PRESENT: Arcand, Chrun, Denaway, Gallivan, Klein, Puleo, Roberts, Weidt. ABSENT: None. STAFF: Bryan Bear, City Administrator Rachel Juba, Community Development Director Emily Weber, Community Development Assistant APPROVAL OF MINUTES FOR THE EDA MEETING OF OCTOBER 19, 2021 Commissioner Klein made a motion, seconded by Commissioner Roberts, to approve the October 19, 2021 EDA meeting minutes. Ayes: All. Nay: None. Motion carried. 140th STREET CONSTRUCTION REQUEST FROM JOHN SCHWIETERS Staff provided a background on the request from John Schwieters, owner of Victor Land Holdings, LLC. Victor Land Holdings, LLC has submitted land use applications for construction of the seventh building in the Schwieters campus development on Fenway Boulevard in the Bald Eagle Industrial Park. The building is proposed to be built along 140th Street North. In reviewing the applications with the engineering staff and fire department, staff recommended to the applicant that 1401h Street be constructed with their project because of the location, the manufacturing use of the building, and the circulations problems within the site. The developer has requested that the City cost share on the construction of 140th Street at 50% each and that the developers cost be assessed to the property over a five year period. The request also included that the City add the construction of 140th Street to the CIP for 2022. Staff explained that the City of Hugo does not have a policy for cost sharing on projects and that the construction of 140th Street is not in the City's 5-year Street Improvements Plan (CIP). Staff found that the City does own a majority of the property along 140th Street, where the extension would occur, and that there is a benefit to the City with the construction of the road. This is because there is a sanitary sewer lift station north of 140th Street that is currently accessed from a gravel driveway and improvements to 140th Street would allow better access to the lift station. Additionally, Clearwater Creek Preserve Park is west of 140th Street and improvements to 140th Street could provide future access to the park. Staff found that the request generally complies with the assessment policy for development -driven improvements and recommended the cost sharing of the design and construction of 140th Street North. Staff recommended that the EDA review and discuss the request from Victor Land Holdings, LLC, and make a recommendation to the City Council. Commissioner Arcand asked staff why the City wouldn't extend the road through Everton Avenue, per the Comprehensive Plan. Staff responded that future development should dictate the location of the road extension. The EDA also discussed how the cost sharing would work with the five-year payback period. Blake Schwieters addressed the EDA on behalf of Victor Land Holdings, LLC. Schwieters stated that the company has been expanding rapidly and continues to grow. The additional building will expand the capacity of existing operations and will add an additional 40 employees to their company. Chair Weidt asked Schwieters about the traffic that could be expected with the additional building on site. Schwieters responded that circulation will exist within the site, however, there will be more activity on 140th Street. Commissioner Denaway motioned to approve the recommendation of the cost sharing of the design and construction of 140th Street between the City and Victor Land Holdings, LLC, seconded by Commissioner Puleo. All ayes. Motioned carried. The recommendation will go to the City Council. UPDATE ON DOWNTOWN REDEVELOPMENT Staff provided an update on downtown redevelopment. Denny Trooien has submitted his land use applications for the Downtown Hugo project and staff shared the preliminary site plan to the EDA. UPDATE ON LIONS PARK REDEVELOPMENT AND DOWNTOWN STREET IMPROVEMENTS Staff provided an update on Lions Park redevelopment.
