Acting Chair Arcand called the meeting to order at 7:00 pm.
PRESENT: Arcand, Derr, Fry, Mulvihill, Petty
ABSENT: Kleissler, Lessard, Luchsinger
STAFF: Rachel Juba, Community Development Director
Emily Weber, Community Development Assistant
Pledge of Allegiance.
Approval of Minutes for the Planning Commission Meeting of July 9, 2021
Commissioner Derr made a motion, seconded by Commissioner Luchsinger to approve minutes for the
meeting of July 9, 2021 with corrections as mentioned.
Ayes: All
Nay: None. Motion carried.
Public Hearing: Short Term Rental Facilities — Prohibited Ordinance
Staff provided a background on the proposed ordinance update. Staff has received complaints on a
short term rental facility that has been listed on the website Vacation Rentals by Owner (VRBO). The
Washington County Sheriff's Department has also received numerous complaints on the property
related to noise, parties, and the transient nature of short term rentals.
Staff defined short term rentals and presented research completed on regulations adopted by other
cities in the area. Staff stated that the Ordinance Review Committee had a discussion on short term
rental facilities and that the City Council directed staff to draft an ordinance prohibiting short term
rental facilities. Staff recommended that the Planning Commission hold a public hearing and take all
comments. Staff recommended approval of the ordinance for short term rentals.
The Commissioners discussed the language used in the ordinance and clarified that the ordinance does
not apply to the rental of community rooms or bed and breakfast facilities.
Acting Chair Arcand opened the public hearing at 7:11pm.

Commissioner Petty, seconded by Commissioner Mulvihill, motioned to approve the ordinance
prohibiting short term rental facilities. All ayes. Motion carried.
Public Hearine: Revisions to Adeauate Public Facilities Ordinance
Staff provided a background on the existing adequate public facility ordinance and defined adequate
public facilities. Staff recommended the Planning Commission hold the public hearing and take all
comments. Staff recommended approval of the revisions to the adequate public facilities ordinance.
Acting Chair Arcand opened the public hearing at 7:16pm.
No one came forward.
Acting Chair Arcand closed the public hearing at 7:16pm.
Motion by Commissioner Petty, seconded by Commissioner Mulvihill, to approve the revisions to the
adequate public facilities ordinance. All ayes. Motion carried.
Adjournment
Commissioner Derr made a motion, Commissioner Mulvihill seconded, to adjourn at 7:17pm.
