Rice Lake Reserve Sketch Plan Fenway Land Company has submitted an application requesting approval of a Preliminary Plat and Planned Unit Development (PUD) for a residential development to be known as "Rice Lake Reserve". The development is for 90 single family residential lots on 29.6 buildable acres located on the northeast corner of Goodview Avenue North and Egg Lake Road. The developer is proposing to construct an off -road trail in the development, as shown in the Trails Plan. The applicant has indicated that they would like park dedication credit for a .5 acre park property and pay fees for the remainder. Staff recommends park dedication be satisfied by payment of the full fee. PLEASE SEE THE ATTACHED MEMO. Public Works Expansion Plan The Hugo City Council held a workshop on Tuesday, November 12 to discuss a possible expansion of the Hugo Public Works Facility. Discussion included expanding at the existing location and building a new facility at Irish Avenue Park. Public Works Director Scott Anderson will provide an update on the discussion and gather input from the Parks Commission. Page 2 of 2 Parks Commission Agenda November 20, 2019 Minutes Parks, Recreation, and Open Space Commission Meeting of October 16, 2019 Hugo City Hall, 7:00 pm Present: Roger Clarke, Shawn Haag, Mat Rauschendorfer, Dave Strub, Ranell Tennyson Absent: Cathy Moore—Arcand, Nicole Schmid Staff Present: Scott Anderson, Public Works Director Shayla Denaway, Parks Planner Debi Close, Parks Secretary Chair Strub called the meeting to order at 7:00 pm. 1. Approval of Minutes from the September 18, 2019 Meeting Tennyson made a motion, Haag seconded to approve the minutes of the September 18, 2019 Parks Commission meeting. Ayes: Roger Clarke, Shawn Haag, Dave Strub, Ranell Tennyson Abstained: Mat Rauschendorfer Motion carried. 2. Update on Adelaide Landing Future Park Shayla Denaway, Parks Planner, provided an update on construction of the park in Adelaide Landing. Discussion included the park dedication fees paid and the partnership with the developer for construction. Cost estimates for construction increased from $571,000 to $666,000. Scott Anderson, Public Works Directed informed that he had verified material/labor fee increases with multiple contractors. Current building market is saturated with construction and fees have inflated. 3. Update on the Trail Feasibility Study Denaway provided an update on the Hardwood Creek Regional Trail/ 1301" Trail feasibility study. Funding was received through an active living partnership project with Washington County Public Health and the Statewide Health Improvement Program. With the feasibility study, the site was evaluated and conceptual trail alignments were drafted. The alignments were reviewed by Wilson Tool, Washington County, and the Parks Commission. Washington County Public Works has requested additional time to review the concepts. The Commission discussed that Denaway shall request an extension for the Statewide Health Improvement Program grant as needed. 4. Sunset Lake Future Park Planning Denaway updated on the planning of a future park on Sunset Lake. A neighborhood meeting that was held September 18, 2019. Tennyson shared feedback that she had received from the neighborhood. Tennyson was not hearing support of the park. The Commission had discussion to summarize what they heard from residents. Generally, residents are requesting that the plan be scaled back by removing parking spots possibly eliminating the shelter and being more of a small park feeling. Neighbors were concerned with future maintenance issues, vandalism, loitering and the location of the entrance to this park. Strub said that he would like to work from data to address the traffic and safety issues versus the anecdotal evidence shared by a couple residents at the neighborhood meeting. Strub made a motion, Clarke seconded to direct staff to do addition research on the traffic and fishing near Sunset Lake. All Ayes. Motion Carried. 5. Adjournment Clarke reported on the Irish Avenue Park and requested that the parking lot barriers and size be looked at. Tennyson made a motion, Strub seconded to adjourn the meeting at 9:05 pm. Agenda Number: 2 CITY OF HUGO PARKS COMMISSION REPORT TO: City of Hugo Parks, Recreation and Open Space Commission FROM: Shayla Denaway, Parks Planner SUBJECT: Fenway Land Company. Preliminary Plat and Planned Unit Development for a residential development to be known as "Rice Lake Reserve" DATE: November 15, 2019 for the Parks Commission meeting of November 20, 2019 1. DESCRIPTION: Fenway Land Company has submitted an application requesting approval of a Preliminary Plat and Planned Unit Development (PUD) for a residential development. The property totals 51 acres and is comprised of four parcels located on the northeast corner of Egg Lake Road North and Goodview Avenue North. The preliminary plat includes 90 single family residential lots and four outlots to be known as "Rice Lake Reserve". The plan includes residential lots, preserved wetlands, stormwater reuse, a park, and primarily off -road trail. The typical lot will be 55' wide and suitable for homes 1,500 to 3,500 square feet. They will be a mix of villas and two-story homes. The applicant is proposing the project to be built in three phases. The PUD General Plan will be for all 51 acres of the property and will be rezoned from Future Urban Service (FUS) to Planned Unit Development (PUD). The property includes approximately 20 acres of wetlands and has a total buildable acreage of 29.56 acres. The applicant is requesting flexibility from the standard zoning code with the PUD for lot size, lot width, and side yard setbacks. 2. PARK DEDICATION: The developer has indicated that they would like credit for a .5 acre park property and to satisfy the remainder of the park dedication requirement with fees. Park land dedication -1- Fenway Land Company November 20, 2019 of 3 acres would be required with this 29.56 acre development. Therefore, the proposed dedication of .5 acres would satisfy 16% of the requirement and the remaining 84% would be satisfied through fees. Currently, the park dedication fee is $2,400 per unit and would therefore be $2,016 per unit or $181,440 in total. Without a land dedication, the total park dedication fee would be $216,000. 3. CONSISTENCY WITH PARK PLAN The proposal includes a .5 acre park/ open space for residents near the central stormwater pond. The developer describes that it would be an open area/ gathering space with park needs being met by Hanifl Fields Athletic Park. The property includes a pass through trail and lift station. The Parks, Trails, and Open Space plan outlines standards for developing city parks. Neighborhood parks shall be 5- 20 acres in size and would typically include a playground, athletic field, natural area, and picnic shelter. The development is in Neighborhood Park Service Area 9 (NP-9) which includes Diamond Point Park. An additional park is not needed in NP-9 as it currently has a total population of 1,222 and the development will not lead to exceeding the standard of 1 park per 5,000 people. Additionally, the development is within '/z mile service area of Hanifl Fields Athletic Park. The Existing and Proposed Trails Map shows a trail in the area of the development connecting Goodview Avenue North to Hanifl Fields Athletic Park. This is proposed to be constructed. City trails are also planned on the south side of CR8/ Egg Lake Road and west side of Goodview Avenue North. These are outside of the area of the development but will provide future connections to the neighborhood and are anticipated to be constructed in the future at the time of road reconstruction. Sidewalks are required to be built in developments with lots less than 80' wide (Sec. 90-336). The applicant is not showing sidewalks in the neighborhood. 4. STAFF RECOMMENDATION: Staff recommends that the Parks Commission support construction of the off -road trail. The developer is proposing that the .5 acre neighborhood gathering space be considered for park dedication. Staff recommends that this not be dedicated as public park and that the park dedication be satisfied by payment of the full fee, which is currently $2,400 per unit ($216,000 for 90 units). Bordered by some 20 acres of wetland, Rice Lake Reserve will create a connection with the natural surroundings along with connecting the community to its eastern Park. The community will provide a mix of one and two-story housing styles that market to multiple generations of buyers. The community is being developed by Fenway Land Company and homes will be built/sold by MI Homes. Request We are seeking approval for Preliminary Plat and PUD for the 51-acre site. The proposed 90 home community creates a gross density of 1.75 homes per acre. The net developable area of 31 acres creates a net density of 2.9 homes per acre which is still below the R-3 zoning district of 4 homes per acre. The typical lot width is 55' with an average area of 8250 square feet along with home sizes ranging from 1500 SF to 2600 SF. Side yard setbacks are 7.5' and 7.5'. Buyers today are less interested in a large yard and large homes that they must maintain. The PUD allows for flexibility in the standard zoning code. Providing housing within the City that creates a sense of community between multiple generations of homeowners, preserves the natural surroundings of the property, and is reasonable in price are the main reasons that a PUD makes the most sense for this property. The deviations we are requesting from the standard zoning code are for lot size, lot width, and lot side setbacks. In evaluating the criteria specified in the zoning code, Rice Lake Reserve is offering the following in exchange for flexibility: -Preserving natural features - Of the 20 acres of wetlands, only .56 acres are impacted. The majority of these impacts are in the middle of site where stormwater ponding will be located. The wetlands to the north and south are preserved with natural views for the residents. Trees along east side of Goodview will remain as a natural buffer. -Trail Connection — a 2875' trail will connect Goodview to Egg Lake Road by meandering around the pond and through the community. This connection will also allow residents in neighboring communities to gain access to Hanifl Park on the east side of town. -Storm Water Reuse —The development will utilize the ponding system for an irrigation system that covers common areas, park area, and residents' yards. This helps with meeting the site infiltration requirements along with conserving City water needed for homes and businesses. -Architectural Design — MI Homes has shown their design success in the City with their Villa Homes. This product will be provided in Rice Creek Reserve along with a new two-story product that is equally attractive. The plans have multiple elevations and color packages available for buyers. Rice Lake Reserve — Narrative for PUD/Preliminary Plat Fenway Land Company -Future Utilities — With the completion of Rice Creek Reserve, the City will have the ability to extend sewer and water service to the Public Works building which is currently on septic and well. -Stand Alone Community — Rice Lake Reserve is set out on a parcel of land with only Diamond Pointe South located to the west side of Goodview. This community has no impacts on adjacent landowners and provides connectivity for other existing developments. Housing Styles MI Homes will be the sole builder for the entire community. M I has successfully designed homes that meet the needs of buyers today. Their product offering for the community will be the single level living homes as built in Adelaide Landing along with a new 2 and 3 car garage two-story home style that attract families and young professionals to the community. The elevations of the homes are included in the packet of information. Homes will range from 1750 SF to 3500 SF, one and two-story homes, mostly basement lots with a handful of slab on grade lots, and estimated price starting from mid-300's. Material specifications include Hardi siding on the front, vinyl siding on 3 sides, and variety of stone/shakes/board and batten on the front elevations. There are multiple color packages available as well to enhance the street scape. Streets The overall street design minimizes the amount homes that are back to back, providing the residents with natural views from their homes. The streets are designed to City standards and widths for public roads. Park and Trail Area Rice Lake Reserve will have a 0.5 acre park/gathering area residents on the east side of the storm pond. With Hanifl Park to the east this community only requires an open/gathering space for the residents. The trail system will lead in each direction to Goodview and Egg Lake. With the connection to Egg Lake, the City will now have the opportunity to complete a connection to the Hanifl Park. With the installation of this trail we are requesting that no additional sidewalks be installed in this neighborhood. Park dedication will include this parcel along with the balance paid in a fee. HOA Rice Lake Reserve will have an established Homeowners Association that maintains common area landscaping, the irrigation system, and have architectural control. In order to develop a system of parks within the community to serve the public's health and recreational needs, a percentage of the net buildable acreage based on the density of all land subdivided for residential purposes shall be dedicated to the city as public parkland. The parkland dedication fee shall be charged for each dwelling unit originated by the subdivision or development of any property in the city, not including any dwelling unit that may be in existence at the time of the adoption of the ordinance from which this article is derived, or which is subject to an approved development agreement with the city that includes a parkland dedication provision. (b) Appeal process. The parkland dedication fee may be appealed to the city council before the city council makes a decision on the final plat and shall be calculated as follows: The percentage of land to be dedicated will be multiplied by the fair market value of the net buildable acreage. The fair market value shall be determined by the city council, following their review of a current appraisal submitted to the city at the developer's expense. The appraisal shall be made by appraisers who are approved members of the SREA or MAI, or equivalent real estate appraisal societies. If the city receives written notice of a dispute over the parkland dedication fee before approval of the final plat, the developer shall pay the fee into an escrow account pending a decision of an appeal of the fee. If an appeal is not filed within 60 days following approval of the final plat, or if the person aggrieved by the fee does not prevail on the appeal, then the funds paid into escrow must be transferred to the city.
