Minutes for the Planning Commission Meeting of Thursday, April 14, 2022 Chair Kleissler called the meeting to order at 7:00 pm. Approval of Minutes for the Planning Commission Meeting of March 10, 2022 Commissioner Petty made a motion, seconded by Commissioner Derr to approve minutes for the meeting of March 10, 2022. Ayes: Derr, Kleissler, Petty Abstained: Fry, Mulvihill Motion carried. Public Hearing: Vincent Lutz — Request for a minor subdivision for the property located at 15595 Homestead Avenue North Staff provided a background on the minor subdivision request. The applicant is proposing to split an existing 20-acre parcel into two 10-acre parcels. The existing property is zoned Agricultural and the proposed minor subdivision meets all zoning district requirements. The existing home will remain on the proposed 10-acre parcel to the south. Staff recommended approval of the minor subdivision subject to the conditions listed in the resolution. The applicant addressed the Planning Commission. Commissioner Petty asked the applicant if they currently live on site. Lutz stated that he does not live on site. Chair Kleissler opened the public hearing at 7:06pm. No one spoke. Chair Kleissler closed the public hearing at 7:06pm. Commissioner Petty made a motion to approve the minor subdivision for property located at 15595 Homestead Avenue North. Seconded by Commissioner Mulvihill. All ayes. Motion approved. April 14, 2022 PC Minutes Page 2 New Business City Council member Dave Strub addressed the Planning Commission and made an announcement about the city bus tour scheduled for October 1, 2022. Staff announced Emily Weber's resignation as Community Development Assistant. Commissioner Derr made an announcement about the Hopkins Schoolhouse meeting on April 23, 2022 and welcomed the Planning Commissioners to join. Agenda Number E.1 CITY OF HUGO COMMUNITY DEVELOPMENT DEPARTMENT PLANNING AND ZONING APPLICATION STAFF REPORT TO: Hugo Planning Commission FROM: Emily Weber, Community Development Assistant SUBJECT: White Bear Lake School District Site plan request to allow an addition on the existing Oneka Elementary School located at 4888 Heritage Parkway North. DATE: April 20, 2022 for the Planning Commission Meeting of April 28, 2022 ZONING: Planned Unit Development (PUD) 60-DAY REVIEW DEADLINE: May 28, 2022 1. DESCRIPTION OF REQUEST: The applicant is seeking approval of an approximately 10,000 square foot addition to the existing Oneka Elementary School located at 4888 Heritage Parkway North. 2. CONTEXT: A. Surrounding Land Use and Zoning The properties to the north, west, east, and south are zoned PUD and are part of the Waters Edge residential development. The underlying land use is Public/Quasi-Public. B. Natural Characteristics of Site The site is 22.8 acres, however, in total the White Bear Lake School District owns approximately 40 acres where the school is located. The property consists of the existing elementary school and associated fields and parking. The property has a significant amount of wetlands on site. Oneka Elementary School Addition Page 2 3. ANALYSIS: A. Level of City Discretion in Decision -Making The City's discretion in approving or denying a site plan is limited to whether or not the proposed project complies with the Comprehensive Plan and Zoning Ordinance requirements. If it meets these standards, the City must then approve the site plan. B. Consistency with Ordinance Standards Site Plan Elementary School The existing elementary school received City approval in 2004. The site consists of the elementary school and community gymnasium. The applicant is proposing an approximately 10,000 square foot addition that includes adding five classrooms to the school. The additional classrooms will create a total building capacity of 720 students. The applicant is also planning on interior renovation of the school's media center and surrounding area to create a `learning commons. Setbacks All setback requirements have been met with this application. Streets and Access The existing site has access from Heritage Parkway and Oneka Parkway. The site has sufficient access and the proposed addition does not require additional access. Parking The City ordinances require 1 space per classroom plus 1 parking space for each 100 students. The existing site has two parking lots totaling 142 parking spaces and the applicant is proposing an additional 6 parking spaces, totaling 148 parking spaces and meeting the ordinance requirements. The applicant is also showing 14 additional parking spaces to be added in the future based on parking demands. Staff is comfortable with this proposal. In addition, there is an additional 25 paces located off of Europa Avenue for the field space to the west. Sidewalks/Trails There are existing sidewalks and trails throughout the site that connect the building and parking lots to the public sidewalk system along Heritage Parkway and Oneka Parkway. The proposed addition will disrupt a small portion of sidewalk along the south side of the building, which will be reconstructed to wrap around the addition. Oneka Elementary School Addition Page 3 Landscaping The landscape plan exceeds the ordinance requirements. The applicant has existing landscaping on site and is proposing an additional 18 trees be planted around the proposed addition and sidewalk system. Building Materials The addition is proposed to be constructed primarily of brick to match the existing materials on site. The applicant has also proposed a pitched roof line to match the existing architectural elements on site. Staff finds that the proposed building materials are of high quality. The applicant has not submitted a material sample board. Staff approval of a material sample board is required prior to issuance of a building material to ensure materials and colors will be cohesive throughout the building. Signage Signage is not being proposed with this addition. Any future signage will be reviewed and approved by the staff at a later date, but is subject to ordinance requirements. Grading/Drainage The applicant is proposing grading around the building addition that will blend into the surrounding topography. Additional grading is proposed along the parking lot addition on the north side of the site. The applicant is proposing a biofiltration basin to meet the rate control and water quality requirements for the additional proposed impervious surface on site. Comments on the drainage design have been provided to the applicant and all redlined comments shall be addressed prior to the issuance of a building permit. Wetlands The applicant is proposing to impact approximately 10,800 square feet of wetlands. The applicant has applied for a wetland sequencing and replacement plan and must receive approval from the Technical Evaluation Panel prior to issuance of a building permit. Utilities The existing building is connected to City sewer and water, however, the applicant is proposing to reroute the water service around the building addition and provide a new stub to service it. Additionally, the applicant is connecting to the existing sanitary sewer service by constructing a manhole. All water and sanitary service construction work will be outside of the City right of way and will take place on private property. Oneka Elementary School Addition Page 4 C. Conclusion Staff has reviewed the site plan for consistency with the applicable standards outlined in the Comprehensive Land Use Regulations and finds that the application is consistent with the standards. 4. RECOMMENDATION: Staff recommends approval of the site plan request submitted by White Bear Lake School District to allow an addition on the existing Oneka Elementary School located at 4888 Heritage Parkway North. WHEREAS, the Planning Commission has reviewed said site plan on April 28, 2022, and recommends approval subject to the conditions listed in this resolution. Prior to issuance of a Certificate of Occupancy: 6. A final landscaping and lighting plan shall be reviewed and approved by staff and all required landscaping shall be fully installed. 7. Drainage and utility easements shall be dedicated to the City over the stormwater management facilities and applicable utilities. 8. In particular, we have reviewed the following plans related to this particular request: • Oneka Site Submittal (2022.3.4 - Oneka ES City Submittal.pdo dated 3/4/2022 by Larson Engineering and Wold Architects and Engineers • Stormwater Report (22.03.23 Oneka Elementary School Stormwater Report.pdo dated 3/23/2022 by Larson Engineering Based on the review of the above documents, we offer the following comments related to this application: Grading, Street, and Utility Plans 1. The site is not impacting either of their existing access points and only modifying their northern parking lot to provide an additional row of parking. 2. The applicant is constructing an addition on their building that conflicts with their existing looped water service. They will be rerouting the water service around the building addition and providing a new stub to service it. All construction for the rerouting and new water service connection will be outside the City right of way and on private property. 3. The sanitary service to the new addition will be provided by constructing a manhole and connecting to their existing sanitary sewer service. All construction for the sanitary sewer service connection will be outside the City right of way and on private property. 4. Grading is proposed adjacent to the building addition to blend into the surround existing topography. Additional grading is also proposed to accommodate drainage from the parking lot addition. 5. Detailed redline comments have been provided on the plans and sent to the applicants engineer so they can be addressed in future submittals. The site is proposing to treat the new and reconstructed impervious for the expansion with a biofiltration basin. Rate control and water quality requirements for the expansion are met through this biofiltration basin. 7. Infiltration is not possible due to clay soils onsite and water reuse was not proposed due to the minimal amount of treatment required. 8. The disturbance area should be noted on the plans to confirm whether a NPDES permit and SWPPP will be required. It is assumed the site disturbance is under one acre and does not require a SWPPP or NPDES permit. 9. Comments on the drainage design have been provided to applicant and will need to be addressed in future submittals for documentation and permitting purposes. Wetland 10. There are two (2) wetlands within the site. 11. Wetland 2, the easternmost wetland is proposed to be impacted by the construction of the school addition. 12. The total amount of impact for this project to wetland 2 is 0.2435 acres. 13. The applicant has proposed to replace impacts using wetland bank 1722 with 0.4870 acres of wetland credit. 14. The application is complete and a draft notice of decision approving the replacement and wetland sequencing has been completed. A memo to city council recommending approval has been drafted and will be provided to council for approval at the next meeting. Thank you for the opportunity to provide comments on this project. The plan and guidelines identify the core downtown area focused along Highway 61 from County Road 8 to 1471h Street, however, the plan extends north to the post office and south to 140th Street. The downtown design guidelines state that buildings in this area should be oriented to the street with fully articulated street facades (doors and windows) based on traditional downtown storefronts. The downtown plan and design guidelines shows this property as being in the core downtown central business district (CBD), but a concept is not shown on the downtown plan. The intent is that development in this area meet the downtown design guidelines in regards to building orientation, landscaping, site design, and architecture. The guidelines encourage buildings to orient to the streets and to anchor the corners at key intersections like a traditional downtown. The guidelines identify 147th and Highway 61 as a key entry point into downtown and encourages this area to be designed as a gateway into downtown. Gateway elements could include open space, unique landscaping, walls or gates, water features, and City signage. Land Use and Zoning The downtown guidelines state that "downtown development should be appropriate for a traditional downtown area" such as mixed use buildings, drug stores, banks, specialty markets, small grocers, destination retail, restaurants and entertainment, are encouraged. New auto -dominated commercial development such as fast food, auto service, and large single -use development are discouraged in the downtown. A drive -through commercial business is not necessarily pedestrian oriented, but rather automobile oriented. The property is guided as Mixed -Use (MIX) in the 2040 Comprehensive Plan. The MIX land use designation provides the opportunity for multiple compatible uses on a property, such as residential, commercial, entertainment, and offices uses. Specifically in the downtown area it is encouraged to have a mix of walkable commercial uses to serve the residents of the area. The development policies of the MIX land use state that small parcels should be consolidated to create large enough parcels to ensure well -planned 2 Premier Bank - Sketch Plan development occurs. The MIX land use development location criteria states that development in the area should provide transitions to adjacent land use. This is very important to this site in particular being adjacent to residential uses. The plan would need to incorporate transitions to land use with the site design, building orientation, and landscaping The zoning of the property is Future Central Business (FCB). The future central business district (FCB) represents transition areas that have been identified as practical and generally suitable for future development as part of downtown. The purpose of the future central business district is to provide a holding zone until a landowner makes application for development, at which time the city may rezone the affected property consistent with the downtown plan, provided the development does not result in the premature extension of public utilities or impede planned road improvements. Residential land uses are allowed to continue pending future redevelopment consistent with the city's downtown plan. The applicant is proposing to rezone the property to Central Business (C-1) to accommodate a commercial use. A conditional use permit will be required for the drive - through, since the drive -through would be closer than 200 feet from a residential property. There are criteria for approval that will need to be met, such as character of the area, in order approve the conditional use permit. The applicant has stated that they would use landscaping as a way to minimize the impact to the surrounding residential properties, but has not shown it on the proposed plan. Drive -through businesses can be disruptive and loud due to the idling of cars in the lane and the speakers from the service window. While staff understand landscaping can block some light from the cars headlights, it is unclear how the landscaping will reduce the noise. If the property was rezoned to C-1 and a site plan conditional use permit was approved for a commercial business with a drive -through, any commercial business with a drive -through could locate on the property. The approval would not be specific to a bank. The proposed plan shows a stacking distance from the service window of 159 feet, where 180 feet is required by ordinance. A variance would need to be applied for and approved for the stacking distance. All of the residential properties on the cul-de-sac (Flay Avenue), including this property, are zoned Future Central Business (FCB). Prior to 2003, all of the properties were zoned commercial. The commercial zoning only allowed commercial uses, putting the residential homes in a non -conforming status. Because the residential homes were non- conforming to the zoning, the property owners could not add on to their homes, refinance, or sell their homes. There was a petition from the property owners to rezone the property to residential or another zoning district that would allow single family homes as a permitted use, so the property and homes would no longer be non -conforming. The Planning Commission and City Council considered the request and adopted the FCB zoning district that allows single family homes as a permitted use, with the thought that if commercial development were to be proposed in the area, that the property could be rezoned to a commercial zoning district. K Premier Bank - Sketch Plan It's unclear in the reading the meeting minutes of the Planning Commission or the City Council, whether they imagined each parcel being rezoned individually or if they imagined the area being redeveloped into commercial all together, such as a master plan for the entire area. If this property is rezoned to C-1, the City should expect that each parcel will be developed separately and individually, rather than a master planned for development. Transitions between land uses are hard to incorporate in a plan when each parcel is developed separately or there is not a master plan for the area. Staff has not discussed this concept with the neighborhood along Flay Avenue. Staff is also unsure if the neighborhood is aware and understands the intention of the FCB zoning district. This is a unique zoning district, as it is a residential zoning district and holding place for future commercial development. Staff recommends that a neighborhood meeting be held with the property owners to provide background on the FCB zoning district and how the area might develop. General Design Standards The guidelines state that "building should be oriented to the street with fully articulated street facades based on traditional storefronts (doors and display windows) along the sidewalk". The building is not oriented to the street, but rather more central to the site. This is due to the drive -through lane. It is hard for a drive -through business to have a building that is oriented to the street since it generally need circulation around the building. The property also has the Hardwood Creek Trail along Highway 61, which limits how close you can get the corner of the property to orient the building to the street. Although not labeled, it is assumed the canopy for the drive -through is covered along Highway 61. The design of the canopy will be important as this can help the orientation of the building be closer to the streets to meet the intent of the design guidelines. The guidelines state that "all new downtown development shall provide for pedestrian as well as vehicle circulation and shall create linkages to existing and proposed sidewalks". The applicant is not showing the public road easement or the additional 8 foot wide trail easement on the south side of the property for construction of the trail along 1471h Street. The proposed site plan will need to be revised to show the easement and trail along 1471h Street. A connection from the site to the trail should be made with the revisions. Based on the use, 18 parking spaces are required. The applicant is showing 21 parking spaces and meets the parking ordinance. The guidelines discourage parking lots to be located between the street and the building. The guidelines encourage parking adjacent to the street to be minimized by a combination of landscaping, architectural fencing, or wall plantings. The applicant has not shown how the property would be landscaped, but could incorporate landscaping along the parking and drive -through lane as encouraged by the design guidelines. Streets and Access The sketch plan shows access from Flay Avenue on the east side of the property. The performance standards section of the City Code states that the main entrance of a drive - through business shall be located on a State Highway, County Road or City Commercial 11 Premier Bank - Sketch Plan Collector Street. Flay Avenue is a residential local street. 1471h Street is a collector street in the 2040 Comprehensive Plan. If the property is to be planned as a standalone project, staff would recommend the access from 1471h Street. The site plan will be reviewed by MnDOT since it abuts Highway 61. Setbacks If the property is rezoned Central Business (C-1), the C-1 zoning district requires a 10 feet front yard setback, a 0 foot side yard setback, and 30 foot rear yard setback. Since the property is a corner lot it has two fronts along the streets and two sides to the north and east. The plan meets the setback requirements. The downtown design guidelines encourage a zero lot line for buildings along the road to create the traditional downtown main street atmosphere. Signage Downtown signage is critical to the character of the area. Signage and graphics should be integral to the building architecture or used as a design element. Back lit, box signs are not allowed. Corporate chains are encouraged to customize their architecture to express their brand within a design, context, and material appropriate with the character encouraged in the downtown design guidelines. The applicant is not showing any design plans for wall or freestanding signs. The applicant is showing a location of the freestanding monument sign at the southeast corner of the property. Gateway elements could be added to the corner as well. Architecture and Building Material The downtown design guidelines encourage new buildings to be designed with elements of traditional main street design, Hugo's French trading post roots, or mid -western prairie style architecture. Traditional main street style buildings usually have flat roofs with well defined roof lines. The French trading post architectural elements include steeper or mansard roofs, open storefronts, and exterior plaster with stone and brick. Prairie style architecture has hipped roofs with low spreading deep overhangs. All of these styles are presented with more detail in the guidelines. The applicant has not provided elevations for the proposed building, but has provided examples of what the building could look like. Although, it seems like the examples use quality building materials, it is unclear how the building examples would meet the downtown design guidelines. The building will need to meet the downtown design guidelines for the architecture of the building. The applicant has not shown the location or proposed screening for the roof or ground mechanical equipment. All mechanical equipment shall be screened from view in a way that is integral to the architecture of the building with similar materials. This could include the raising of the parapets to screen roof top mechanical equipment. E Premier Bank - Sketch Plan Stormwater management The plan does not show a location for stormwater management on the property. The applicant will need to incorporate stormwater management into the site design. This may change the layout of the building and parking area. 4. CONCLUSION/RECOMMENDATION: There are details on the plan that have been fully evaluated since this is a sketch plan application. At the time a site plan application is submitted, they will be further evaluated with additional information that will be required. Staff recommends that the Planning Commission provide feedback on the sketch plan to the applicant. A few discussion topics are outlined below: 1. The purpose of this letter and the enclosed Sketch Plan Application is to obtain feedback from the City of Hugo regarding the potential use of the Property as a bank branch facility. We believe this Property is a great location for a bank branch and that development of a bank branch on the Property would align with the City of Hugo's 2040 Comprehensive Plan and applicable zoning ordinances, allow Premier to better serve its customers in Hugo, and increase the local tax base. Our understanding is the Property is currently zoned Future Central Business (FCB) and guided towards Mixed Use under the City's 2040 Land Use Plan. Both the FCB zoning and the Mixed Use designation align well with a retail bank branch facility that would be able to provide access for both pedestrians coming from the adjacent core Downtown District and nearby residential housing and vehicle traffic via Highway 61 and 147th Street. Under Section 90-110 of the Hugo City Code, "[t]he future central business district (FCB) represents transition areas that have been identified as practical and generally suitable for future development as part of downtown." The Code specifically contemplates that "the city may rezone [property within the FCB district] consistent with the downtown plan." The City of Hugo Downtown Plan & Design Guidelines dated April 10, 2007 specifically identify "drug stores, banks, and specialty markets or small grocers" as "uses which support downtown residential neighborhoods... [and] are encouraged" within the downtown and immediately surrounding areas (See, Hugo Downtown Framework Plan, p. 10). This is the case even if such facilities "enhance their business by providing drive -through services..." Additionally, banks are specifically identified in the 2040 Comprehensive Plan as a type of use that would integrate well into a mixed -use environment (See, 2040 Comprehensive Plan Update, p. 64). In addition to this support from the City's zoning ordinance and land use planning, the use of this Property as a bank branch is further supported by the adjacent property uses. As of today, three of the four quadrants of Highway 6land 147th Street have been commercially developed, and this Property —located at the northwest quadrant of this intersection —is the only remaining property that has not been commercially developed. The commercial development of this Property as a bank branch would help to create a gateway into downtown Hugo and align with the City's goal of promoting infill development, especially downtown and along Highway 61, to preserve the "rural" lifestyle of Hugo (See, 2040 Comprehensive Plan, Vision Statement, p. 11). We are aware that under Section 90-221.1 of the City's zoning ordinance, a conditional use permit could be required to operate a drive-thru facility on the Property if the drive -through lane is closer than 200 feet from a residentially zoned property. As Hugo grew, the intersection of Forest Boulevard (now Highway 61) and Frenchman Road (now 145t' Street) became the center of town. With a train depot and an active feed mill, this was the ideal location for local, small businesses. A downtown neighborhood began to grow into a comfortable, rural village. It is this small village familiarity that the residents of Hugo wish to preserve. Aerial Photograph of Hugo in 1974 Minnesota Historical Society The Hugo Downtown Framework Plan and Design Guidelines are intended to provide direction to new development in downtown Hugo and, where needed, to shape plans for redevelopment. The Plan illustrates the type of commercial and residential development, civic and community facilities, and amenities envisioned by the citizens of Hugo. The Plan extends beyond the central commercial business district (CBD) to illustrate the entire downtown commercial area of Hugo, both existing and envisioned in the future. This vision of future development in Hugo encourages commercial growth, while seeking to concentrate that growth, around the downtown area. The Planning Process The Hugo downtown plan and preliminary design guidelines were originally developed in 1998 to address redevelopment of the downtown commercial "Main Street" on Forest Boulevard (Highway 61). But the County Road 8 improvements and rerouting required that the original plan be revisited. The new plan was needed to address the developable area along County Road 8 and to consider the impact of the new County Road 8 and Highway 61 intersection. This planning process began in the fall of 2003 and included workshops with the City Council and downtown business and property owners. A community -wide open house was held in May 2004 to encourage public input on the final plan. In August 2004, the City was awarded an Opportunity Grant from the Livable Communities Demonstration Account to develop design guidelines for the downtown area to assist in implementation of the downtown plan. The process for developing these guidelines has continued through 2005-2006 with significant public participation in the planning process. Page 2 of 23 Hugo Downtown Framework Plan Final Plan & Design Guidelines The Influence of Transportation Improvements A major influence on the plan is the County's re -alignment and improvement of County Road 8. The county's plan will widen and reroute the road to the south, connecting to Highway 61 at approximately 143rd Street. The County Road 8 re- alignment will have a significant impact on the downtown, offering opportunities for growth, improved vehicle and pedestrian access around the downtown area, and the potential for redevelopment to make improvements to the core of the downtown CBD and surrounding public and civic spaces. It is vital that the CBD not be cut off from County Road 8 and from the high volume of traffic which will use this route to access the interstate. Highway 61 is planned to continue to run north and south through downtown and the CBD. Despite projections of increased traffic volumes, this highway should not be widened beyond four lanes except to provide for turn movements. Instead, improvements to the roadway and access improvements can help accommodate the increased volumes. The downtown plan recommends improvements to improve street access and connectivity within downtown, as well as enhancements to pedestrian access and walkability. Y Future Signal Future Road Alignments City ❑l Hugo Washing[on County, MN The plan also calls for extending the regional trail south across County Road 8 on the existing railroad bed and allows for the possibility of future commuter transit within this corridor (in the railroad ROW or on Highway 61). If Hugo is to continue to have a healthy downtown, it is important to plan for these future transportation changes. Page 3 of 23 Hugo Downtown Framework Plan Final Plan & Design Guidelines Defining Downtown The downtown CBD in Hugo has always been located on Forest Boulevard (Highway 61) on both sides of the main traffic signal at 145th Street. But over time, the commercial area has grown and extended north and south along Highway 61, and the new development has been less compact and more auto- or highway -oriented than the older, more traditional downtown CBD. Without planning controls, this same pattern of commercial development could be expected to occur along the improved and upgraded County Road 8. While the core downtown central business district (CBD) is focused along Forest Boulevard - Highway 61 from County Road 8 to 147th Street, the Downtown Plan extends north to the Post Office and 150th Street, south to 140th Street, and from the shores of Egg Lake on the east to the bend in County Road 8 to the west. One of Hugo's planning goals is to maintain a more compact and concentrated downtown CBD. This goal will be achieved by encouraging new development in and around the core of the downtown area, while planning for limited but well -ordered commercial development in specific areas along other commercial routes such as Highway 61 and County Road 8. Community feedback has consistently supported new CBD uses which complement downtown (such as restaurants and entertainment) and suggest that larger, single -use development and auto sales/service businesses, for instance, be located in commercial areas planned closer to 1-35. Page 4 of 23 Hugo Downtown Framework Plan Final Plan & Design Guidelines To create a sense of arrival in downtown, the plan recommends placing gateway elements — a landscaped sign, monument, or other feature — at these key entry points into downtown. While the plan doesn't specify the elements at each location, when you enter downtown you should know that you are downtown. New development at these "gateway" locations should be planned not only to allow for these gateway elements but to convey the sense of quality and character that the downtown plan envisions. Gateway elements — signs, flags or monuments — should be included in the new downtown area to welcome a resident or visitor into an established and thriving downtown. Elements depicting the quality and character of downtown Hugo are displayed based on the historical and current architectural elements of Hugo. These guidelines are written to meet the community's goals: Goal 1: Preserve the rural small town character of Hugo Goal 2: Establish a threshold or baseline for design and quality Goal 3: Maintain a harmonious visual environment within the existing architectural context Goal 4: Communicate the community's high expectations for new development in Hugo Obiectives The specific objectives for downtown Hugo design guidelines are: • To establish a clear definition of urban design standards that informs property owners, developers, builders and decision -makers. • To serve as a tool that planners and designers can use and incorporate into their plans to achieve and support the City's design objectives. • To act as a basis for a uniform and consistent review of development and redevelopment proposals by the City Council and Planning Commission. The design guidelines which apply specifically to the CBD also include principles that can be broadly applied to the entire Hugo Downtown Area. Downtown CBD The Design Guidelines apply specifically to the central business district or "Old Downtown" concentrated around Highway 61, from 147t" Street to the new County Road 8 intersection. The guidelines provide more detailed definitions of requirements for site planning, placement of building mass, materials, architecture, lighting, signage, and design of the public realm. Page 8 of 23 Hugo Downtown Framework Plan Final Plan & Design Guidelines Downtown District Design Guidelines General Design Standards • These design guidelines are intended to apply to the Downtown District CBD, but include principles that can be broadly applied to the greater Hugo Downtown Area (as indicated on the Downtown Plan), including the Central Business, Future Central Business and Central Residential zones If the CBD development extends beyond this boundary, the Downtown District boundaries may need to be extended accordingly. • On all streets in the downtown district, the guidelines are intended to apply to street frontage properties on both sides of the street. • New downtown development shall provide for pedestrian as well as vehicular circulation and shall create linkages to existing and proposed sidewalks and trails. • All new development should be sensitive to existing downtown neighborhoods and residences in the design and location of new uses and buildings with respect to shading, views, light or noise pollution; where necessary appropriate screening or buffering shall be provided. • All new development shall be designed to value, respect, and preserve identified natural features and resources. • A sense of City history should be encouraged, and landmarks such as St. John's Cemetery and St. John's Church should be preserved as important contributors to Hugo's character. • Key points which have been identified as primary entrances to downtown Hugo should be designed as "gateways" to the City; gateway elements could include open space, unique landscaping, walls or gates, water features and City identity signage. These points include: • From the west — the bend in the County Road 8 at the western edge of Hugo; • From the east — At Egg Lake and the intersections where 147th and 140th meet Highway 61; • From the south — Where 140th meets Highway 61; • From the north — Where 147th meets Highway 61. Along the west side of Highway 61, new downtown development will need to be designed to integrate with the railway corridor as it comes through the center of town: as a public open space, supporting the proposed trails, and considering future uses. Page 9 of 23 Hugo Downtown Framework Plan Final Plan & Design Guidelines General Land Use • Downtown development should be appropriate for a traditional downtown area: mixed - use buildings combining retail, commercial, and residential uses, and encouragement of multi -story buildings in the downtown. • Neighborhood retail, service, and commercial buildings and uses which support downtown residential neighborhoods such as drug stores, banks, and specialty markets or small grocers are encouraged. • Destination retail, restaurant and entertainment uses, particularly mixed with compatible, complementary, or other synergistic uses, are highly encouraged. • New auto -dominated commercial development such as fast food, auto service, or similar high traffic drive -through facilities and large, single -use developments are discouraged in the downtown CBD. • Uses appropriate to the downtown area such as banks, coffee shops and pharmacies which enhance their business by providing drive -through services may be permitted provided they are designed to minimize impact on local downtown traffic circulation and pedestrian access. • Parking lots should only be allowed as an accessory use, except for municipal or public district parking; larger parking areas should be broken up into smaller areas to reduce the overall area of paving and promote a friendlier pedestrian environment. • New residential development should provide for the full range of life -cycle housing, offering choices of housing types (single -level flats, condominiums or lofts, single -level and multi -story townhouses, and single-family attached or detached), styles and prices, at a density appropriate to the downtown area. • New residential development should be sensitive to existing residential neighborhoods and incorporate well -designed transitions from multi -family to existing single-family residential areas. • Traditional neighborhood design (TND) based on a traditional street grid is a desirable option for downtown, medium -density areas. Single-family homes (detached or attached) or row townhomes should line the street with front porches and stoops, front yards, sidewalks and boulevards with regularly spaced trees and street lights. Garage -forward or "snout -house" homes or townhomes are highly discouraged. Highly Discouraged: Example of Garage -forward design, dominating view from sidewalk and street. Streets, Public Space & Amenities Forest Boulevard (Highway 61) and 145th Street should be restored to be closer to their original, traditional downtown "Main Street" form, lined with street trees and planters, pedestrian street lights, and street furniture including benches and trash receptacles. The fixtures that are selected for these streets should be required continuously within the downtown CBD district and highly encouraged throughout the downtown commercial area for visual continuity. Downtown intersections should be designed to be safe for pedestrians; enhancements to safety include use of textured -colored paving or striping to mark crosswalks, narrowed or throated intersections, pedestrian -oriented street lighting, planted center medians or landscaped boulevards, and warning signage at busy crossings along Highway 61, such as 147th, 145th and County Road 8. Change in paving or striping marks the safe crossing zone for pedestrians at major crosswalks. Planted center medians or landscaped boulevards provide resting points for pedestrians at major crosswalks, facilitate turning movements, and help calm traffic speeds. Page 11 of 23 Hugo Downtown Framework Plan Final Plan & Design Guidelines To be safe for both pedestrians and vehicles, downtown Hugo should include street improvements: narrowed intersections, pedestrian lighting (top left), planted medians (top right and bottom left), and visible signs warning of pedestrian crossings/vehicular speed decrease (top right). • The City street grid is a vital part of the way the downtown functions, so restoring streets or adding new streets that connect to the existing street grid are encouraged; disconnected streets and cul-de-sacs are highly discouraged. • Forest Boulevard (Highway 61) and 145th Street are the original "Main Streets" of downtown and, to an extent, the few remaining brick buildings along these streets should be preserved, renovated, or restored to productive use; new buildings close to these older structures warrant careful attention to design and detailing in order to relate well to the original structures. • The small park which is planned on Highway 61 across from City Hall is intended to act as a Town Square or Village Green — a community focal point with passive uses (green space, gardens, historical markers) and active uses (a gazebo, lake overlook, Farmers Market) incorporated into the design. Civic and mixed -use buildings should be located adjacent to the Town Square or Village Green, welcoming visitors to downtown Hugo. • The plan proposes a future pedestrian bridge over Highway 61, connecting the park and Egg Lake to City Hall and the bulk of the downtown area. This bridge, if well -designed, could also act as a visual cue to drivers to reduce speed and could create a sense of arrival and welcome for the downtown CBD. Page 12 of 23 Hugo Downtown Framework Plan Final Plan & Design Guidelines The edge along the railroad ROW and the Hardwood Creek Regional Trail along the west side of Highway 61 should be maintained as an open -space corridor connecting City Hall and the CBD to new development to the south. This edge should include: • trail connections for bicycles and winter sports uses • landscaping to act as a year-round buffer; • pedestrian -oriented trail and street lighting; • places to rest with benches, planters and trash receptacles. On downtown streets where retail and commercial uses are proposed, on -street parking is encouraged; streets should be designed with the parking lane designated either by curbing or with a change in paving materials. Downtown district streets should allow for public right-of-way between the curb and the building wall, a minimum 10'-12' wide. This area should be "zoned" to provide for street signs, landscaping and street trees, and both street and sidewalk lighting closest to the curb. There should be a clear pedestrian walking path in the center, and then an area designated for seating or other street furniture (trash receptacles, bus benches, etc) and commercial opportunities (including newspaper boxes). Where necessary, such as where the street ROW does not allow for a wider sidewalk, these amenities may need to be accommodated within the parcel boundaries. Page 15 of 23 Hugo Downtown Framework Plan Final Plan & Design Guidelines Traditional Main Street style building: flat roofs, often an extended or false parapet on "front" side or marking the main entrance. Prairie Style: roofs are hipped, low and spreading with deep overhangs and eaves; Hugo City Hall has many of these elements. Hugo was once a French trading post, and many residents have expressed a desire to reflect those roots in the architecture of the downtown. Appropriate architectural elements include: steeper or mansard roofs with dormer windows, open storefronts with awnings, and exterior plaster, stone and brick. Page 16 of 23 Final Plan & Design Guidelines Hugo Downtown Framework Plan • Architecture of new buildings should be built upon Hugo's existing assets such as the church, the feed mill, and the new City Hall, with complementary design and sense of scale. • Buildings should be designed to relate well to the existing natural and man-made environment and stay within context in massing, materials, style and color; design of the landscape and hardscape should be coordinated and harmonious with the building design and materials. • Buildings should be constructed and maintained for permanence and longevity; therefore durable, maintainable materials (brick, stone, etc.) should be used; temporary buildings, metal sheds, etc. shall not be permitted. New "Main Street" buildings should complement an established downtown through their architectural character. • Building entries should be visible from the street, well lit, covered or protected from weather, and include significant glazing and glass doors where the public will be entering buildings. Page 17 of 23 Hugo Downtown Framework Plan Final Plan & Design Guidelines • Awnings, overhangs and arcades are encouraged where pedestrians are expected to walk and shop ; flat awnings are preferred (no barrel awnings) with adequate clearance above sidewalk. • Building design elements should include an expression of a building base (of brick or stone), a middle, and a top with cornice elements at the top of the first floor and the top of the building. • Buildings should be designed with "four-sided architecture", using the same quality materials on all sides: • all facades shall be articulated with a variety of materials, glazing, awnings, or other details to add visual interest; • roof lines and cornice details shall be completed in a three-dimensional manner so that the features on the back of the roof or similar unfinished areas are not visible; • the front fagade may have a unique design or more significant glazing. • Buildings should be oriented to the street with fully articulated street facades based on traditional storefronts (doors and display windows) along the sidewalk. • Zero Lot Line commercial buildings are allowed and highly encouraged on all streets within the downtown district. • Along CR 8 and Hwy 61, entrances may be oriented to a side or rear parking lot, as long as the entry also has good pedestrian access and visibility from the street, and any building wall along these streets must contain significant amounts of "real" windows. • Equipment, mechanical systems, transformers, trash enclosures, etc. must be screened from view in a way that is integral to the architecture of the building with similar materials: • metal fencing or a mechanical vent screen alone is not sufficient; • access to these service areas needs to be provided at the alley, side or rear of the building. Larger parking lots should have pedestrian walkways that are clearly identified and combined with landscaping to break up large areas of pavement. Page 20 of 23 Hugo Downtown Framework Plan Final Plan & Design Guidelines Buildings should be oriented to minimize views of service areas and loading docks from the street; service areas should be buffered with a combination of landscaping and screening; mechanical equipment and trash areas must be fully enclosed and integrated into the architecture using the same materials as the building: • metal fencing or a mechanical vent screen alone is not sufficient; • access to these service areas needs to be provided at the alley, side or rear of the building. Residential buildings (single-family homes and multi -family buildings) should be oriented to minimize views of garages and parking areas from the street: • free-standing or detached garages should not be allowed for multi -family residences. • parking should be located below buildings or underground where possible. Below -grade parking: side or rear access. Garages should not be as invisible from the street as possible to create a traditional neighborhood feel. Back -lit, box signs are not acceptable downtown. • Decorative neon, moving or other decorative sign types are desirable only when displayed within storefront window interiors of downtown buildings. • Corporate chains are encouraged to customize their architecture to express their design "brand" within a design, context, and material appropriate to the character of downtown Hugo. These uses will include two or more of the following: residential, commercial, office, retail and public/ quasi -public uses, where the primary land use is commercial or residential. The mixed use areas are served or are intended to be served by municipal sewer and water. Providing a mix of land uses in close proximity to each other creates opportunities for residents to walk to shopping, transit services, recreation and work. Mixing land uses can reduce reliance on the automobile, while leading to greater convenience in people's day -today lives. CITY OF GO 2040 COMPREHENSIVE PLAN UPDATE Minimum Area: 10 acres Minimum Residential Density 10 units per net acre Maximum Residential Density 60 units per net acre City Utilities: Required for all new development Types of Development: A mix of residential, commercial, office, retail and public/quasi-public uses • Abuts or has reasonably direct access to major collectors or minor arterials • Transit within '/z mile walking distance of the development • Neighborhood parks or school parks within '/z mile walking distance of the development Development Location Criteria: • Defined trail system that connects to other services and facilities, including parks, schools, churches and neighborhood shopping areas • Close proximity to jobs • Provide transitions to adjacent land uses • Small parcels should be consolidated to create parcels large enough to ensure well- planned development to occur Development Policies: • Natural resources should be preserved or enhanced • Provide for a variety of uses within the development • Provide strong pedestrian connections Go to 2040 Land Use Plan LAND USE 63 Mixed Use Development Characteristics Mixed use development allows the mixing of higher intensity land uses in one building (vertical mixing) or the physical integration of different uses on the same lot or within close proximity (horizontal mixing). Typically, mixed use includes a combination of retail, office, cultural or entertainment uses with higher density residential use. However, these uses can occur without housing and still be considered mixed use. Hugo will look for mixed use to occur primarily with a mix of non-residential uses (with or without housing as a component). Land suitable for higher density housing is limited in Hugo. Mixed use development sites would provide an opportunity for additional higher density housing in the City, while at the same time preserving or creating opportunity for commercial development. • Mixed use developments will be processed as a planned unit development (PUD), with the location of specific uses and development criteria for the entire site determined through that process. In order to develop a complete mix of uses in this area, the City has established a minimum development area of 10 acres. Existing parcels less than 10 acres in size must be combined with adjacent parcels in order to meet this minimum area requirement. • A minimum of 2,230 new housing units will be constructed in areas designated as mixed use. Housing within mixed use developments would consist primarily of multiple family housing types (apartments and condominiums) designed to meet the needs of smaller households, such as young adults, empty nesters and seniors. • The Mixed Use areas will provide an opportunity for residential uses at a minimum of 10 units per acre. This residential development will provide an opportunity for affordable housing to meet the City's housing goals. It is expected that 50% of mixed use developments will be residential. • Commercial uses in smaller mixed use developments should generally be limited to office uses and neighborhood centers that offer basic convenience type goods and services to the neighborhood. Larger mixed use developments could also incorporate retail or service establishments that provide goods and services on a limited community scale (drug stores, restaurants, banks, personal service establishments, etc.), as well as office uses. The type of commercial uses in mixed use development should allow residents to meet more of their daily needs through walking and fewer vehicle trips, thereby reducing congestion on public streets. • We expect that these areas will include a mix of residential and commercial uses, but some business park uses may also be permitted. These mixed use areas are in highly visible areas of the City and, consequently, development in these gateway areas will be expected to provide a higher level of site design and architectural design than in other areas of the city. There are three areas designated as Mixed Use in the City. The general characteristics of each district are described below, but the implementation steps indicate a master planning study will be undertaken for the Northern Gateway areas: Downtown District On April 10, 2007, the City approved the Downtown Plan & Design Guidelines to provide direction for new development in downtown Hugo and to shape plans for redevelopment. This vision of future development in Hugo encourages commercial growth, while seeking to concentrate that growth around the downtown area. A mix of walkable commercial, residential, and office uses is desirable for the Downtown District, and should be generally be more vertically integrated in and around the Downtown Mixed Use District. The Downtown District is shown as Mixed Use on the 2040 Land Use Plan. The City of Hugo expects development to occur in this area in compliance with the Downtown Plan & Design Guidelines (Appendix 3-2). LIW 2040 COMPREHENSIVE PLAN UPDATE Elmcrest Avenue and 1701" Street This District will be a new northeastern gateway into the City. Current plans for redeveloping Elmcrest mean that this gateway could be of a similar size as the gateway at County Road 8. This mixed use district is most suitable for a mixed used development with an emphasis on commercial uses that will serve residents in nearby medium density districts and that need for visibility along County Road 4. Business and residential uses would also be a suitable component of the development district, with commercial likely along Elmcrest Avenue and County Road 4 with residential interior to the commercial development. Uses may be more horizontally integrated, with an emphasis on high quality architecture, landscaping, lighting and design along County Road 4. Gateway elements on the north and south side of County Road 4 at Elmcrest will be a part of any future development. Highway 61 and 170t" Street The proximity of this district to other industrial uses makes it suitable for a mixed use district with an emphasis on residential, office, retail and public/quasi-public uses. The location of this district on Highway 61, County Road 4 and the Hardwood Creek Trail make this district an important transportation node and gateway to the City. Developments should provide coordinated and logically linked pedestrian, vehicle, and recreational plans that facilitate a comfortable user experience for the site's users. This district will support auto -oriented uses that would not otherwise be allowed in the Downtown District. Development of mixed use centers in this district should be designed with one theme with similar architectural style, similar exterior building materials, and coordinated site elements such as landscaping and lighting. Developments and uses should be complementary to nearby mixed use developments. LAND USE 64
