknown at the time. Public Hearing opened at 7:21pm. Jeanne Woeltge, 6103 150th Street North: Woeltge wanted to know if the residents in the adjacent townhome units would be taxed for the sidewalk on 150th Street North, what type of trees the applicant is proposing, and the length of the construction period. Staff answered that no adjacent properties will be assessed for the development and that there will be a variety of trees on site. Sandy Beck, 6125 1515Y Street North: Beck asked about the expansion of the development's stormwater pond and whether or not the developer can access the pond on her property. Staff stated that the City of Hugo has drainage and utility easements over the stormwater management pond located on her property. The developer is proposed to expand grading within the drainage and utility easement, which may be on someone else's property. Mark Lambert, Summit Management LLC, 6770 Stillwater Boulevard, Stillwater, MN 55082: Lambert stated that they are the owner of Hugo Estates directly west of the property and they are in support of the proposed applications.) Karen Bergmeier, 6115 150th Street North: Bergmeier is concerned about the traffic and stated that there are existing congestion problems around the adjacent properties. There are often many vehicles parked along the street and kids that like to play in the street. Bergmeier asked if the developer can construct a road through Hugo Estates and out to Highway 61. Staff stated that the City cannot require offsite improvements or access. Phillip Schaetzel, 6130 1501h Street North: Schaetzel stated that they enjoy the quiet neighborhood and a 40 unit development will add even more kids playing in the street. Chair Kleissler asked Staff to address speed limit and emergency access. Juba stated that the roads are 30 miles per hour but the development will have private roads. Kleissler suggested a pedestrian crosswalk on 150th Street North. Dupre addressed the Planning Commission and stated that typically each phase of the development would take a year, however, with current material shortages the timeline is difficult to predict. Arlie Ferry, 6104 150th Street North: Ferry asked what the building setback will be from the east property line. Juba stated that the units will be 25 feet from the east property line. Ferry also asked May 15, 2021 PC Minutes Page 3 how tall the proposed trees will be and staff responded that the planted trees will be between 4 and 5 feet tall. Sylvia Schaetzel, 6130 150t" Street North: Schaetzel asked if there will be any guest parking and Juba stated that there will be guest parking available on each individual driveway and additional parking along the street. Jeanne Wilke 6103 150t" Street North: Wilke asked for clarification on phasing for the development. Staff stated that there will be two phases and a total of 40 units. Paul Pelkola, 6113 150t" Street North: Pelkola addressed concerns about getting out to Highway 61 and the additional traffic that will come with the development. Staff stated that MnDOT determines the timing of the stoplights along Highway 61. Chair Kleissler closed the public hearing at 7:50pm The Planning Commissioners continued their discussion on the proposed development. Commissioner Fry asked staff to clarify the maintenance responsibilities of a private drive. Staff stated that a private drive allows the street to be narrower and flexibility on setbacks, however, the developer must maintain the private drive within the development. Chair Kleissler addressed the comments submitted by email to staff. Comments provided were from the following residents: Jeanne Molamphy, 6116 150t" Street North. Tahni Cullen, 6137 1515t Street North. Commissioner Luchsinger made a comment that she liked the suggestion of adding a pedestrian crosswalk and Commissioner Derr stated that they liked the circular layout of the proposal. Commissioner Arcand made a motion to approve the preliminary plat and PUD for Oneka Lake Reserve, subject to the conditions listed in the resolution, seconded by Commissioner Mulvihill. Ayes: All. Nay: None. Motion carried. Adjournment Commissioner Derr made a motion, Commissioner Luchsinger seconded, to adjourn at 7:58pm. Ayes: All. Nay: None. Motion carried.
