Washington County Sheriff Dan Starry will present to Council the 2021 Sheriff Department

G.2 Approve Special Event Permit for Blacksmith Lounge Summer Events
The Blacksmith Lounge, 17205 Forest Boulevard North, has applied for a Special Event Permit for
their 2022 events to be held between Memorial Day and end of September. Events include four
auctions, six car shows, one motorcycle swap meet, and one fundraising event. A SEP approved
by Council is required because there will be alcohol served outside and may be up to 200 people in
attendance. Staff feels the Blacksmith has done a good job of holding these events in past years
and recommends Council approve the 2022 summer events for the Blacksmith Lounge.
G.3 Approve Letter of Resignation for Community Development Assistant Emily Weber
Emily Weber has announced her resignation of employment as Community Development Assistant
for the City of Hugo after accepting a job offer in Colorado as a Planner. Staff recommends
Council approve the letter of resignation of Community Development Assistant Emily Weber
effective May 6, 2022.
G.4 Approve Advertisement for Community Development Intern
With the recent resignation of Emily Weber as the Community Development Assistant, staff
would like to advertise for a Community Development Intern. The intern would work on a wide
variety of Community Development, Planning, Parks, and Economic Development projects. The
intern would work closely with the Community Development Director and other City
departments to gain valuable experience in day-to-day City and community development
functions. Staff recommends Council approve the advertisement for a Community Development
Intern.
G.5 Approve Resolution Declaring Approval to Modify the Municipal State Aid Street
System
Per State Aid Rules, a City is allowed to add and/or remove mileage annually, provided it meets
necessary criteria. In an effort to maximize the construction needs of Hugo’s MSAS system and
with the goal of strategically using the annual available allotment of State Aid funds to the City,
staff is recommending modifications to the system by adding Farnham Ave. N. from 149th St. N.
to Oneka Pkwy N. Staff recommends that Council approve the resolution declaring approval of
modifications to the MSAS for the City of Hugo and direct staff to submit per MNDOT
requirements.
G.6 Approve Pay Request No. 18 to Ebert Construction for the Public Works Facility
Ebert Construction has submitted Pay Request No. 18 in the amount of $143,221.48 for work
done on the Public Works Facility. The quantities completed to date have been reviewed and
agreed upon by the architect, contractor and City staff. The amount indicated above reflects the
work certified through March 31, 2022 with a 5% retainage applied. Total retainage being held
for the project to date is $473,706.06. Staff recommends Council approve Pay Request No. 18 in
the amount of $143,221.48 to Ebert Construction for the construction of the City of Hugo Public
Works facility.
G.7 Approve Pay Request No. 8 to Schreiber Mullaney Construction for Lions Park
Building
Schreiber Mullaney has submitted Pay Request No. 8 for the new Pavilion in Lions Park in the
amount of $479,376.98. The quantities completed to date have been reviewed and agreed upon
by the architect, contractor and city staff. The amount indicated above reflects the work certified
through March 25, 2022 with a 5% retainage applied. The pay request includes change order
No. 3 in the amount of $14,654.12 for added lights, additional wiring, and exterior changes. The
total retainage being held to date will be $130,751.98. Staff recommends Council approve
payment in the amount of $479,376.98 to Schreiber Mullaney Construction for the construction
of the City of Hugo Lions Park Pavilion.
I.1 Update on the Hopkins Schoolhouse
A meeting has been scheduled by the Hopkins Schoolhouse Committee in response to Council
direction at their February 7, 2022, meeting to reach out to the community to see if there is an
ambitious group to save the schoolhouse. This meeting has been scheduled for Saturday, April
23, 2022, with the hopes that those who attend are interested in forming a group to come up with
a plan for the schoolhouse’s restoration. It was said by Council there would be a six-month
deadline for this to happen before next steps by the City are considered. Staff will be providing
Council an update of the April 23rd meeting at their regular Council meeting on May 2, 2022.
M.1 Approve Change in Date for Citywide Fall Cleanup
Fall Cleanup was originally scheduled for Saturday, September 17, 2022. Staff has worked with
Washington County on arrangements to move the cleanup to the new Public Works Facility. It
was recommended to split the cleanup between two locations, one for hazardous household
waste and one for trash. Hazardous household waste will be collected at the Forest Lake Transit
Center on September 10 and 17. Trash only will be collected at the Public Works Facility on
September 10. Staff recommends Council reschedule the Citywide Fall Cleanup date to
September 10, 2022, at the new Public Works Facility.

Mayor Weidt called for a Moment of Silence in remembrance of Washington County Attorney
Pete Orput who passed away on April 3, 2022. He was 66 years old.

Washington County Assessor’s Report – Assessor Dan Squyres
Washington County Assessor Dan Squyres was in attendance to provide information on the
County’s Assessor report as it pertains to Hugo and answer questions by the Council in
preparation for the Board of Appeals and Adjustments meeting on April 7, 2022.
Squyres explained their system of reviewing properties and establishing market values prior to
the appeals period from March – June. Properties are assessed every year, but individual
properties are looked at every five years. Last year there were 1,811properties reviewed, and
this year there will be 1,188. In 2021, there were 197 new residential construction starts
compared to 161 for the previous year. He provided sales statistics showing there were 316
qualified sales in Hugo in 2021, which was down slightly from 323 in 2020, and he explained
that new construction was not a qualified sale. He explained there were only two lender
mediated sales (foreclosures) last year, and they are no longer having an effect on the market.
There was a huge increase in agricultural sales last year and the apartment class was up too. The
average market value for a residential home in Hugo increased by 21% in 2022. One parcel
went down in value, and 22 parcels had no change. Marine on St. Croix was up by 33%,

Forest Lake increased by 27%, and Mahtomedi increased by 25%. Squyres provided sales
information on the overall market. Hugo was in the top 25 of metro communities with new
construction market share with 29% of it. Mortgage rates were continuing to rise and Squyres
stated it will be interesting to see how it affects the market. He said valuation notices went out
on March 15. Hugo’s Board of Appeal and Equalization will meet on Thursday, April 7, 2022,
for property owners who want to appeal their market value or classification.

Approve Donation to the Hugo Fire Department from the Hugo American Legion
The Hugo American Legion had requested to donate $1,000 to the Hugo Fire Department for
equipment. Donations to the Fire Department needed to be approved by the Council. Adoption
of the Consent Agenda approved the donation of $1,000 from the Hugo American Legion to the
Hugo Fire Department.
Approve Lawful Gambling Exempt Permit for Hugo Yellow Ribbon Network Fundraiser on
May 7, 2022 at the Hugo American Legion
The Hugo Yellow Ribbon Network had requested a Lawful Gambling Exempt Permit to hold a
raffle during a fundraiser to be held on May 7, 2022, at the Hugo American Legion. Permits
needed to be approved by the Council before being approved by the MN Gambling Control
Board. Adoption of the Consent Agenda approved the Lawful Gambling Exempt Permit for the
Hugo Yellow Ribbon.

Approve Memorandum of Understanding with Washington County for CSAH8/Oneka
Parkway Traffic Signal
The 2022 Oneka Parkway Improvement Project was discussed at the March 21 City Council
meeting where a public hearing was held. At the conclusion of the public hearing, City Council
ordered the Improvement and authorized the preparation of plans and specifications. As part of
the project, staff had requested Washington County consider moving up the signal
improvements proposed for the intersection of CSAH 8 and Oneka Parkway from 2024 to 2022
so it could be included and designed as a City led project. Washington County had agreed to
this approach and saw it as mutually beneficial. The Memorandum of Understanding outlined
party responsibilities and cost sharing consistent with County practices. Adoption of the
Consent Agenda approve the MOU with Washington County for the CSAH8/Oneka Parkway
Traffic Signal.
Approve Resolution Electing the Standard Allowance Available Under the Revenue Loss
Provision of the American Rescue Plan Act
At their June 21, 2021 City Council Meeting, Council approved a resolution authorizing
acceptance of Coronavirus Fiscal Recovery Funds that the City of Hugo was eligible to receive
under the American Rescue Plan Act (ARPA). To date, the City had received $834,205.96 and
expected to receive a second allotment for that same amount in 2022, bringing the expected
total received to $1,668,411.92. In May 2021, the United States Department of Treasury issued
an Interim Final Rule to serve as guidance for governments on eligible expenditures for the
Recovery Funds. Eligible uses included responding to the COVID-19 public health emergency
and the negative economic impacts of the pandemic, premium pay for essential workers,
necessary investments in water, sewer and broadband infrastructure, and replacement of revenue
lost due to the pandemic that would have been used to provide vital government services. For
cities to claim lost revenue, they had to complete a full revenue loss calculation under the
Treasury’s complex calculation method. On January 6, 2022, after taking feedback and
comments on the Interim Final Rule, the Department of Treasury released the Final Rule, which
provided governments broader flexibility and simplicity to maximize the impacts of their
Recovery Funds. Not only did the Final Rule include broadened eligibility for water, sewer and
broadband infrastructure investments and streamlined options to provide premium pay, it
offered a standard allowance option for cities to use when calculating revenue loss due to the
pandemic. The Department of Treasury assumed that all cities experienced a revenue loss of up
to $10 million. This meant that recipients who selected the standard allowance could use that
amount – in many cases their full award – to fund general government services. General
government services included any service traditionally provided by a government. Common
examples included; road building, road maintenance, other infrastructure, general government
administration, staff and administrative facilities, and provision of police, fire and other public
safety services. Staff recommended that the City Council approve the resolution electing the
standard allowance available under the revenue loss provision of the Coronavirus Fiscal
Recovery Fund established under the American Rescue Plan Act.
Adoption of the Consent Agenda approved RESOLUTION 2022-18 ELECTING THE
STANDARD ALLOWANCE AVAILABLE UNDER THE REVENUE LOSS PROVISION OF
THE CORONAVIRUS LOCAL FISCAL RECOVERY FUND ESTABLISHED UNDER THE
AMERICAN RESCUE PLAN ACT.

Approve Request for Bids for Water Tower No. 2 Demolition Project
Staff had requested authorization to prepare a bid package and request bids for the removal of
Water Tower No. 2. This would be the first bid package and would consist of removing the
tower, piping and miscellaneous items. This was specialty work with limited contractors doing
this type of work and therefore it was proposed to limit the scope of the bid package to the type
of work these contractors perform. Remaining site work and bid packages would be
coordinated with Park Planner Denaway and Public Works Director Anderson, which would
involve an inclusive process of determining what the goals and vision for the park were. Once
clear direction was known, a second bid package or work performed by public works staff
would finalize the clean-up/modifications of the site. Adoption of the Consent Agenda approved
staff to prepare the bid package and request bids for the Water Tower No. 2 Demolition
Project.
Local Board of Appeals and Equalization on Thursday, April 7, 2022
City Administrator Bryan Bear reminded Council of the Local Board of Appeals and
Equalization meeting to be held on Thursday, April 7, 2022, in the Oneka Room from 5:30 –
7:00 p.m.
Citywide Spring Cleanup Day on Saturday, April 16, 2022
City Administrator Bryan Bear reminded Council the annual Spring Cleanup Day would be held
on Saturday, April 16, 2022 from 8 a.m. – noon at the Public Works Building.
Schedule Tour of New Public Works Facility April 18-22, 2022
The Public Works facility is nearing completion and staff hopes to be occupying it by the end of
April. An Open House will likely be held this summer. City Administrator Bryan Bear
recommended Council schedule a date and time to tour the new Public Works facility

Dear Mr. Bear:
Please accept this letter as a formal notification of my resignation as Community Development
Assistant for the City of Hugo. My last day will be May 6, 2022.
I cannot thank you, the Hugo City Council, Commissioners, and City staff enough for making the
last few years a wonderful experience. I have greatly enjoyed and appreciated the
opportunities that I have had while working with the City and have grown so much in my time
here. My position with the City and daily interactions with the Hugo residents have been
rewarding and truly make me feel like a part of the community. Furthermore, I have learned a
lot about community development through Hugo’s high standards and dedication to
maintaining a vibrant community.
My experience in Hugo has prepared me to take the next step in my career. While I am excited
for what lies ahead, I will miss all of the people I have met in Hugo. This has not been an easy
decision for me and I appreciate the guidance and support that you and Rachel continue to
provide. I wish you all the best and look forward to staying in touch.

Re: 2022 Municipal State Aid System Revisions
The Municipal State Aid Street (MSAS) system allows cities with a population over 5,000 to be
eligible to receive additional funding for road improvements and maintenance from the State
Highway Users Fund. Each year, the City receives an allocation based 50% upon its population
and 50% upon the construction Needs of its roadways. To receive funding, the City can designate
up to 20% of its local streets to receive MSAS funding. The City has a total of 23.09 miles eligible
to designate.
Per State Aid Rules, a City is allowed to add and/or remove mileage annually, provided it meets
necessary criteria, if a letter request is submitted. If the proposed route is accepted by the State
Aid office, a formal council resolution adding it to the system is required prior to May 1st.
In an effort to maximize the construction Needs of Hugo’s MSAS system and with the goal of
strategically using the annual available allotment of State Aid funds to the City, we are
recommending the following modifications to the system (illustration attached):
• Addition of Farnham Ave N from 149th St N to Oneka Parkway N
o Segment Length: 0.35 miles
While the annual allotment that Hugo will receive from State Aid will fluctuate each year based on
gas-tax revenues received by the State, and by relative apportionments for population and the
Needs of all State Aid cities throughout the State, the proposed revisions are anticipated to result
in the City maximizing its available designation mileage, which will in turn maximize the State Aid
Needs dollars that are allocated to the City. It should be noted that, year to year, there is no
guarantee that the annual allotment received by any city will increase.
MnDOT State Aid staff approved the requested proposed revisions on March 8, 2019. The City
Council must now pass a formal resolution to finalize the proposed routes and submit that
resolution to MnDOT’s State Aid office prior to May 1, 2019. This will be used in the calculation
for our 2020 allotment. It is the City Engineer’s recommendation that City Council approve the
attached resolution and direct staff to submit per MnDOT requirements.

RESOLUTION NO. 2022 -
A RESOLUTION DECLARING APPROVAL OF MODIFICATIONS TO THE MUNICIPAL
STATE AID STREET SYSTEM FOR THE CITY OF HUGO, MINNESOTA
WHEREAS, as a requirement to qualify for state aid funding for streets, it is necessary that the City Council
designate certain streets within the City of Hugo to create a Municipal State Aid Street system (MSAS); and
WHEREAS, the Council has reviewed the recommendations of the City Engineer and has approved the
modifications to the City of Hugo MSAS.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF HUGO:
1. That Farnham Avenue N from 149th St N to Oneka Parkway N be added to the City of Hugo MSAS.
2. That the City Administrator shall provide a certified copy of this resolution to the City Engineer for
transmittal to the Commissioner of the Minnesota Department of Transportation by May 1, 2022.

DATE: April 13, 2022 for the City Council meeting of April 18, 2022
1. BACKGROUND:
Please find the enclosed application for payment for the City of Hugo Lions Park
Pavilion in the amount of $479,376.98. The quantities completed to date have been
reviewed and agreed upon by the architect, contractor and city staff.
This pay request includes a change order in the amount of $14,654.12. The change order
was for six items: and additional card reader rough-in, added lights, T-stat wiring, hand
dryer change, drip cap change, glass change. The revised contract amount is
$3,115,111.79 and is within the contingency estimate.
This is the eight payment request and the amount indicated above reflects the work
certified through March 25, 2022. A 5% retainage is applied and the total retainage being
held for the project to date is $130,751.98.
2. RECOMMENDATION:
Staff recommends the City Council approve payment request #8 in the amount of
$479,376.98 to Schreiber Mullaney Construction.

Schoolhouse to a group of volunteers willing to take on the project.
This group will need members with a variety of skills including team
leadership, project planning, grant writing, fund raising,
construction, or just a general interest in lending a hand. If there are
not enough interested volunteers to take on a restoration project,
