HomeMy WebLinkAbout2022.11.21 RESO 2022-77 Site Plan for Xcel Energy-13620 Fenway Blvd RESOLUTION 2022-77 APPROVING A SITE PLAN FOR XCEL ENERGY FOR A BUILDING AND OUTDOOR TRAINING FACILITIES ON PROPERTY LOCATED AT 13620 FENWAY BOULEVARD NORTH WHEREAS, Xcel Energy has requested approval of a site plan to allow construction of an approximately 35,000 square foot building and outdoor training facilities on the property located at 13620 Fenway Boulevard North and legally described as follows: See Attachment. WHEREAS, the Planning Commission has reviewed the site plan at a duly called a Public Hearing on November 10,2022, and recommends approval; NOW, THEREFORE, BE IT HEREBY RESOLVED BY THE CITY COUNCIL OF THE CITY OF HUGO, MINNESOTA, that it should and hereby does approve the request by Xcel Energy for a site plan, subject to the following conditions: 1. A site plan is approved for an approximately 35,000 square foot building and outdoor training facilities in accordance with the application received by the City on August 5, 2022 and November 7, 2022, except as amended by this resolution. 2. The site plan is subject to approval of a conditional use permit (Resolution#2022-XX) and variance (Resolutions#2022-XX) 3. A sign permit is required for all signs. The sign permit application shall be reviewed and approved by City staff prior to installation. 1. The applicant will be responsible for maintaining stormwater facilities and vegetation proposed as a part of the project. A maintenance agreement between the City and the applicant shall be reviewed and approved by the City then recorded against the property prior to the start of grading activities on the site. Drainage and utility easements shall be dedicated to the City over the stormwater management facilities. 4. Prior to issuance of building permits, the developer must comply with the following conditions: a. The applicant shall comply with all conditions from the City Engineer's memo dated November 3, 2022 b. The developer shall obtain all necessary local, state, and federal permits. c. The developer shall pay all fees as required in the fee schedule, subject to change each year. d. The applicant shall provide a plan for screening roof top or ground mounted mechanical equipment. Roof top mechanical equipment shall be screen with building materials consistent with the building. Resolution 2022-77 Page 2 of 3 Architecture a. The applicant shall submit building material and glass samples for review and approval by city staff. b. The percentage of metal covering the exterior of the building shall be 20 % or less. The architectural plans shall be reviewed and approved by staff. c. The internal roof drainage system that shall be integrated into the building design and shall be reviewed and approved by staff. d. The trash enclosure shall be included in the plans and shall be screened with materials consistent with the building material and shall be reviewed and approved by staff. Landscaping/lighting a. The developer shall show all areas that will be seeded, sodded, and irrigated on the landscape plan. b. The landscaping shall be irrigated to ensure establishment of plantings. c. The developer shall provide overstory deciduous trees and shrubs to substitute the minimum requirement of ornamental trees by City ordinance, in the respective amounts specified by the landscape plan dated August 5, 2022. d. The developer shall install temporary landscaping for the training area until the proposed building is constructed. Staff shall review and approve a temporary landscape plan. e. The lighting plan shall meet the standards in City Code Section 90-239 Lighting. f. The applicant shall submit cut sheets for the pole and wall mounted light fixtures to be reviewed and approved by staff. 5. Prior to the issuance of a Certificate of Occupancy, the developer must comply with the following conditions: a. All exterior mechanical equipment must be screened from view of adjacent properties. Staff shall perform an inspection when equipment is installed to ensure compliance with City code. b. Any areas of the street, sidewalk, and trail connection that are disturbed with the construction shall be restored to the City's satisfaction. c. All landscaping shall be installed per the plans approved by staff.
