PLEASE SEE THE ATTACHED MINUTES. Approve Minutes from June 16, 2021 Meeting Staff recommends approval of the minutes of the Parks Commission meeting of June 16, 2021. PLEASE SEE THE ATTACHED MINUTES. Lions Park Updates Staff will provide updates from the June 21 and July 19 City Council meetings and other updates on Lions Park. This packet is going out ahead of the July 19 Council meeting so more information will be shared at the Parks meeting. • The playground equipment that was located in Lions Park has been re -installed in Beaver Ponds Park. • An updated construction timeline will be provided. Removals and demolition has started in Lions Park. • At their June 21 meeting, the Council awarded bids for the CSAH 8 Stormwater Re -Use System, Downtown Improvement Projects (streets and park), and the Pavilion. The Council has reviewed all of the bids, quotes, and proposals for Lions Park and is considering using tax abatement to finance the improvements with a bond issuance. • Council approved purchase of play equipment and surfacing from Flagship Recreation at their June 21 meeting. Council asked staff to prepare cost estimates for the items included in "Phase 2" of the playground for their consideration at their July 19 meeting. This would complete the playground as planned by the Committee. PHASE 2 LAYOUT AND COST ESTIMATES ARE ATTACHED. • Council is considering security cameras as a part of the access management system in the pavilion in Lions Park. Stat. Sec. 13D.021 Present: Cathy Moore-Arcand, Mat Rauschendorfer, Nicole Schmid, Dave Strub, Ranell Tennyson, Meredith St. Pierre. Absent: Roger Clarke, Emily McGinnity Staff Present: Scott Anderson, Public Works Director Shayla Denaway, Parks Planner Debi Close, Parks Secretary Chair Strub called the meeting to order at 7:02 pm. 1. Approval of Minutes from the April 21, 2021 Meeting Moore-Arcand made a motion, Tennyson seconded to approve the minutes of the April 21, 2021 Parks Commission meeting. All ayes. Motion carried. 2. Neighborhood Park Upgrades Parks Planner Shayla Denaway presented the staff recommendations on neighborhood park improvements with funding allocated in the 2021 Capital Improvement plan. Victor Square concrete repairs: $3,800 Hanifl Fields Athletic Park concrete repairs: $6,500 Benches in Clearwater Cove: $5,000 Scott Anderson, Public Works Director informed that at Victor Square the City provides maintenance consistent with other City Parks, but a lot of it is handled by the Victor Gardens Home Owners' Association. Moore-Arcand made a motion, Tennyson seconded to approve $16,000 for upgrades for Victor Gardens/Hanifl Fields concrete repairs and new benches for Clear Water Cove Park. Additional project updates were discussed: Lions Park, Beaver Ponds playground replacement, Arcand Park, Sunset Lake and Oneka Place Trail Clearing, Lions Park/School Trail Feasibility Study and Irish Avenue Park Planning. The Capital Improvement Plan allocated funding for all current project listed. Fund identified as miscellaneous trail improvements and water access improvements identified on the list are not anticipated to be used in 2021. Strub asked when the Lions Park playground will be removed. Denaway informed it will be relocated after Good Neighbor Days in June. Strub asked City staff if any value was determined on saving the Beaver Ponds park playground equipment once the new replacement from Lions park equipment is installed. Scott Anderson, Public Works Director informed that the company removing it will recycle and re -use the equipment as possible. However, there isn't a value to it. Strub asked if there will be a fence around the Arcand Park pickle ball court. Denaway informed that there is no funding in 2021 for the fencing. Anderson informed that Arcand Park will have some grading done in spots and receive a second application of hydro seed where needed. Strub informed that at the Sunset Lake HOA meeting recently held, they discussed clearing of the lake access to expand visual awareness of the property and there were mixed responses. Anderson said the intent of clearing the lot is to provide access and visibility. Signage for private property will be place and mature trees will be protected in the brush clearing. 3. Public Works Facility Update Anderson updated that all foundation walls at the new Public Works facility has been installed and construction is moving fast. Electricity, plumbing, and utilities should be installed in the next two weeks. The parking lot and pavement will be done in August and the move in date is tentatively set for February 1, 2022. Strub asked if the parking lot will be usable for residents with current construction and in the winter at the new public works facility and Irish Avenue Park. Anderson informed that the current lot is still being maintained for trails with mowing and in the winter the parking area will be plowed for the public to continue use on the property. Moore-Arcand asked if there will be any hill areas for sledding or cross-country skiing. Anderson informed that a neighbor was concerned with trail being close to his property and screening was discussed. Soil was relocated from the construction site at a minimal cost for additional privacy. The created berm can be used as sledding hill that the residents will enjoy. Page 2of3 Parks Commission Minutes May 20, 2021 St. Pierre asked if White Bear Lake Schools is officially the new owners of the old public works building. Anderson informed that the contract is being drafted with buy back options and discussions continue on managing the rentals of the Rice Lake Center community room. 4. Other Denaway updated that staff met with the Rice Creek Watershed District to discuss maintenance of JD 3 in Clearwater Creek. Their maintenance project left areas that need improvement. 5.
