Approve Minutes from September 15, 2021 Meeting
Staff recommends approval of the minutes of the Parks Commission meeting of September 15, 2021.

Val Jean Park Ice Rink
At the meeting of September 15, 2021, Kris Birch presented a proposal for the city to grade Val Jean Park to
allow for a neighborhood ice skating rink. Staff has since met with Birch and is recommending that the Parks
Commission approve surveying the park by WSB and Associates at a cost up to $300.
Park Dedication Policy
The Parks Commission reviewed the Park Dedication Policy at their meeting of September 15, 2021 and
recommended no changes. The Commission directed staff to research the fee in comparison to other cities,
the total fees collected, and the park system needs outlined in the comprehensive plan. The City Council
authorized evaluation of the fee at their September 20, 2021 meeting. Staff will present research on the park
dedication fee.

Chair Clarke called the meeting to order at 7:00 pm.
1. Approval of Minutes from the July 21, 2021 Meeting
Moore-Arcand made a motion, Rauschendorfer seconded to approve the minutes of the July 21, 2021
Parks Commission meeting.
All ayes. Motion carried.
2. Park Dedication Policy
Shayla Denaway, Parks Planner reviewed the Park Dedication Policy and MN Statues 462.358.
Schmid shared concern for the current fee at $2,400 per unit not reflecting property valuation increase
in 11 years. All commission members agreed the ordinance and policy is meeting needs but that the fee
should be evaluated.
Schmid made a motion, Moore-Arcand seconded, to request authorization from the City Council to
evaluate the park dedication fee.
All ayes. Motion carried.
3. Park to School Trail Study
Denaway updated that the feasibility study of the area between Lions Park and the new White Bear Lake
Area Elementary School is still in process. Engagement with property owners and other stakeholders

will happen soon. Once the school district has completed the online survey tool evaluations and a
concept plan has been made they will contact City Staff and make it available to the public.
Moore-Arcand requested that this information be made available to the Parks Commission members
when it has been determined.
4. Winter Recreation Program Update
Denaway updated on the winter recreation programs. Movie nights and Washington County Library
programs are on hold due to covid concerns. A neighboring resident to City Hall, proposed a Holiday tree
lighting ceremony in the new Lions park this winter.
Open floor discussion included: tree, lighting, advertisement for donations, refreshments, toys for tots,
Santa, all-inclusive for diversity and activities.
Tennyson asked if a Sledding Party could also be planned at the new hill that was created at Irish Avenue
Park. Scott Anderson, Public Works Director informed that the parking lot will be paved by then and has
40+ parking spots.
Clarke requested City Staff to look into hosting the tree lighting ceremony and the sledding party and
detailing specifics at the next Parks Commission meeting.
5. Val Jean Park Ice Rink
Kris Birch, a Victor Gardens resident, addressed the parks commission on a portable EZ ice skate rink
that he installed at Val Jean Park for public use last winter. It was purchased, installed and maintained
by residents in the Victor Garden development. The rink was used by a hockey (Mites) team, adults and
other kids in the area.
Birch requesting the City help with funding for to regrade the park. He provided rough estimates from
Frattalones for grading at $20,000 and irrigation and seeding repairs to be done by Birch Landscaping at
$4,000. Resident contributions for the rink materials and lighting totaled over $10,000.
Scott Anderson, Public Works Director informed that the Hugo Elementary School rink was attempted to
be utilized last season. Residents attempted to flood the rink but were not able to achieve a good
surface. The rink had some small repairs done by public works to help with the (non -liner) permanent
rink drainage issues.
Open floor discussion included: using different neighborhood parks, utilizing ponds in the area (safety
and surface issues), tennis court multi use limitations with water weight, public works doing earthwork
to help but limited with equipment, public input policy and contacting residents for a public
neighborhood meeting, grant funding, other future ice rinks proposed in parks.
Schmid made a motion, Tennyson second to move the next Parks Commission meeting to October 13,
2021.

City Staff was directed to contact neighbors in Victor Gardens Association to be part of the parks
commission meeting held October 13, 2021 to discuss the request of the grading and irrigation changes
needed for the temporary rink and gather more information.

SUBJECT: Park Dedication Fee Research
DATE: October 8, 2021 for the Parks Commission meeting of October 13, 2021
1. BACKGROUND:
At the Parks Commission meeting of September 15, 2021, the Park Dedication Policy
was reviewed. The Parks Commission periodically reviews this policy to ensure that it
continues to allow a system of parks to be constructed to meet the demand created with
new developments. The Commission did not recommend any changes to the policy but
directed staff to research the park dedication fee. The City Council authorized the Parks
Commission to evaluate the fee at their meeting of September 20, 2021.
The park dedication fee is currently $2,400 per residential unit. This is set annually by
the City Council with the fee schedule. The fee was last evaluated in 2010 but no
changes were recommended and the fee has continued to be $2,400 since then.
Staff has researched the park dedication fee by:
• Comparison to the fees of other cities
• Park dedication received with recent developments
• Evaluating Hugo's developable acres and park needs in the Comprehensive Plan
2. CITY COMPARISON:
The Metropolitan Council published the initial results from the 2020 Census in August
2021. Hugo's population went from 13,332 in 2010 to 15,766 in 2020. This equates to a
population change of 2,434 and growth rate of 18.2%.
The City of Roseville researched the 2020 park dedication fees charged by select cities
and shared this information with staff (attachment 3). The Metropolitan Council
identified "Growth -leading Communities" based on population added and growth rate

between 2010 and 2020 (attachment 4). The growth -leading communities have been
identified on the park dedication fee chart in green. A comparison with cities with a
similar growth rate and a comparison with cities with a similar population are shown
below. All of the cities below have reaming developable land, which is another
important factor to consider.

3. RECENT PARK DEDICATIONS:
Since 2015, the City has approved $1,683,682 in park dedication fees and acceptance of
30 acres of parkland. In that time, the City has added McCollar Park, Cove Park, a future
passive park near Oneka Place, and Arcand Park to the parks system.

4. COMPREHENSIVE PLAN:
The 2040 Comprehensive Plan Guides the city on all development, land use, and more.
The Parks, Trails, and Open Space Plan specifically guides development of the city's
parks system. The developable areas of Hugo are divided into neighborhood park service
areas to help locate new parks and ensure a level of service to residents. It is anticipated
that a 12 additional neighborhood parks would be needed to serve the projected 2040
population at a rate of 1 park per 5,000 residents. The other standard used is for
neighborhood parks to be located at a range of .25 and .5 miles from residences which
would necessitate up to 36 new neighborhood parks.
The Land Use Chapter of the Comprehensive Plan estimates that Hugo's population will
be 40,000 in 2040 with a full build out within the Metropolitan Urban Service Area. The
developable acres guided for residential development in Hugo total 4,211. With the
various allowable densities, the range of the number of units that could be constructed at
full build out of those acres is 12,610 to 31,863. At the current fee of $2,400; without
land dedication, the total park dedication fee collected for the full build out would range
from $30,264,000 to $76,471,200. The City Council has generally guided that park
dedication fees shall be used to construct neighborhood parks and that other sources of
funds shall be used for construction of community parks. Park dedication funds could be
used for new community parks. Funds received through park dedication can only be used
for new construction, not maintenance. Therefore, the $30 M to $76.5 M projected fee
collection would likely be used to construct the 12- 36 neighborhood parks projected to
be needed to serve the 2040 population.

5. STAFF RECOMMENDATION:
Staff recommends discussion on the above information and provide further direction on
the park dedication fee. Additional research could be compiled upon request.

Sec. 90-324. - Park dedication.
(a) General dedication standards. In order to develop a system of parks within the community to serve
the public's health and recreational needs, a percentage of the net buildable acreage based on the
density of all land subdivided for residential purposes shall be dedicated to the city as public
parkland. The city finds that the more dense a development is, the more demand for park land it
creates since lots can be smaller affording less private recreational space and more occupants per
acre. The following formula will be used to determine the dedication requirement where a land
dedication is required:

The land so dedicated shall be subject to approval by the city council in accordance with the city's
Comprehensive Plan for parks. At the city council's discretion, a parkland dedication fee may be accepted
or required instead of or connection with land dedication. The parkland dedication fee shall be set annually
by the city council and adopted as part of the city's fee schedule. The parkland dedication fee shall be
charged for each dwelling unit originated by the subdivision or development of any property in the city, not
including any dwelling unit that may be in existence at the time of the adoption of the ordinance from which
this article is derived, or which is subject to an approved development agreement with the city that includes
a parkland dedication provision.
(b) Appeal process. The parkland dedication fee may be appealed to the city council before the city
council makes a decision on the final plat and shall be calculated as follows: The percentage of land
to be dedicated will be multiplied by the fair market value of the net buildable acreage.
The fair market value shall be determined by the city council, following their review of a current
appraisal submitted to the city at the developer's expense. The appraisal shall be made by appraisers who
are approved members of the SREA or MAI, or equivalent real estate appraisal societies.
If the city receives written notice of a dispute over the parkland dedication fee before approval of the
final plat, the developer shall pay the fee into an escrow account pending a decision of an appeal of the
fee. If an appeal is not filed within 60 days following approval of the final plat, or if the person aggrieved by
the fee does not prevail on the appeal, then the funds paid into escrow must be transferred to the city.
