PLEASE SEE THE ATTACHED MINUTES. Oath of Office The Parks Commission has had an opening for an Alternate Commissioner. Former Commissioner Shawn Haag did not wish to be re -appointed in 2021. The Council received applications, held interviews, and made appointments at their February 1, 2021 meeting. Emily McGinnity has been appointed as a Commissioner and Meredith St. Pierre as an Alternate Commissioner. They will be asked to read the Oath of Office. MCGINNITY AND ST. PIERRE OATHS ARE ATTACHED. Hugo Meadows Park Dedication The Parks Commission reviewed a sketch plan called "the Meadows at Hugo" on March 20, 2019. The Planned Unit Development (PUD) application is for 87 residential lots on 27 acres located north of 159tn Street. The development includes paved trails and passive trails. The applicant is proposing to pay park dedication fees, which would total $208,800. Staff recommends discussion on the development and approval of the park dedication proposal. A MEMO ON HUGO MEADOWS IS ATTACHED. Drengson Sketch Plan A sketch plan application was received for 10 units on 3 properties totaling 15 acres from Drengson May Enterprises. The properties are in the Large Lot Single -Family Residential (R-1) zoning district and the applicant is proposing to comply with regulations for the zoning district. The applicant is proposing to pay park dedication fees for the 7 units created totaling $16,800. Staff recommends input be provided on the Drengson Sketch Plan. A MEMO ON THE DRENGSON SKETCH PLAN IS ATTACHED. Lions Park Update The Parks Commission reviewed a developed design for Lions Park at their January 20, 2021 meeting. The plans were recommended for approval and next steps were authorized. The City Council approved the plans and authorized construction documents at their February 1, 2021 meeting. Staff will provide updates on the next steps for Lions Park. THE COST ESTIMATES AS PRESENTED TO THE COUNCIL ARE ATTACHED AS WELL AS THE CONSULTANT PROPOSALS FOR CONSTRUCTION DOCUMENTS. Page 2 of 3 Parks Commission Agenda February 17, 2021 2021 Capital Improvement Plan A draft of the 2021-2025 Capital Improvement Plan has been put together with the assistance of Finance Director, Ron Otkin. The Parks Commission has been given the authority to make recommendations to the City Council on how to use the Special Park Fund and plans future expenditures with the Capital Improvement Plan. The CIP prioritizes improvements that the Parks Commission would like to make. Some projects may only be possible if additional funding becomes available through grants, private donations, or park dedication fees. In 2020, special park funds were used for projects over several Hugo parks. Arcand Park construction has totaled $478,000, with additional expenses anticipated in 2021. Miscellaneous park improvements totaled $11,000 including playground surfacing in four neighborhood parks and bench installations. $20,000 was spent on trail feasibility studies. SHIP funds totaling $15,000 were received that offset the benches and trail studies expenses. The special park fund ending balance thru December 31, 2020 is $1,344,415. Staff will provide a detailed re -cap of 2020 expenditures. Staff drafted a CIP for 2021-2025 based on the previous Capital Improvement Plan and upcoming projects. Approval of Minutes from the December 16, 2020 Meeting Tennyson made a motion, Clarke seconded to approve the minutes of the December November 18, 2020 Parks Commission meeting. Ayes: Cathy Moore-Arcand, Roger Clarke, Nicole Schmid, Dave Strub, Ranell Tennyson Abstained: Mat Rauschendorfer Motion approved. 2. Lions Park Design Matt Lynse and Liz Gutzman with HCM Architects presented the developed design for the park site, playground and pavilion. Three committees helped determine proposed designs. The pavilion design package included a building with a large gathering space, server, meeting rooms, storage area, adjacent picnic shelter, and indoor and outdoor restrooms. The material types and color palettes were shown for the interior and exterior surfaces. Renderings where also presented. Schmid asked about the windows and their insulation as well as the roof's ability to handle snow. Lysne answered the questions. Rauschendorfer asked why the exterior color and contemporary prairie style were choose when they are not in the same schematic of the City Hall building. Lysne recapped the committee's discussions and process. Denaway shared that the committee wanted to take Hugo in a new direction and not design a building that would blend into the background. Page 1 of 3 Parks Commission Minutes January 20, 2021 The cost estimate for the pavilion was presented totaling $2.8 M. The park site plan included: on -street and off-street parking, an inclusive playground, court area, relocation of the skate park equipment, informal ballfield, connectivity to the Hardwood Creek Regional Trail, multiple seating areas, landscaping, and internal and perimeter trails and sidewalks. Clarke asked about the skate park and stated that he didn't want to lose that feature. Amberg discussed the area it was relocated to. Rauschendorfer asked about hiding the skate park because of activities that might happen at it and the berm. Amberg discussed that the berm will buffer the nearby homes. Schmid stated that it made no sense to buffer City Hall and the ones that want to see it. Denaway discussed that as the street improvement project has progressed, 147t" Street will have more traffic now that it will be a through street and provide continuous oversite of the skate park versus just people coming and going from City Hall. Rauschendorfer asked why a future water feature was shown on the north side of the building when the Council wasn't interested in one. Amberg shared that the Council discussed a plaza type water feature so we didn't want to take away the opportunity for the Council to decide that in the future. Rauschendorfer asked if a fountain would utilize as much water as a splash pad. Amberg informed that they can use very little if it is a recirculating system. Denaway informed that because the splash pad was such a big part of the master plan, it wasn't removed as a future consideration, but that the Council isn't interested in constructing it now due to their water conservation and budget goals. The option wasn't taken away to discuss it in the future. Amberg presented a detailed cost estimate totaling $4.24 M. Alternates including the sports courts and pedestrian lighting totaled $560,000. Rauschendorfer asked about the trail on the north side of the park and undergrounding power lines. Amberg updated that there is a meeting schedule to discuss utilities but decisions haven't been made yet. Moore-Arcand discussed the playground and that she was excited about the embankment which will visually pull kids in and elevate the playground design. Strub recapped that the designers followed through on everything suggested by the committee. With the pavilion, they brought in a few designs, and the committee went with a prairie style with modifications to warm it up. It will be a signature building and the rest of the park sounds good. Moore-Arcand Made a motion, Clarke seconded to approve the received plans and cost estimate for the Lions Park design to be reviewed by Hugo City Council. (Notary Signature) Agenda Number: CITY OF HUGO PARKS COMMISSION REPORT TO: City of Hugo Parks, Recreation and Open Space Commission FROM: Shayla Denaway, Parks Planner SUBJECT: Golden Valley Land Company —Preliminary plat and planned unit development for a residential development to be known as "The Meadows at Hugo." DATE: February 7, 2021 for the Parks Commission meeting of February 17, 2021 1. BACKGROUND: At the Parks Commission meeting of March 20, 2019, the Parks Commission reviewed a sketch plan application for "The Meadows at Hugo". The Commission provided guidance on the use of city -owned property to extend Farnham Avenue and the adjacent future park property. The Parks Commission discussed that payment of park dedication fees was preferable than land due. The Commission also provided input on the proposed trails. 2. DESCRIPTION OF REQUEST: The applicant is requesting approval of a preliminary plat, planned unit development (PUD), and comprehensive plan amendment for a residential development. The PUD totals 32.93 acres and has 5.92 acres of wetlands for a net area of 27.01 acres. The preliminary plat proposes a total of 87 single family lots and six outlots. The property is guided Medium Density Residential and in keeping with that, the applicant is proposing a residential net density of 3.22 units per 1 acre. The property is currently zoned Future Urban Service (FUS) and is proposed to be rezoned to Planning Unit Development (PUD). The property is generally located north of 159th Street North and east of Highway 61. The plan shows 87 residential lots, wetlands and stormwater ponding areas, road and trail connections, and sidewalks and trails. The applicant is proposing the project to be built in two phases. The developer is not proposing a Homeowners Association or stormwater reuse for the development. -1- The Meadows at Hugo February 17, 2021 West of the property is a 38 acre (16 acres of upland) City owned park property that was dedicated with the Oneka Place development at the Parks Commission meeting of May 16, 2018. Per the request of the owner of the property on which the Meadows at Hugo is proposed, 4.5 acres was separated from the city park property to allow for a future street access. The applicant is proposing to construct an extension of Farnham Avenue North through the City -owned property. The City's north water tower is also located in this area. This will street also provide additional access to the future passive park. The applicant is asking for PUD flexibility for smaller lot sizes, decreased setbacks, and more. In exchange for that flexibility, among other items, the developer is proposing to: • Preserve and enhance natural features with the trail system that meanders through the development and connects to adjacent City park property. • Create a connection through the Greenway Corridor in the City with the establishment of a passive trail. 3. PARK DEDICATION: The applicant is required to dedicate land, pay a fee, or a combination of land and fee to satisfy park dedication per Sec. 90-324 of the City Code. The applicant is required to dedicate 10% of the developable acres for park land with a density of 3.99 units per acre. The applicant has indicated that there are 27 acres of buildable land in the development. Therefore, the applicant would be required to dedicate 2.7 acres of park land. However, the applicant is proposing to pay park dedication fees. During the sketch plan process, the Parks Commission indicated that this was preferable. The current park dedication fee is $2,400 per unit. With 87 units, the total park dedication fee collected would be $208,800. 4. CONSISTENCY WITH COMPREHENSIVE PLAN: Parks Frog Hollow, an active park in neighborhood park service area 4, is within walking distance and connected by trails. Trails and Greenways The applicant is proposing an eight foot trail throughout the development to connect between the existing trail on Farnham Avenue North and eventually north to 165ffi Street North, with future development. This is shown in the Trails Plan. The applicant has shown a trail along both road connections to the north, which allows more options for future connections to the north as well as provide a more consistent and linear corridor. The applicant is also proposing a trail connection to the west that will provide neighborhood access into the City -owned park land that is adjacent to the development. The applicant has stated that there will be an additional mowed, passive trail along the -2- The Meadows at Hugo February 17, 2021 ditch on the east side of the development. The passive trail will be consistent with making connections within the Greenway Corridor as indicated in the 2040 Comprehensive Place. Sidewalks are required to be built in developments with lots less than 80' wide (Sec. 90-336) and the developer has included them where trails are not being constructed. 5. 'S�th Stre Roads '7 The Meadows at Hugo Preliminary Plat/PUD Narrative 1/26/21 Over the past couple of months, we have coordinated with City staff and the DNR in designing "The Meadows at Hugo PUD" project. We are pleased to submit the Meadows at Hugo PUD Preliminary Plat for your consideration. Development Proposal Summary: The development site is 32.93 acres (gross) and has 5.92 of delineated wetlands, for a net area of 27.01 acres. The current site is used as agricultural land. The site is bordered on the west by City undeveloped park property, on the north by undeveloped agricultural land, on the east by County Ditch #3 and undeveloped agricultural land, and on the south by a single-family subdivision. The property is currently zoned Future Urban Service (FES), and is guided in the City's 2040 Comprehensive Plans as Medium Density Residential (MD). We are proposing a Planned Unit Development (PUD) for this project. Our Preliminary Plat shows a total of 87 single family villa lots for a net density of 3.22 units/acre. We are proposing two villa lot and building types. 45 lots will be 50' wide and are designed for 40' wide one-story villa homes. 42 lots will be 44' wide and are designed for 29' wide two-story villa homes. We are proposing 25' front setbacks, 30' rear setbacks, 5' interior side and 15' street side setbacks for the 50' wide one-story villa lots and 25' front setbacks, 30' rear setbacks, 7.5' interior side and 15' street side setbacks for the 44' wide two- story villa lots. We are requesting PUD flexibility to achieve these lot standards and dimensions as shown in the table below as compared to standard R-3 single family zoning. Please note, this project is guided medium density which would allow for (R-4) townhomes up to 6 units per acre, 25' front building setbacks and 70% impervious coverage. There are no minimum lot sf requirements for rivers and streams These lots will meet all DNR PUD Shoreland Overlay District standards for single family Villa lots. Our proposed PUD maintains, restores and creates a significant amount of wetland area, natural environmental features, and public open space. We designed an internal trail system that will connect to the future trails in the City park property to the west. Our PUD will connect to Farham Ave. N. to the southwest with a public road through the City park property. Per our discussions during Sketch Plan approval, we will pay for the site grading and road improvements on the City park land, and for the City to pay for the utility improvements on the park property. The Preliminary Plat also shows two future street connections to the north, that will ultimately connect to 165t" St. N. We are not showing a street connection to the east as this property is zoned Business Park (BP) and guided as Industrial (IND). Comprehensive Plan Amendment: As shown on our Preliminary Utility Plan, we are proposing to connect to the Metropolitan Council's interceptor sewer at our northwest property corner. We would then extend the City's 36" trunk sanitary sewer line to our northeast property corner. This would require an update to the City's 2040 Comprehensive Plan. This project proposes to amend the comprehensive plan to gain access to trunk utilities (Sanitary Sewer and Water) for this project as well as the future extension of trunk utilities to this area of the City. The current comprehensive plan shows connections to trunk sanitary sewer at 165t" Street (one parcel north of our proposed connection point. Through conversations with City staff, it was determined that our proposed trunk sanitary sewer connection point would serve as well as the original proposed location on 1651h street for the surrounding properties and would enable this property to develop. Trunk water is also served at our southwestern property corner near the water tower and will extend trunk water to our north property line. This is a better location for trunk water connection in order to develop with the comprehensive plan. Otherwise, the water would need to "leap frog" two parcels to reach 165th. The trunk sanitary sewer and watermain will be constructed as part of this development and extended to the project boundaries. This proposed trunk utility connection plan and modification to the comprehensive plan is logical, prudent and efficient to begin the extension of City trunk utilities to this area of the City. PUD 6enefitsc Our development plan will provide several benefits over the standard medium density (townhome) zoning: 1. An efficient use of land for single family residential construction that enables greater community engagement and interaction. 2. Design is an environmentally sensitive proposal with less density than would be allowed under medium density guidelines and attached townhomes. 3. Providing landscaping that exceeds the City minimum requirements. 4. Incorporating architectural design guidelines for homes in the development. 5. Villa product types that are appealing to different home buyers and enhancing visual interest of the proposed neighborhoods. 6. Open space that promotes outdoor engagement and visual connectivity between residential units and their surroundings. 7. Construction of a Public Street to provide access to the City park land at developer's expense. 8. Construction of a trunk sanitary sewer connection to begin the expansion of development potential in the area of the city with cost sharing with the City. 9. The extension of the City's trail system thru the subdivision at developer's expense. These design details all demonstrate our commitment to providing a high -quality development worthy of receiving the PUD designation. The creation of non-standard setbacks and lot sizes for the villa lots requires the PUD zoning designation, which is the primary reason for our PUD request. The proposed PUD subdivision creates a variety of lot types allowing for a diverse type of housing. Thus, the proposed subdivision facilitates the mixed -use development goals sought after in the PUD Planned Unit Development zoning standards. In addition, the proposed PUD will preserve to the maximum extent possible the site's natural environmental features, and provide for trail connections to the City park. In addition to the PUD benefits described above we also considered stormwater reuse for irrigation for the site. Stormwater Reuse for the purposes of irrigation is somewhat common in the City of Hugo and for good reason. Conservation and sustainability. We have considered the possibility of stormwater re- use for this project and have decided it is not feasible for this site for the following reasons. 1. The site has an extensive wetland system that needs all the stormwater runoff to be sustained. The existing wetlands on the site constitute approximately 18% of the site area. Due to the creation of new wetlands as part of the project development, at completion of the project the area of wetlands will be approximately 21% of the site area. We are increasing wetland area which drives a demand for stormwater. Stormwater sustains the wetlands. 2. The stormwater ponding for this site is directly connected to the wetland basins. All stormwater runoff is needed so the wetland (existing and newly created) will not dry out. 3. If the stormwater basins are used for irrigation this water will be diverted away from the wetlands and cause a wetland loss. 4. The change in runoff volume (from row crops to single family homes) is not enough of an increase to offset the loss of runoff volume to a water re -use irrigation system. 5. The amount of runoff volume needed to sustain an irrigation system will not allow enough runoff in both volume and frequency to leave the ponds and feed the wetlands. 6. Additional water reuse calculations and reasoning is contained in the project stormwater management report. Phasing plan and proposed development schedule: The current" phase line" is shown on the preliminary plans. The project (home sites, streets and utilities) will be developed in two phases (west and east). The entire project will be graded in one phase however which is needed to implement the complex wetland mitigation and stormwater management plan as well as earthwork balance. The west side of the development will be phase 1 and will be constructed in 2021. The east side of the development will be Phase 2 and will be constructed in 2023. Housing Types: Golden Valley Land Co. is partnering with Centra Homes as the exclusive builder for this project. As discussed above, we are proposing two housing types that will fit on the proposed lots: 40' wide single level homes (on 50' wide lots) and 29' wide two story homes (on 44' wide lots). Both housing types will be slab on grade. We provided sample elevations of these homes in this narrative. 40' Wide Single Level Homes: These architecturally designed homes will range in size from 1,382 square feet up to 1,903 square feet with a variety of elevations. The interiors will have 1-3 bedrooms and 2.5 bathrooms and 2 car garages. We will work with the new homeowner to select exterior and interior options to create a home for them. Sample elevations and floor plans are provided in Exhibit A We have found that these homes appeal primarily to the empty nest buyers but also many other buyer types (single professionals, move down buyer, etc.) like having a single level home. The homes have been designed with special attention to the elevations to enhance the streetscape. The living space of the home has been focused on the rear of the house to allow home buyers to enjoy the open space that the majority of the lots will enjoy. The 40' wide single level homes will be built on lots with a 5' side yard - thus 10' between homes. In discussion with City Staff a few questions were asked about the spacing of 10' between homes. We know of many neighborhoods in the Twin Cities area that are building homes with 10' between homes. To help Staff, Commission and Council better visualize this spacing, we have provided some pictures (See Exhibit B) of the 10' spacing. In addition, Centra Homes is building in a few subdivisions that have this guideline and we can provide a list of neighborhoods if anyone would like to drive through some of these neighborhoods. 29' Wide Two Story Homes: These homes will range in size from 1,777 square feet up to 2,337 square feet. These homes all have three bedrooms and two and a half bathrooms. The larger floor plan has an optional fourth bedroom that homeowners can select. Each home will also have a two car attached garage. These homes are designed with young growing families in mind but we have found a variety of buyers such as single parents, professionals and move down buyers. INTRODUCTION: A sketch plan application has been received from Drengson May Enterprises, LLC. The applicant is looking for informal comments from the Parks Commission prior to submitting a formal application. A recommendation from the Parks Commission is not needed at this time. DESCRIPTION OF REQUEST: The properties are generally located west of Falcon Avenue North and North of 121 st Street North. There are three properties that total approximately 15 acres. The two properties on the east are currently vacant, relatively flat, and there is a wetland on the west side of the property. The 5.36 acre parcel most west has a house that would remain on its own lot. The three parcels are located in the Large Lot Single -Family Residential (R-1) zoning district. The minimum lot size is 1 acre for subdivisions in the zoning district. The applicant intends to comply with all of the zoning district regulations for the district, except for Lots 8 and 9, where they would need to ask for a variance for the lot widths. (a) General dedication standards. In order to develop a system of parks within the community to serve the public's health and recreational needs, a percentage of the net buildable acreage based on the density of all land subdivided for residential purposes shall be dedicated to the city as public parkland. The city finds that the more dense a development is, the more demand for park land it creates since lots can be smaller affording less private recreational space and more occupants per acre. The parkland dedication fee may be appealed to the city council before the city council makes a decision on the final plat and shall be calculated as follows: The percentage of land to be dedicated will be multiplied by the fair market value of the net buildable acreage. The fair market value shall be determined by the city council, following their review of a current appraisal submitted to the city at the developer's expense. The appraisal shall be made by appraisers who are approved members of the SREA or MAI, or equivalent real estate appraisal societies. If the city receives written notice of a dispute over the parkland dedication fee before approval of the final plat, the developer shall pay the fee into an escrow account pending a decision of an appeal of the fee. If an appeal is not filed within 60 days following approval of the final plat, or if the person aggrieved by the fee does not prevail on the appeal, then the funds paid into escrow must be transferred to the city. SCOPE OF SERVICES The following scope of services is meant to provide the City with the steps necessary to complete a successful phase one construction project. WSB is always willing to adjust our scope of services as necessary in order to be more tailored to your needs or account for budgetary concerns. A. Final Design Documents a. Project Start -Up Meeting: WSB will attend a virtual project start-up meeting with the City staff to confirm the scope of work for the extent of development to carry into construction based on the final approved budget. Stormwater Design: i. Final stormwater modeling and calculations to include Best Management Practices (BMP) design, including confirmation of off -site BMP to meet park improvements. ii. Preparation of a drainage plan for the parking lots and park site but this does not include the adjacent roadways, which are identified under the street improvement project. c. Final Site Design: WSB shall coordinate with the City to review and select final amenities to carry forward into final design. Final design shall include professional design and engineering services for the preparation of final construction documents for the park site improvements, as approved by the City. This will include attendance of up to three (3) virtual meetings with the City and vendor to review the playground design progress and ongoing refinements. e. Architect Coordination: WSB shall coordinate with HCM Architect throughout the final design process to manage the timelines, bidding and construction sequencing related to the site, street and pavilion project. This will include attendance of up to three (3) virtual meetings with the City and architect to review the final design progress and estimation. f. Permittinq: i. Building permits for the retaining wall will be the Contractor's responsibility. ii. WSB will prepare a RCWD permit (City is LGU) and will meet City requirements for protection and management of the site as well as stormwater requirements based on impervious surfaces. iii. WSB will secure the NPDES permit for the site work to be transferred to the selected Contractor prior to start of construction. Pavilion and street NPDES permits are not included under this contract. B. Bidding: WSB will upload an Advertisement for Bid and distribute construction document plans to select Contractors through QuestCDN. WSB will answer questions that arise during the bidding process including preparing any necessary addenda and will conduct an online bid opening through QuestCDN that will receive and tabulate all bids, including required bid documents. WSB will review contractor references and provide a letter of recommendation for selection of a contractor. Bidding of the site will be coordinated with the street improvement project and park pavilion project. C. Construction Administration: WSB will undertake project administration and periodic observation of the construction progress for adherence to design intent as illustrated and described in construction documents to include: a. Project Management: Project management throughout the construction period to include ongoing coordination, scheduling and communications with the City, architect, and engineers related to the progress, scheduling and communications. b. Meetings: WSB will Facilitate a teleconference pre -construction meeting to review the project elements, clearly define the City's expectations as to the quality of the constructions, administration process, and schedule. Construction Observation: Site observation on a periodic basis for the established duration of construction based on one site meeting per week for a total of twenty (20) site progress meetings during 2021 and an addition five (5) site progress meetings in 2022, with one (1) punch list meeting, one (1) final completion review meeting, and one (1) additional maintenance and guarantee period review. e. Documentation: WSB will prepare construction progress notes, follow-up documents and RFI's for all site meetings and will coordinate construction survey and testing needs. f. Construction Staking: Survey services will include providing a 2-man survey crew for initial layout and grade stakes for construction, including an as -built survey upon completion of construction. g. Construction Testing: WSB will schedule and coordinate construction testing needs during the project to ensure construction materials and techniques meet all necessary standards. This will include subgrade and base compaction, concrete and bituminous materials testing, concrete reinforcement observations and concrete curing and compressive strength testing. ADDITIONAL SERVICES Services other than those listed in the Scope of Services above and requested and authorized in writing by the City. These services shall be billed on an hourly basis according to the current Hourly Rate Schedule at time of request. ASSUMPTIONS & EXCLUSIONS The Scope of Services outlined above is based on the following assumptions and exclusions. A. No contamination review or ESA cost are included. B. RCWD permit is based on the assumptions that approximately four (4) acres of new/reconstructed impervious is planned for. C. It is assumed that there will not be any flood plain permitting work or wetland impacts required for the proposed work area. D. It is assumed that irrigation will connect into a water service in the park that is being provided by others and the irrigation is to function with the proposed water reuse system. E. It is assumed that a lift station is not required. F. Sanitary and water services are to be brought up to five feet (5) of the proposed pavilion and it will be the pavilion contractor's responsibility to connect to utilities at that point. G. SAC & WAC fees are not included. H. Testing services and fees related to the proposed pavilion building are not included but can be scheduled and coordinated with the Architect and City prior to construction once testing needs have been determined.
