HomeMy WebLinkAboutMINUTES EDA 08.17.21MINUTES FOR THE EDA MEETING OF AUGUST 17. 2021 Acting Chair Klein called the meeting to order at 5:32 pm. PRESENT: Chrun, Gallivan, Klein, Puleo, Roberts. ABSENT: Arcand, Denaway, Weidt. STAFF: Bryan Bear, City Administrator Rachel Juba, Community Development Director Emily Weber, Community Development Assistant APPROVAL OF MINUTES FOR THE EDA MEETING OF JUNE 15, 2021 Commissioner Roberts made a motion, seconded by Commissioner Gallivan, to approve the June 15, 2021 EDA meeting minutes. Ayes: Chrun, Gallivan, Klein, Puleo, Roberts. Nay: None. Motion carried. UPDATE ON PURCHASE AGREEMENT FOR PROPERTY LOCATED AT 14696 FONDANT AVENUE NORTH Staff provided an update on the purchase of property located at 14696 Fondant Avenue North. The property is located in the designated downtown area of Hugo and the City has been acquiring properties in this area since 1996. The City Council approved the purchase agreement at their August 16, 2021 meeting. Staff stated that with the purchase of this property, there are only two remaining parcels that would make the City -owned parcels along Egg Lake completely contiguous. Staff also stated that there is a property on 145t" Street North that was recently listed on the market that would also be advantageous for the City to own. This would allow the extension of Finale Avenue North to extend out to Frenchman Road North. Staff asked the EDA to discuss the properties and recommended that the EDA send out letters to the property owners of the properties in discussion. The EDA Commissioners provided insight on how these properties affect the redevelopment of downtown and generally agreed that they are an added benefit to the City. The EDA Commissioners asked staff to move forward with sending letters to property owners stating the City's interest in purchasing their property. UPDATE ON WASHINGTON COUNTY PREDEVELOPMENT GRANT FOR SOUTH LAVALLE PROPERTY â–ºenh10HOW V Wall.13_AM_1:11_ILYULRIAZIATIItyiyl/e1 Staff provided a background on the request from the LaValles to start the AUAR process on their property located south of Frenchman Road North and west of Highway 61. On July 20, 2021, the City of Hugo was awarded the pre -development grant from Washington County in the amount of $40,000 to assist with the AUAR process. Staff will continue to work with the property owner to move forward with the land use planning process. Commissioner Puleo asked staff if there would be an opportunity for other property owners to receive a pre -development grant from Washington County. Staff clarified that the City is only allowed to apply for up to $40,000 per year for the Washington County Pre -development Grant. Staff also provided an overview of the existing land use on the property owned by Marvin and Judith LaValle and the benefits of an AUAR on the property. UPDATE ON DOWNTOWN REDEVELOPMENT Staff has been meeting with Denny Trooien on his Downtown Hugo property along Egg Lake. Trooien is continuing to work on his site plan and is working with the MN DNR on permitting. Following general approval from the DNR, Trooien will apply for City approval. The EDA Commissioners discussed the project and encouraged staff to continue to support and work with Trooien. UPDATE ON LIONS PARK REDEVELOPMENT AND DOWNTOWN STREET IMPROVEMENTS Staff provided an update on the construction happening in Lions Park and the Downtown Street Improvement project. Staff also provided an update development throughout the City. ADJOURNMENT Commissioner Puleo made a motion, seconded by Commissioner Gallivan, to adjourn at 6:28 pm.
