HomeMy WebLinkAboutPark Minutes 01.19.22 Minutes Parks, Recreation, and Open Space Commission Meeting of January 19, 2022 Hugo City Hall, 7:00 pm Present: Roger Clarke, Cathy Moore-Arcand, Nicole Schmid, Meredith St. Pierre, Ranell Tennyson. Absent: Emily McGinnity, Mat Rauschendorfer Staff Present: Shayla Denaway, Parks Planner Scott Anderson, Public Works Director Debi Close,Secretary Chair Clarke called the meeting to order at 7:00 pm. 1. Approval of Minutes from the December 15, 2021 Meeting Moore-Arcand made a motion,Tennyson seconded to approve the minutes of the December 15, 2021 All ayes. Motion carried. 2. 2022 Goal Setting Parks Planner Shayla Denaway presented the 2021 Goals of the Parks, Recreation and Open Space Commission. City Staff provided a drafted 2022 Goal sheet for discussion. Discussion included: Trails-greenway corridors,the North Star Trail Feasibility Study(formerly called Oneka Study)trail construction near Oneka Place and Washington County's study of the extension of the Hardwood Creek Regional Trail. The North Star Trail Feasibility Study is the Commission's priority for 2022. Recreation- provide for the recreation needs of our diverse population through partnership while and an emphasis on teens/youth to utilize park facilities. Updating facility rental policies to make the new pavilion available for public use and hosting the Tour de Hugo and other community events were also discussed. Page 1 of 2 Parks Commission Minutes January 19,2022 Existing Parks and Trails- maintain existing parks and trails. The Commission would also like to draft a park sign and landscaping replacement plan. They would also like to evaluate grading at Val Jean Park per the neighborhood request. Neighbors were in the audience and shared their continued interest. Community Parks- Finish construction of Lions Park, continue to evaluate Oneka Lake (Bernin) property, Clear Water Creek Preserve Trails,Sunset Lake park and a vision of Irish Avenue Park. Plan and Policies- utilize the Comprehensive Plan as a planning tool, respond to resident input. Review development applications, and review the Park Naming Policy and Memorial Policy. St. Pierre made a motion, Moore-Arcand seconded to approve the Parks, Recreation and Open Space 2022 Goals as drafted during the meeting. All ayes, motion carried. 3. 2022 Capital Improvement Plan Denaway presented a draft of the 2022—2026 Capital Improvement Plan that was put together with Staff and Finance Director,Anna Wobse. Discussion included: North Star trail study,Oneka Lake (Bernin) property. The Commission prioritized their community park projects. Lions Park construction is the priority,followed by the Bernin property and Clearwater Creek Preserve. Sunset Lake is a lower priority and it was discussed that the new Public Works building has put a new footprint on Irish Avenue Park and that impacts the timing of future planning. Tennyson made a motion, Moore-Arcand seconded to approve the 2022-2026 Capital Improvement Plan as drafted during the meeting. All ayes, motion Carried. 4.
