Meeting of July 20, 2022
Hugo City Hall, 7:00 pm
Present: Emily McGinnity, Mat Rauschendorfer, Meredith St. Pierre, Ranell Tennyson.
Absent: Roger Clarke, Cathy Moore-Arcand, Nicole Schmid

Tennyson called the meeting to order at 7:00 pm.
Shayla Denaway, Parks Planner requested to table the Irish Avenue Park discussion to the August meeting so
all parks commissioners could participate in the discussion.
Rauschendorfer made a motion, St. Pierre seconded to approve the minutes of the June 15, 2022 Parks
Commission meeting.
All ayes. Motion approved.
Southwind Holdings, LLC submitted a sketch plan application for Oneka Prairie. The property is 25 acres
located North East of Oneka Parkway and south of 1651h Street. It has 3.66 acres of wetland and 59 lots
offering extended widths from 65 to 99' and 30' setbacks. The parcel is located in the Future Urban
Service zoning district and applying for a Planned Unit Development and preliminary plat approval.The
developer is planning to extend Oneka Parkway and Fair Oaks Avenue North from the south to blend the
development with Oneka Place. The park area would require the City to maintain, irrigate and do
repairs as needed on a sheltered tot lot playground for children ages 2-5 constructed by the developer
on the donated land. The development with also include sidewalks and trails extending to the West side
of Fair Oaks Avenue North with option of connectivity on future developments.
McGinnity made a motion, St. Pierre seconded to approve the dedication fees of$144,432 and .62 acres
of land and the remainder to be paid in fees currently totaling$144,432 for Oneka Prairie.

Integrity Land Development, submitted a sketch plan requesting approval of a preliminary plat for
Goodview Estates. The 70 acre property is located at 13452 Goodview Avenue North and is zoned single
family detached Residential with 59 single family units and 2 out lots on 36.7 buildable acres with a
gravel off street trail. The park dedication fee of$200,600 will be paid to meet park dedication
requirements. The developer will also do wetland banking on this development.
Rauschendofer made a motion, McGinnity seconded to approve payment of fees (currently totaling
$200,600) to meet park dedication requirements for Goodview Estates.
All Ayes. Motion approved.
City Council approved park signage on July 5, 2022 to be installed at the park and the building with
naming. Staff was directed to prepare signage for review. The park will be called Lions Volunteer Park
and the shelter will be called the Peder Pedersen Pavilion.
The Public Facilities policy was updated,which details use, applications, fees, deposits, cancellations,
access, special event permits and regulations.
Denaway gave an update on construction of the building and park. The irrigation system is operating.
The playground is equipment is complete. The turf and skate park should be completed by July 2022.
Temporary fencing will be installed with permanent installation scheduled to be completed in 3 months.
The grand opening is tentatively scheduled the week of August 22, 2022.
Bernin property tour scheduled August 17, 2022 before the regular meeting to start 6:00 pm

Tour de Hugo will no longer be an event, lacking volunteers and cost.
St. Pierre made a motion, McGinnity seconded to adjourn the meeting at 8:21 pm.
