Meeting held remotely pursuant Minn. Stat. Sec. 1313.021
Chair Weidt called the meeting to order at 5:32 pm.
PRESENT: Arcand, Chrun, Denaway, Gallivan, Klein, Puleo, Roberts, Weidt.
ABSENT: None.
STAFF: Bryan Bear, City Administrator

APPROVAL OF MINUTES FOR THE EDA MEETING OF FEBURAY 16. 2021
Commissioner Klein made a motion, seconded by Commissioner Gallivan, to approve the January 19,
2021 EDA meeting minutes.
Ayes: Arcand, Chrun, Denaway, Gallivan, Klein, Puleo, Roberts, Weidt.
Nay: None. Motion carried.
OATH OF OFFICE
The EDA has two new Commissioners and one new Alternate Commissioner that were appointed by
the City Council. John Chrun, Mike Roberts, and Neil Arcand all took the Oath of Office and introduced
themselves to the EDA.
UPDATE ON DOWNTWON IMPROVEMENT PROJECTS
Staff provided a background on upcoming projects in 2021, starting with the downtown street
reconstruction project this summer. This will include 146th Street North, Upper 146th Street North, the
extension of 147th Street North out to Oneka Parkway, and the realignment of Finale Avenue North.
Lions Park is also planned to be reconstructed starting this summer to include a new park pavilion,
inclusive playground, and sport courts. This will be a major change to the City's downtown area. Also
underway are the Hugo Garden Apartments, which includes seven, 12-unit apartment buildings
adjacent to Lions Park. After an executed purchase agreement with the City, the EDA can expect to
see a proposal from Denny Trooien as he continues with his Downtown Hugo Concept Plan on the
property along Egg Lake.

Commissioner Klein made a motion, seconded by Commissioner Gallivan, to adjourn at 6:23 pm.
