Letter from the Mayor As you drive around the City of Hugo, it is impossible to ignore the changes that happen year to year. Each year our population continues to grow and so do our local businesses. While some may wonder why we don’t see more restaurants and retail with our population growth, it’s not because the City isn’t ready for them. Businesses starting from the ground up are difficult and risky to start even in the best economies. What I can tell you is that the City of Hugo has been planning and preparing for its growth for many years, which is shown through improved infrastructure and municipal services the City continues to provide to our residents and businesses. The US Census Bureau recently released their data from the 2020 Census and reported Hugo’s population as 15,766 for that year with 5,939 households. That is quite the change from 6,363 residents in 2000 and a projected 29,000 in 2040. This type of growth requires adequate planning and infrastructure to support the growing pop- ulation and development. Last year alone, the City saw 189 new homes constructed and with each new housing development, roads and utilities are expanded to serve these lots. While developers are required to pay for and construct the infrastructure within their development, the City’s Public Works department maintains all public roads and utilities. We’ve been planning for this growth and starting this spring, Public Works will be operating out of the newly constructed Public Works building located off of 140th Street and on the south side of Irish Avenue Park. The new facility was designed to meet the current and future needs of Hugo. This is an exciting transition for the PW department as they continue to maintain our growing city. You may have noticed other current development such as the reconstruction of Lions Park across from City Hall and the new North Star elementary school along Highway 61 for the White Bear Lake School District. Both of these will be completed this upcoming construction season and will be great amenities for our growing Hugo families. Large projects like these take months of planning, sometimes even years. The City Council had been prepping for Lions Park since 2011 and we are just now seeing it constructed. It helps that we have a City Council that works together and listens to the needs of the community. The City Council is made up of five members: the Mayor, a councilmember for each of the three wards in Hugo, and the councilmember at large. Outside of the bi-monthly council meetings, the Council actively participates in community events and enjoys getting to know Hugo residents. I’d encourage all Hugo residents to take some time to get to know their Councilmembers as they do a great job representing the community and making Hugo a great place to live, work, and play! Moved to Hugo in 1987. Q: How long have you served on the Council? Appointed to the Council in June 2021 (following Chuck Haas retirement). Q: Any other Committees/Commissions/community organizations that you serve on? Original member of the Parks, Rec, Open Space Commission in 1998. Finished out as chair of the commission until 2021 (when appointed to Council). Q: What is your favorite thing about Hugo? I have to name two things. One “big picture” item / one “local, personal” item: • The way Hugo has managed growth and still maintains a small town feel. • I have lived in the same house since 1987 and have the best neighbors. Hugo embodies the “Good Neighbor” mantra. I sense this is true throughout Hugo. Q: What is your favorite thing to do in Hugo? I am blessed to live on Sunset Lake and get to waterski almost every day in the spring/summer/fall. Tom WeidtMayor Q: How long have you been a resident of Hugo? My wife and I built a house and moved here in 1999. Q: How long have you served on the Council? I have spent 14 years on the Council (10 as Mayor). Q: What is your favorite thing about Hugo? I enjoy the mix of urban and rural that gives Hugo a great mix of uses. Q: What is your favorite thing to do in Hugo? I enjoy our park system and the beauty of Eastern Hugo. Becky Petryk Council Member Ward 1 Q: How long have you been a resident of Hugo? I have been a resident of Hugo since 1985. My family moved to White Bear in 1963 and I graduated from White Bear Lake High School in 1972. I married my husband, Jim, WBL Class of 1970, in 1974 and moved around the country for 9 years, as he was a Navy P-3 pilot. We returned to MN in 1983. Q: How long have you served on the Council? I have served on the Hugo City Council since being elected in November of 1998. Q: Any other Committees/Commissions/community organizations that you serve on? I currently serve on the MET Council Transportation Advisory Board. We approve and fund projects across the seven county metropolitan area. Q: What is your favorite thing about Hugo? My favorite things about Hugo are the wonderful people who live, work and volunteer here! Q: What is your favorite thing to do in Hugo? My favorite thing to do in Hugo is to get my Fitbit steps by walking through our neighborhoods and having the opportunity to say hi and talk to people along the way. I was raised on a century farm in eastern Hugo, and now live in one of our residential neighborhoods. I’m grateful that Hugo has diverse land uses where you can find vibrant residential communities, services and jobs in our commercial and industrial areas, as well as rural open spaces. Q: What is your favorite thing to do in Hugo? With an active two year old, we enjoy family walks and bike rides along Hugo’s many trails and playing in our parks. The following Items are included in the project scope: Heritage Parkway to Farnham Avenue Partial Reconstruction • Complete Pavement Removal • Subgrade Correction as Needed • Replacement of Concrete Curb and Gutter • Partial Repairs of Sidewalks/Trails • Storm Sewer Improvements • New Pavement Farnham Avenue to Frenchman Road (CSAH 8) Mill and Overlay • Milling of Pavement Surface • Partial Repair/Replacement of Curb and Gutter • Resurfacing of Roadway Frenchman Road (CSAH 8) & Oneka Parkway Intersection New Traffic Signal • Traffic Signal Construction • Add Northbound Right-Turn Lane on Oneka Parkway The construction is anticipated to start in June. Please check the City of Hugo’s website for future updates on the project. STREET SWEEPING Starting March 21 (weather dependent) The Public Works Department will be sweeping all public paved streets. Sweeping takes place Monday through Friday between 7:00 am and 4:30 pm. It will take approximately two weeks to complete. Private roads are swept by homeowners associations. HYDRANT FLUSHING Starting April 11 (weather dependent) As part of many other spring projects, the Public Works Department will be flushing hydrants. It is expected to take about two weeks to complete all hydrants. Flushing purges rust and stagnant water from the distribution system and identifies hydrants in need of maintenance. Some residents may receive rust colored water that could stain laundry. During this time, please check that water coming into the house is clear and let the tap water run, if necessary. PREVENT STORMWATER POLLUTION Report Illicit Discharges An illicit discharge is an unlawful act of disposing, dumping, spilling, emitting or other discharge of any substance other than stormwater into the streets, gutters, ditches, and ponds that make up our stormwater drainage system, or directly into streams or lakes themselves. As a community mem- ber, you play a large part in identifying and reducing illicit discharges in our community. What can you do about illicit discharges? If you see anyone discharging any material other than rainwater in roadside ditches or storm drains, please report it to Public Works at 651-762-6301. For potentially hazardous materials and petroleum spills, call 9-1-1 FIRST when there is an immediate threat to life or property. STORMWATER / ADOPT A STORM DRAIN Adopt a storm drain on your street to help protect local lakes and streams. You can make a difference by volunteering just 15 minutes, twice a month, to keep your nearest storm drain clear of litter, leaves, grass clippings and dirt. Go to www.Adopt-a-Drain.org and use the map to find your neighbor- hood storm drains – then click and sign-up to adopt. 4 GRASS CLIPPINGS The City maintains many stormwater ponds, control structures, ditches, and wetlands. We ask residents to help us keep these features in good condition. These clippings decompose and turn into phosphorus which cause algae blooms in the ponds. If you live on a stormwater feature and you notice a structure is plugged please call (651) 762-6301 so maintenance crews can remove the obstruction. PET WASTE Pollutants from improperly disposed pet waste may be washed into storm sewers by rain or melting snow. When pet waste is washed into lakes or streams the waste decays, using up oxygen and sometimes releasing ammonia. Low oxygen levels and ammonia combined with warm temperatures can kill fish. Most importantly, pet waste carries diseases which make water unsafe for swimming and drinking. Pet wastes may not be the largest or most toxic pollutant in urban waterways, but it is one of the many little sources of pollution that add up to a big problem. Fortunately there are some things we can all do to help keep our water clean. It’s pet owner’s responsibility to “scoop the poop” but it’s a small price to pay to protect our water quality. (Ordinance No. 2011-45 Sec. 10-38) Don’t blow grass clippings into the roadways or stormwater ponds. PARK PLAY DAYS The YMCA is offering children ages 4 – 12 the opportunity to come play and learn at the park. There will be a variety of crafts, games and activities. Participating children will split into two age groups; ages 4 – 7 and ages 8 – 12. Signature: ______________________________________________________ Date: ___________________ ELIGIBILITY GUIDELINES • Must be a resident of the City of Hugo. • Must be connected to City water. • Must currently have a functional irrigation controller. • The existing controller must have been installed prior to 2019. • Must have a smartphone (necessary to program and to operate the controller). • Must have in-home Wi-Fi strength at your existing controller by making sure that your smartphone picks up at least two bars. Failure to have sufficient Wi- Fi at the controller location may result in compatibility or functionality issues with your controller. • Installation and programming of your new controller is the responsibility of the property owner. • The City reserves the right to inspect the irrigation controller for proper installation. • Smart controllers will be distributed on a first come, first served basis and at the discretion of the City of Hugo. The City reserves the right to refuse any application for any reason it sees fit. • Limit one controller per property address. • If your controller is located outside, you will need to purchase an outdoor enclosure. The City is not responsible for providing an outdoor enclosure. • The City is not responsible for sensor performance or water savings. The LBAE has statutory responsibility to review estimated market values and property classifications in the City. The board hears appeals from property owners regarding the assessor’s estimated market value or classification of their property and will either adjust the valuation or classification, or uphold the assess- ment as sent out in the property valuation notice. The Local Board of Appeal and Equalization for the City of Hugo will meet on Thursday, April 7, 2022 from 5:30 – 7:00 p.m. at Hugo City Hall. If you believe the value or classification of your property is incorrect, please first contact the Washington County Assessor’s Office at 651-430- 6175 to discuss your concerns. If you disagree with the valuation or classification after discussing it with the assessor, you may appear before the LBAE. The board will review your assessments and may make corrections as needed.
