Staff recommends approval of the minutes of the Parks Commission meeting of May 20, 2020.

Lions Park Feasibility Study
Development Guidelines for Lions Park were approved by the City Council on November 15, 2011. A
Preliminary Master Plan for Lions Park was approved by the City Council March 2, 2014.
On May 13, 2019 the City Council and Parks Commission held a workshop to discuss funding of community
parks. The City Council and Parks Commission discussed parks usage, phasing and prioritizing of park
improvements, and funding options. At the meeting of June 19, 2019 the Parks Commission identified their
priorities for community park development. This was later presented to the City Council at their budget
workshop on September 5, 2019. The first priority was re -development of Lions Park to include a large picnic
shelter, parking lot, roadway improvements, and stormwater improvements, memorial garden, playground,
splash pad, sports courts, fire pit and amphitheater.
The City Council included "prepare for and begin construction of new Lions Park" on their goals for 2020. The
Parks Commission discussed a work plan for Lions Park at their February 19, 2020 meeting. The first step was
a feasibility study which included a master plan updates, phasing plan, and update cost estimates. The Hugo
City Council approved the feasibility study at their April 20, 2020 with their discussion on the Road Capital
Improvement Plan.
Candace Amberg, with WSB and Associates, will present three concept plans that include minor revisions to
the Preliminary Master Plan. Staff recommends direction be given on revisions to the master plan. A joint
workshop with the City Council will be held in the near future to review the concepts and cost estimates.
THREE CONCEPTS FOR LIONS PARK ARE ATTACHED.
Proposed Public Works Facility
Public Works Director Scott Anderson will discuss a possible expansion of the Public Works facility. The
current Public Works facility is unable to accommodate long term needs beyond 15 years at its current
location. A study was done that evaluated construction of a brand new facility which would utilize 10-15
acres of the 125 acre Irish Avenue Park. A neighborhood meeting was held on March 4, 2020. A City Council
Workshop to review the site plan was held on May 14, 2020. A neighborhood meeting is scheduled for
Thursday, June 18. Anderson will provide an update.

Clearwater Creek Preserve/JD 3 Update
At the meeting of September 19, 2018, a master plan was approved for Clearwater Creek Preserve. It
included four potential phases and cost estimates. Future improvements include an entrance off of 1401n
Street, several looped trails with boardwalks, 2 bridges over the creek, and east and west trail connections to
residential areas.
Staff was informed in the fall of 2019 by Rice Creek Watershed District of their plans to repair Judicial Ditch
#3 throughout the City of Hugo. Staff met with RCWD staff to discuss the impacts to city -owned property. In
regards to Clearwater Creek Preserve, discussion included locating the maintenance path desired by RCWD in
a way that it enhances use of the park. The Parks Commission discussed this at their meeting of February 19,
2020. Staff will provide an update on this project.
A SKETCH OF THE MAINTENANCE PATH WITH THE APPROVED MASTER PLAN IS ATTACHED AS WELL AS AN AGREEMENT TO PROVIDE
ACCESS TO RCWD.
Recreation Program Update
With COVID-19, several recreation opportunities were cancelled in Hugo. Staff will provide an update on
field rentals and programming.

Strub called the meeting to order at 7:03 pm.
1. Approval of Minutes from the April 15, 2020 Meeting
Moore — Arcand made a motion, Haag seconded to approve the minutes of the April 15, 2020 Parks
Commission meeting.
Ayes: Roger Clarke, Shawn Haag, Cathy Moore —Arcand, Nicole Schmid, Dave Strub, Matt Rauschendorfer
Motion carried.
2. Hugo Gardens Park Dedication
Shayla Denaway, Parks Planner, informed that Hugo Garden Apartments, LLC submitted an application
requesting approval of a Preliminary Plat and Planned Unit Development (PUD) amendment for a residential
development. The Parks Commission approved park dedication for La Valle Fields at their meeting of
December 11, 2013. AT that time, the developer requested that 2.1 acres of land be dedicated with Keystone
Place and that fees be paid with future phases of the development. Therefore, with eh 84 units of the Hugo
Garden Apartments, $87, 414 would be required to satisfy park dedication. Denaway also presented the trail
and sidewalk plan for the development.
Michael Marguiles, consultant for Hugo Gardens informed that they are in discussions with Keystone Place to
acquire trail easements. This would allow a trail connection be made from keystone place going through the
site to exit at Finale Ave near the southwest entry to Lions Park.
Moore-Arcand made a motion, Clarke seconded to approve the Park dedication fee of $87,414.

3. Adelaide Landing Future Park Playground
Denaway presented a recap the playground proposals that were presented at the meeting of April 15, 2020
as well as a summary of the input received from residents.
Open floor discussion included:
Number of swings, zip line location and size, safety, leaving pickleball court with no changes, soccer fields,
parking lot, sidewalks, large climbing structures, and color of the playground structure.
Clarke made a motion, Moore-Arcand seconded to approve Ultimate Playground Concept 3.
All ayes. Motion approved.
4. Proposed Public Works Facility
Scott Anderson, Public Works Director, informed they are working on the site plan for the proposed public
works facility. The facility will have a shared driveway with the park and the architect informed additional
space will be needed to include the septic and well. The utilities could service future park amenities. There is
space saved for a future park shelter or community room at the front of the public works building.
Denaway informed that a community room could also be placed in the park area or separate from the facility
when future planning is done.
Clarke asked about placement of the structure, changing the current trails, and impacts on wetlands. Clarke
discussed that there is still room for the [sports complex] and other features, but that it leaves less space for
the passive area. Anderson informed that there have been no decisions about the site plans or facility
placement. He discussed that the trails could easily be relocated and he would be willing to walk with the
property with Clarke to discuss options. Strub also asked about having a trail going around building and
about how much of the area around it is usable.
Mayor Tom Weidt addressed the Parks Commission and shared that he is hopeful that the new public works
facility at Irish Avenue Park will make it easier to start the development of the park.
5. Lions Park Feasibility Study
Denaway provided an update that the Lions Park Feasibility Study is in progress and that staff is working to
coordinate the projects including the Hugo Gardens Apartments, neighborhood street improvements and
stormwater re -use. June 18 parks meeting will have updates and preliminary design discussion.
6. Neighborhood Park Updates
Denaway outlined some of the upcoming maintenance and improvement projects in neighborhood parks.
One of the projects included landscaping repairs at Victor Square Park which would require partnership with
the Victor Gardens Homeowners Association. This includes a landscaped feature with retaining walls that
are in disrepair.

Schmid asked if we own Victor Square. Denaway informed that it is a City park but the Homeowners
Association installed and maintains the landscaping that exceeds what would normally be included in a City
park. Rauschendorfer asked if we could remove the damaged retaining wall to not incur additional cost in
repairing. Denaway said yes that it was an option to be talked about with the Homeowners Association to
gauge the importance of the landscaping feature, but that there are costs either way.
Denaway informed that the SHIP Grant $5,000 was received to support active living for Hugo residents.
These funds will be used to install benches along several trails. Benches have been requested in Clearwater
cove, Oneka Lake Park, and Heritage Ponds Park.
5. Other
Shayla Denaway, Parks Planner informed that the City is following Governor's orders which includes no field
use for athletics until June 1, 2020.

Strub made a motion, Schmid seconded to adjourn the meeting at 9:10 pm.

ACCESS LICENSE AGREEMENT
City of Hugo, a Minnesota municipal corporation ("City"), owns park property located in
Washington County, Minnesota, as depicted on the attached Exhibit A (the "Property"). Rice
Creek Watershed District, is a public entity created under the laws of the State of Minnesota
("District").
The Property abuts the channel of Anoka/Washington Judicial Ditch (AWJD) 3. The City
desires to grant the District a license to access AWJD 3 through the Property according to certain
terms detailed herein.
Access to AWJD 3 through the property shall be confined to the route depicted on
Exhibit A. This license is limited to ingress, egress and access for construction, operation, and
maintenance of AWJD 3 ("Repair Project"). The District shall execute its rights under this
license as limited herein.
1. The District will assure that use of the Property will be reasonably confined and
not unnecessarily interfere with the City's use of the remainder of the Property.
2. The District shall restore the Property, as nearly as is practical, to pre -use
condition, as established by a joint, pre -use inspection, and shall repair any and all damage to the
Property resulting from exercise of the rights granted herein.
3. The City shall limit use of the Property during the Repair Project so as not to
interfere with the Repair Project or expose the public to unnecessary risk during the Repair
Project.
4. This license shall terminate upon satisfactory completion of the Repair Project
and the expiration of any correction period specified in the construction contract, not to exceed
two years from the date of project completion.
