Call to Order
Mayor Weidt called the meeting to order at 7:00 p.m.

Klein made motion, Miron seconded, to approve the minutes for the City Council meeting held
on April 18, 2022, as presented.

Recognition of Retiring Legion Commander Greg Burmeister
Greg Burmeister had been a member of the Hugo Legion for 50 years and the Legion
Commander for the past seven years. Greg had announced his retirement and was turning over
commander duties to a new commander this spring. Greg was asked to attend this meeting to
receive a Certificate Appreciation in recognition of his contributions to the community.
Hugo Yellow Ribbon Chair Chuck Haas thanked Greg for all he did to support military
families. Hugo Legion General Manager Stacey Carlson said Greg had kept her grounded and
said a lot of people don’t see what he does behind the scenes. Fire Chief Jim Compton, Jr.
talked about Greg’s years on the fire department after being in the military saying he had been
involved in the community all his life. Compton talked about the thousands of dollars that had
been donated to the fire station under Greg’s leadership and said it was a privilege to serve
under Greg when he was deputy chief on the Fire Department.
Greg thanked his great staff at the Legion saying Stacey deserved as much credit. He said the
biggest joy he had was the work he had done at the Legion supporting the community. He
announced they had just signed a contract with Vanellis for a restaurant and catering that
would hopefully be open by June.
City Administrator Bryan Bear recognized the partnership the City had with the Legion. He
said Greg made big decisions and kept the Legion doors open. He talked about Greg’s time

Approve Claims Roster
Adoption of the Consent Agenda approved the Claims Roster as presented.
Approve Annual Performance Review for Parks Planner Shayla Denaway
Shayla Denaway was hired on May 11, 2009, as the Economic Development/Parks Intern. On
May 3, 2010, Council approved promoting Shayla as the new Parks Planner. Adoption of the
Consent Agenda approved the annual performance review for Parks Planner Shayla Denaway
Approve Resolution Approving Minor Subdivision for 15595 Homestead Avenue North-
Lutz
Vincent Lutz had requested approval of a minor subdivision to create two lots out of a 19.84-
acre lot. The lots created would be two 9.92-acre parcels. At its April 14, 2022, meeting the
Planning Commission held a public hearing and considered the request. There was no one that

spoke during the public hearing except the applicant with background information on the
request. Staff stated the application met the conditions to approve the request and recommended
approval of the minor subdivision, subject to the conditions listed in the resolution. The
Planning Commission agreed the application meet the criteria to approve a minor subdivision
and unanimously recommended approval of the resolution to the City Council. Adoption of the
Consent Agenda approved RESOLUTION 2022-20 APPROVING A MINOR SUBDIVISION
FOR VINCENT LUTZ FOR PROPERTY LOCATED AT 15595.
Approve Award of 2022 Dust Control Contract
Annually, the City of Hugo applied dust control to approximately 23 miles of gravel roads
located within its municipal boundaries. The City’s 2022 General Budget had accounted for a
dust control project in 2022. As in past years, staff would work with May Township to cost
share for the application of dust control on the shared portion of Keystone Ave. north of County
Road 4. Bids for dust control were received and opened on April 12, 2022. The following
prices were received: Northern Salt Inc. - $1.22/gallon (1st application), $1.20/gallon (2nd
application), Envirotech Services - $1.27/gallon (1st application), $1.27/gallon (2nd
application). With City Council approval, staff would coordinate with Northern Salt to deliver
and place a total of 142,811 gallons of calcium chloride in two separate applications, once in
mid-June and again in mid-August. Adoption of the Consent Agenda approved the contract
with Northern Salt Inc. in the amount of $172,924.84 for the 2022 Dust Control Project.
Approve Resolution for No Parking on West Side of Farnham Avenue Between 149th St.
and Oneka Parkway
Staff had recently received a request from the Waters Edge Courtyard Home Association to
prohibit parking on the west side of Farnham Avenue North from 149th Street North to Oneka
Parkway North. The concern was that that the road was too narrow to allow for parking on both
sides of the roadway while still allowing traffic in both directions. Access to private roads and
mailbox accessibility was also raised. Farnham Avenue North was currently 35 feet wide as
measured from back-of-curb to back-of-curb. Based on MnDOT design guidelines for
roadways with on street parking, the existing road width would allow for parking on one side of
the road while still maintaining traffic in both directions. Adoption of the Consent Agenda
approve RESOLUTION 2022-21 RESTRICTING PARKING ALONG THE WEST SIDE OF
FARNHAM AVENUE NORTH FROM 149TH STREET NORTH TO ONEKA PARKWAY
NORTH.
Approve Resolution for No Parking along Oneka Parkway Between CSAH 8 and
Heritage Parkway
Oneka Parkway had been designated as a Municipal State Aid (MSA) roadway and would be
required to be constructed to meet the design requirements set forth by MnDOT as the City
would be expending MSA funds for the project. Staff requested approval to restrict parking
along both sides Oneka Parkway from Frenchman Road (CSAH 8) to Heritage Parkway as the
proposed pavement widths did not provide adequate width for parking on both sides of the
street. Prior to this project, parking was prohibited on Oneka Parkway between Frenchman
Road (CSAH 8) and Heritage Parkway. Adoption of the Consent Agenda approved
RESOLUTION 2022- 22 RESTRICTING PARKING ALONG ONEKA PARKWAY FROM
FRENCHMAN ROAD (CSAH 8) TO HEIRTAGE PARKWAY
FOR THE 2022 ONEKA PARKWAY IMPROVEMENT PROJECT.

Approve Ryan Nadeau as Training Lieutenant on the Hugo Fire Department
The training lieutenant position was vacated when Jason Palmquist was promoted to the
training captain. The three chiefs had interviewed four firefighters interested in the open
lieutenant position and selected Ryan Nadeau for the training lieutenant position effective May
1st 2022. Ryan would no longer be an engineer on the fire department. Adoption of the
Consent Agenda approved Ryan Nadeau as the new Training Lieutenant on the Hugo Fire
Department.
Approve Resignation of Firefighter Billy Lusk from the Hugo Fire Department
Firefighter Billy Lusk had submitted his letter of resignation from the department due conflicts
with his new employment. Billy had been on the department since August of 2018. Adoption
of the Consent Agenda approved the letter of resignation from Billy Lusk effective
immediately.
Approve Public Works Summer Seasonal Employees
Staff had requested Council approval to hire seasonal employees for the public works
department. In the 2022 General Fund Budget, Council approved funding for five seasonal
employee positions. There were two seasonal workers, Martin Jorgenson and Russ Pastorious,
who would be returning from last year. Staff had interviewed new potential hires and
recommended approval of two new seasonal employees. Staff was still searching for
additional applicants and would be coming forward with another request at a later
time. Seasonal Public Works Employees assist with mowing, garbage/litter removal, park
maintenance, boulevard maintenance and general public works maintenance. Staff
recommended hiring the following: Martin Jorgenson (return), Russ Pastorius (return),
Madison Siebenaler (new), Jacob Orthaus (new). Adoption of the Consent Agenda approved
the hiring of seasonal employees.
Approve Special Event Permit for MS 150 on Sunday, June 12, 2022
The MS Society had submitted an application for a Special Event Permit for the MS 150 to be
held on Sunday, June 12, 2022. This required a SEP because there would be approximately
1,800 riders on the bike trail and streets in Hugo. This two-day ride would begin in Proctor,
MN, have an overnight stay in Hinkley, then would travel through Hugo to end in White Bear
Lake. This was a fundraising event for Multiple sclerosis, and had been held every year since
1980. Adoption of the Consent Agenda approved the special event permit for the MS150.
Approve Special Event Permit for New Life Church Spring and Fall Events
New Life Church, 6000 148th Street North, had applied for a Special Event Permit to hold an
outdoor service and picnic on June 12, 2022, and a Fall Festival on September 25, 2022. These
events required a SEP because there would be amplified sound for the service and picnic
games on June 12, and music at their September 25 event. Adoption of the Consent Agenda
approved the SEP for New Life Church’s Spring and Fall events as outlined in their
applications.

Approve Special Event Permit for North Star Gay Rodeo
The North Star Gay Rodeo had applied for a Special Event Permit to hold a rodeo at the Dead
Broke Arena site at 5676 170th Street North on July 30-31, 2022. A SEP was required because
there would be amplified sound and alcohol served outside. Adoption of the Consent Agenda
approved the SEP for the North Star Gay Rodeo as outlined in their application.
Approve Temporary Liquor License for the North Star Gay Rodeo
North Star Gay Rodeo had applied for a Temporary Liquor License to serve beer and seltzer at
their rodeo event on July 30-31, 2022. Staff had received completed payment, fee, and proof
of liquor liability insurance. Adoption of the Consent Agenda approved the Temporary Liquor
License for the North Star Gay Rodeo.
Approve Resolution Approving Encroachment Agreement for 13474 Fondant Trail North
– Brouse
Michele Brouse had requested an encroachment agreement to allow construction of a fence
within a drainage and utility easement on property located at 13474 Fondant Trail North. The
Senior Engineering Technician had reviewed the location of the fence and was comfortable with
the request. Adoption of the Consent Agenda approved RESOLUTION 2022-23 APPROVING
AN ENCROACHMENT AGREEMENT FOR MICHELE BROUSE TO ALLOW
CONSTRUCTION OF A FENCE WITHIN A DRAINAGE AND UTILITY EASEMENT ON
THE PROPERTY LOCATED AT 13474 FONDANT TRAIL NORTH.
Approve Resolution Approving Encroachment Agreement for 14237 Oneka Parkway -
Aldana
Jonathan Aldana had requested an encroachment agreement to allow construction of a fence
within a drainage and utility easement on property located at 14237 Oneka Parkway North. The
Senior Engineering Technician had reviewed the location of the fence and was comfortable with
the request. Adoption of the Consent Agenda approved RESOLUTION 2022-24 APPROVING
AN ENCROACHMENT AGREEMENT FOR JONATHAN ALDANA TO ALLOW
CONSTRUCTION OF A FENCE WITHIN A DRAINAGE AND UTILITY EASEMENT ON
THE PROPERTY LOCATED AT 14237 ONEKA PARKWAY NORTH.
Approve Donation of School Bus to the Hugo Fire Department
First Student Bus Company requested to donate a used school bus to the Hugo Fire Department.
The department would use the bus to train on auto extrications. The department would pay $100
to have the bus towed from Champlin to the City of Hugo. Following the training, a private
company from Wisconsin will pick up the bus to scrap and pay the department $500 for the
scrap material. Donations to the Fire Department must be approved by the Council. Adoption of
the Consent Agenda approved the donation of the school bus from First Student Bus Company
and recycling of the bus for scrap value.

Award of Bid for 140th Street Extension Project
City Engineer Nick Guilliams showed the location of the 140th Street extension project located
in front of Schwieters Company Building No. 7. Improvements would include extension of the
roadway and new watermain and storm sewer. On Tuesday, April 22, 2022, bids were opened.
Seven bids were received ranging from $404,333.33 to $515,936.93 with the Engineer’s
estimate total being $439,979. Nick explained the funding for street and storm sewer was split
50/50 with the developer. The developer would pay for the watermain and the City would pay
for oversizing. The developer had signed a five-year assessment which waived the formal 429
process. If the plans were approved this evening, staff would advertise for bids and award the
contract at the May 2, 2022, Council meeting. Staff had recommended Council approve the
award of Contract to the low bidder, Miller Excavating, Inc., in the amount of $404,333.33.
Miron made motion, Klein seconded, to approve RESOLUTION 2022-25 A RESOLUTION
RECEIVING BIDS AND AWARDING A CONTRACT FOR THE 140TH STREET
EXTENSION PROJECT.

Update on Hopkins Schoolhouse Meeting Held April 23, 2022
A meeting was held on Saturday, April 23, 2022, at Hugo City Hall to gather those who may be
interested in saving the Hopkins Schoolhouse from demolition. In attendance were Mayor
Weidt, City Administrator Bryan Bear, and City Clerk Michele Lindau.
City Administrator Bryan Bear updated the Council saying there were approximately 22 people
that had attended. The meeting began in the Council chambers where the Mayor explained it
was Council’s desire to have the community come up with a plan or the building would face
demolition. Lindau then reviewed all that had been done over the years to pursue the restoration
of the building. Those interested were instructed to meet in the Oneka Room to form the group.
Bear explained the group did not have any representative from the City, but the City would
support the group in finding meeting space.
Discussion on Proposed North Star Wetland Bank
Parks Planner Shayla Denaway provided background on proposed wetland banking on City
owned property and property owned by the new North Star Elementary School. She began by
explaining the Council had authorized a study of a series of trails in partnership with the school
district on property owned by the City and property owned by the new North Star Elementary.
The study identified a trail route between the Hardwood Creek trail and existing trails on the
school site that would connect to Oneka Parkway Trail. She showed some optional trail segments
that would require the use of boardwalks. The total to construct all trails would be between $2.8
and $3.6 million. At their meeting of April 20, 2022, the Parks Commission had discussed
wetland banking and trail construction and listened to a proposal by WSB to restore the partially
drained wetlands and construct upland buffers with trails. Tony Havranek from WSB explained
the area qualify for wetland bank credits. The Parks Commission recommended that the first
steps in evaluating the project be taken, as outlined by WSB, if the White Bear Lake School
District was interested in a continued partnership.

Rebecca Haug from WSB talked about wetland banking saying it was part of the Clean Water
Act Program to achieve a no-net loss. She reviewed rules of MN wetland banking as overseen
by the Minnesota Board of Water and Soil Resources. She explained wetland banking is based
on market demand and the cost is negotiable. She showed the ten Wetland Bank Service Area
saying Hugo was in Service Area Number 7. She talked about the formula for selling credits.
Credits must be purchased in the same watershed as the affected wetland.
She talked about a proposed North Star Wetland Bank explaining there was a potential of 51.67
acres of credits. Banks retore native vegetation, and there is a new state program that allowed
plants to be removed and replanted in the banks. It also creates educational opportunities and
recreational space. She said it would be a great financial incentive as a non-tax revenue source,
and funding could be used in any way the City decided. She talked about the City of Blaine’s
program with their revenue being used mostly on economic development and funding of trails
and open space.
Rebecca explained the return on investment is 3-5 years. At the current market rate, 51.67 acres
would be a net $4.2 million. The estimated total cost would be $970,000 with the biggest cost
being construction at $815,000. She explained it would be a three-year process, and the next
steps would be to work with the school district and do hydrology and vegetation monitoring.
Based on that data, a draft prospectus would be completed. WSB estimated it would cost $14,500
the first year. The following year would cost an estimated $120,000 for submittal of the Wetland
Banking Plan and Mitigation Banking Instrument. Meetings would be held with the public and
stakeholders, and a perpetual conservation easement would be established over the project area.
The work would be done the third year and likely be a winter project. After release, 15% of the
credit would be available. Depending on performance, all of it should be available after five
years. Maintenance would need to be done at an estimated cost of $820,000. She said there
were grant opportunities through LCCMR and Safe Routes to School.
Petryk asked if the City needed to bond to ensure there would be on-going maintenance. Haug
said, as part of the plan, the bank would be stopped if not maintained.
Klein asked who would own the property after the credits were sold, and he asked about draining
the wetland. Haug responded that the ownership would not change, and Bear responded that the
drainage would fit into the City’s wetland plan.
Strub made motion, Miron seconded, proceeded allocating funds for Phase 1 at an estimated cost
of $14,500.

Schedule Annual Performance Review for City Administrator Bryan Bear
Bryan Bear has been employed with the City since May 3, 2004, and served as the Community
Development Director until being appointed as the City Administrator on November, 7, 2011.
Staff requested Council schedule the annual performance review for City Administrator Bryan
Bear.

League of MN Cities Annual Conference in June 22-24, 2022
The League of MN Cities will hold their annual conference in Duluth on June 22-24, 2022.
Staff recommended Council schedule as a meeting if they wish to attend.

Conference June 22-24.
