Meeting held remotely pursuant Minn. Stat. Sec. 1313.021
Chair Weidt called the meeting to order at 5:31 pm.
PRESENT: Arcand, Chrun, Denaway, Gallivan, Klein, Puleo, Roberts, Weidt.
ABSENT: None.
STAFF: Bryan Bear, City Administrator
Rachel Juba, Community Development Director
Emily Weber, Community Development Assistant
APPROVAL OF MINUTES FOR THE EDA MEETING OF FEBURAY 16. 2021
Commissioner Klein made a motion, seconded by Commissioner Gallivan, to approve the January 19,
2021 EDA meeting minutes.
Ayes: Chrun, Denaway, Gallivan, Klein, Puleo, Roberts, Weidt.
Nay: None. Motion carried.
DENNY TROOIEN — DOWNTOWN HUGO CONCEPT PLAN UPDATE
Denny Trooien was present to address the EDA. Trooien has been working on a concept plan for
Downtown Hugo on property along Egg Lake over the last several months and he provided an update
on his plans to the EDA. The overall concept of the plan has remained the same with boardwalk
access to the lake and multiple retail and commercial buildings that are intended to be leased out to
tenants. Trooien noted that additional parking has been added and buildings have been shifted to
accommodate the water level of the lake. The Commissioners discussed the changes and were
generally pleased to see the plans continue to move forward.
UPDATE ON LIONS PARK
Staff provided the EDA with an update on the Lions Park site plan. The site plan gained City Council
approval on April 19, 2021 and consisted of an approximately 5,500 square foot pavilion, playground
equipment, trails, landscaping, and sport courts and fields. Construction is expected to start in June
2021. The EDA Commissioners asked questions about the pavilion architecture and landscaping.
Generally the Commissioners are excited to see the improvements made at Lions Park.
DISCUSSION ON MEETING IN -PERSON
Staff and the EDA discussed meeting in -person with the option to have hybrid meetings. Generally
the EDA Commissioners would like to meet in person with the option to meet virtually.

Commissioner Klein made a motion, seconded by Commissioner Gallivan, to adjourn at 6:30 pm.
Ayes: Chrun, Denaway, Gallivan, Klein, Puleo, Roberts, Weidt.
Nay: None. Motion Carried.
