HomeMy WebLinkAbout12.15.21 Park Minutes Minutes Parks, Recreation, and Open Space Commission Meeting of December 15, 2021 Hugo City Hall, 7:00 pm Present: Roger Clarke, Emily McGinnity, Cathy Moore-Arcand, Nicole Schmid, Meredith St. Pierre, Ranell Tennyson. Absent: Mat Rauschendorfer Staff Present: Shayla Denaway, Parks Planner Scott Anderson, Public Works Director Debi Close,Secretary Chair Clarke called the meeting to order at 7:00 pm. 1. Approval of Minutes from the November 17, 2021 Meeting Moore-Arcand made a motion,Tennyson seconded to approve the minutes of the November 17,2021 All ayes. Motion carried. 2. oneka Trail Feasibility Study Candice Amberg, Landscape Architect at WSB Engineering reviewed the Oneka feasibility study that was done April 21, 2021.The concept project sketch included optional trail routes, preferred trail routes, wetland berm trail route, boardwalk and connection to existing trail systems. White Bear Lake School District is in favor of cost sharing and initial discussions of the feasibility study. Scott Anderson, Public Works Director informed that the North End of the sketched trails shows homeowner property boarders the considered route. Some of these residents utilize the property adjacent to theirs and should be part of the neighborhood meetings with future planning. Open floor discussion included: Phasing,grant opportunities, location adjustments with wetland limitations,wetland credit banking,trail material types, city property,school property,cost sharing, purchasing school property, easement, neighboring homes, accessibility, educational nature opportunities, maintenance, route options and further planning to give cost estimates. Shayla Denaway, Parks Planner informed of WSB Engineering willing to research wetland credit banking program that allows a credit system to be issued, bought or sold,when wetlands are improved/enhanced/maintained to preserve wildlife and natural resources. Shayla Denaway, Parks Planner requested WSB Engineering to research this information to be presented to the Parks Commission at a later meeting for further discussion. 3. Sunset Lake Property Review Candice Amber, Landscape Architect at WSB Engineering presented the Sunset Lake Park Property newest sketch plans. Previous concept sketches were drafted but needed revision after a neighborhood meeting providing feedback with request to scale back, reduce parking spots,eliminate the shelter, not include access for winter ice fishing and request for no motorized boat launch. DNR research was requested/reviewed on water quality, depth,fishing,freeze out, animal species and restocking. A traffic study was done to determine usage frequent, accessibility and safety. With these discussions a new preferred concept plan was sketched for tonight's discussion. The proposed sketch shows entrance at Homestead Ave with fewer parking spots, a fishing pier, picnic area and boulder outcropping. Open floor discussion included: removing fishing pier with overall water depts of 5feet, handicap gradual trail entrance to lake, speed bump, boulder outcropping would eliminate vehicles and snowmobiles in the winter and continuation of road access to 125th Street. All Commission members agreed on changes to be revised for January 19th, 2022 Goal setting meeting. 4. 2021 Annual Report Shayla Denaway, Parks Planner presented the Annual Report. The Report included Sunset Lake park planning, Park dedication fees being brought up to current market value,years programming/recreation, Ongoing Oneka trail study, reviewed 1215t St subdivision park fee and land dedication, Discussed the Meadows of Hugo subdivision proposed park fee and land dedication fees, approving Oneka Lake Reserve park land/fee dedication, Lions park planning and construction while reviewing timeline of completion dates. Structure should be finished in April 2022 and landscaping/play amenities will be started in the spring. Moore-Arcand made a motion, McGinnity seconded to approve the annual report as presented. All Ayes. Motion carried. 5. Adjournment Moore-Arcand made a motion, Schmid seconded to adjourn at 8:30 PM. All ayes. Motion carried.
