Background memo for the EDA Meeting of Tuesday, April 20, 2021 3. Approval of Minutes Staff recommends approval of the minutes from the February 16, 2021 EDA Meeting as presented. 4. Denny Trooien — Downtown Hugo Concept Plan Update Denny Trooien will give the EDA an update on the concept plan for the property along Egg Lake. 5. Update on Lions Park Lions Park was master planned in 2015 after three years of planning, four stakeholder meetings, and six community workshops. In October 2020, a community workshop was held and three stakeholder committees were formed to refine the design of the playground, park pavilion, and overall park site. The Lions Park site plan includes an approximately 5,500 square foot Lions Park pavilion and associated playground equipment, trails, landscaping, and sport courts/fields. Pending City Council approval, the park will begin redevelopment construction this summer. Staff will provide an overview of the site plan. 6. Discussion on Meeting In -Person Staff will invite the EDA to discuss meeting in person and meeting protocols. MINUTES FOR THE EDA MEETING OF FEBRUARY 16, 2021 Meeting held remotely pursuant Minn. Stat. Sec. 1313.021 Chair Weidt called the meeting to order at 5:32 pm. PRESENT: Arcand, Chrun, Denaway, Gallivan, Klein, Petty, Puleo, Roberts, Weidt. ABSENT: None. STAFF: Bryan Bear, City Administrator Rachel Juba, Community Development Director Emily Weber, Community Development Assistant APPROVAL OF MINUTES FOR THE EDA MEETING OF JANUARY 19. 2021 Commissioner Klein made a motion, seconded by Commissioner Gallivan, to approve the January 19, 2021 EDA meeting minutes. Ayes: Arcand, Chrun, Denaway, Gallivan, Klein, Petty, Puleo, Roberts, Weidt. Nay: None. Motion carried. OATH OF OFFICE The EDA has two new Commissioners and one new Alternate Commissioner that were appointed by the City Council. John Chrun, Mike Roberts, and Neil Arcand all took the Oath of Office and introduced themselves to the EDA. UPDATE ON DOWNTWON IMPROVEMENT PROJECTS Staff provided a background on upcoming projects in 2021, starting with the downtown street reconstruction project this summer. This will include 146th Street North, Upper 146th Street North, the extension of 147th Street North out to Oneka Parkway, and the realignment of Finale Avenue North. Lions Park is also planned to be reconstructed starting this summer to include a new park pavilion, inclusive playground, and sport courts. This will be a major change to the City's downtown area. Also underway are the Hugo Garden Apartments, which includes seven, 12-unit apartment buildings adjacent to Lions Park. After an executed purchase agreement with the City, the EDA can expect to see a proposal from Denny Trooien as he continues with his Downtown Hugo Concept Plan on the property along Egg Lake.
