Minutes for the Planning Commission Meeting of Thursday, September 9, 2021 <br />Acting Chair Arcand called the meeting to order at 7:00 pm. <br />PRESENT: Arcand, Derr, Fry, Mulvihill, Petty <br />ABSENT: Kleissler, Lessard, Luchsinger <br />STAFF: Rachel Juba, Community Development Director <br />Emily Weber, Community Development Assistant <br />Pledge of Allegiance. <br />Approval of Minutes for the Planning Commission Meeting of July 9, 2021 <br />Commissioner Derr made a motion, seconded by Commissioner Luchsinger to approve minutes for the <br />meeting of July 9, 2021 with corrections as mentioned. <br />Ayes: All <br />Nay: None. Motion carried. <br />Public Hearing: Short Term Rental Facilities — Prohibited Ordinance <br />Staff provided a background on the proposed ordinance update. Staff has received complaints on a <br />short term rental facility that has been listed on the website Vacation Rentals by Owner (VRBO). The <br />Washington County Sheriff's Department has also received numerous complaints on the property <br />related to noise, parties, and the transient nature of short term rentals. <br />Staff defined short term rentals and presented research completed on regulations adopted by other <br />cities in the area. Staff stated that the Ordinance Review Committee had a discussion on short term <br />rental facilities and that the City Council directed staff to draft an ordinance prohibiting short term <br />rental facilities. Staff recommended that the Planning Commission hold a public hearing and take all <br />comments. Staff recommended approval of the ordinance for short term rentals. <br />The Commissioners discussed the language used in the ordinance and clarified that the ordinance does <br />not apply to the rental of community rooms or bed and breakfast facilities. <br />Acting Chair Arcand opened the public hearing at 7:11pm. <br />No one came forward to speak. <br />Acting Chair Arcand closed the public hearing at 7:12pm. <br />
