G.2 Approve Extension of Leave of Absence for Firefighter Doug Millard
At its January 9, 2023, meeting, Council approved a three-month leave of absence for Firefighter
Doug Millard. That leave of absence ends on March 31, 2023, and Doug has requested an
extension to May 31, 2023. Staff recommends Council approve the extension of the leave of
absence for Firefighter Doug Millard to May 31, 2023.
G.3 Approve Tom Smith as Public Works Streets Lead Worker
The City Council, at their February 6, 2023 meeting, approved the job description for a Public
Works Streets Lead Worker and gave authorization to hold interviews and select an internal
candidate to fill the position. Staff is recommending the promotion of Tom Smith to the position
of Public Works Streets Lead Worker. This position would be pay grade 6 (non-exempt) and
Tom would begin at the maximum step of the salary matrix.
G.4 Approve Rick Kieffer as Public Works Parks Lead Worker
The City Council, at their February 6, 2023 meeting, approved the job description for a Public
Works Parks Lead Worker and gave authorization to hold interviews and select an internal
candidate to fill the position. Staff is recommending the promotion of Rick Kieffer to the
position of Public Works Parks Lead Worker. This position would be pay grade 6 (non-exempt)
and Rick would begin at the maximum step of the salary matrix.
G.5 Approve Donation from the Hugo American Legion to the Hugo Fire Department
The Hugo American Legion has requested to donate $1,000 to the Hugo Fire Department from
pull-tab proceeds for equipment and training. All donations to the Fire Department must be
approved by the Council. Staff recommends Council approve the donation of $1,000 to the
Hugo Fire Department.
G.6 Approve Wetland Replacement Plan for Oneka Prairie
Southwind Holdings, LLC, is proposing to develop a 25-acre property located at the north end of
Oneka Parkway and the development is known as Oneka Prairie. The development will include
59 residential lots and a public park. The property has 3.92 acres of wetlands on site. The
development will result in .50 acres of wetland impact, mostly for road construction and grading.
The applicant is proposing to replace the impacts to the wetland basin though the purchase of
wetland credits from an approved wetland bank. Staff recommends approval of the wetland
replacement plan, subject to final Technical Evaluation Panel issuance of the Notice of Decision
for the wetland replacement application.
G.7 Approve Final Pay Request No.16 for Water Tower No. 4 to CB&I, LLC
The Water Tower No. 4 project has been completed and quantities completed have been
reviewed and agreed upon by the contractor. The City has received the appropriate contract
closeout documentation. Staff recommends Council approve payment of Pay Request No. 16 for
the Water Tower No. 4 project in the amount of $66,775.75.
G.8 Approve No Parking Resolution on 159th Street
The Shores of Oneka Lake development team is currently working on final construction plans for
the TH 61 and 159th Street Roundabout project that will provide access to the development and
improve safety at this existing intersection. The City of Hugo was successful in receiving a
Local Partnership Program Grant for this project and similar to our state aid projects, we need to
build the project to MNDOT standards. The roadway design for 159th Street is not such that is
allows for on street parking, so the City will need to approve a no parking resolution. Staff
recommends approval of the resolution restricting parking along both sides of 159th Street from
Forest Boulevard (TH 61) west to Foxhill Avenue North and from Forest Boulevard (TH 61) east
to the future Goodview Avenue North intersection as the proposed pavement widths do not
provide adequate width for parking on both sides of the street.
G.9 Approve Appointment of Mike Granger to the Ordinance Review Committee
The Ordinance Review Committee (ORC) reviews new ordinances and amendments, as directed
by the City Council, and makes recommendations to the Planning Commission. The ORC
consists of two City Council Members (Miron and Klein) and three Planning Commissioners
(Kleissler and Arcand), however there is a vacant position to be filled by a Planning
Commissioner. After consulting with Planning Commissioner Chair Bronwen Kleissler, staff
recommends the City Council appoint Planning Commissioner Mike Granger to the ORC.
I.1 Update on Solar Ordinance Workshop Held on March 23, 2023
A joint workshop was held with the City Council and Planning Commission to discuss the
existing solar ordinance as it relates to solar energy systems and solar farm projects in the City.
Staff will provide a recap of the meeting to the Council and recommend Council direct the
ordinance be reviewed by the Ordinance Review Committee.
J.1 Discussion on Fable Hills and Forest Road Bridges
Staff would like to have a discussion regarding two bridges (Fable Hills Bridge and Forest Road
Bridge). Both bridges have their issues and staff wants to discuss potential remedies and funding
sources. More detailed information is included in the staff report and will be presented at the
meeting.
M.1 Reminder – Highway 61 Visioning Study Open House on Wednesday, April 5, 2023
Staff would like to remind Council they have scheduled a meeting to attend the Highway 61
Visioning Study Open House on Wednesday, April 5, 2023 from 5-7 p.m. at Hugo City Hall in the
Oneka Room.

Staff would like to remind Council the Local Board of Appeal and Equalization will be held on

M.3 Vacancies on the Carnelian Marine St. Croix Watershed District
The Carnelian Marine St. Croix Watershed District Board has announced there are three terms
that expire on June 21, 2023. State Statute requires the County Board to select from a list of
persons nominated by the townships and municipalities within the district. Residents are asked to
contact City Hall if they are interested in serving on the Watershed District Board.

Lakes Center for Youth and Family – Executive Director Linda Madsen
Lakes Center for Youth and Family Executive Director Linda Madsen provided information on
the LC4YF and activities in 2022. She began by thanking the Council for their financial support
over the years and invited them to contact her at any time. She told the story of how the Center
began in 1976 when then Police Chief Jim Trudeau developed the idea of providing programs to
troubled youths and their families. She talked about their partnerships that included schools such
as Linwood Elementary where prevention programs were provided through a grant. There were
also Enrichment Programs after school in Chisago and Safety Camps during the summer in
Forest Lake, which had been going on for 25 years. Counseling is the newest part of their
programing, and therapist go to the schools for sessions. Linda said she started with LC4YF in

2018 when there were 1.5 counselors. There were now 5.25, but there was still a shortage of
therapist, and 34 people were on their waiting list. There were 166 clients seen last year for 2,466
sessions. She shared information on two upcoming events. Empire Insurance will be holding a
Shred It event on April 29, 2023, and will provide a donation to the Center. The Taste of the
Lakes fundraiser event will be at the Scandia Creamery on April 20, 2023.
Weidt made motion, Klein seconded, to approve the 2023 agreement between the City of Hugo
and Lake Center for Youth and Family.

Washington County Assessors Update - Assessors Dan Squyres and Tyson Terry
Washington County Assessors Dan Squyres (Commercial) and Tyson Terry (Residential)
provided Council an update on the County and Hugo property assessments in preparation for the
Local Board of Appeals and Adjustments meeting on April 6, 2023. Tyson began by reviewing
their assessment year timeline. Sales studies occur in October-September. By January 2nd,
valuations are finalized and sent out in March. Truth in Taxation notices go out in November,
and the tax payable is the following year. They are currently in the appeals period with the City’s
Local Board of Appeals and Adjustments meeting on April 6, and the County Board meeting in
June. He explained the quintile review was mandated by law and requires each property to be
reviewed in-depth every five years. Last year, 1,188 properties were reviewed, and 1,536 were
scheduled to be reviewed this year. Sales had peaked in 2018 in Hugo and in 2022 in
Washington County. The median sales price in Hugo was $575,000, which was higher than the
County median price of $500,000 and $398,000 in the Twin Cities. There were 110 new home
starts in 2022, which made up most of the residential values. This was down from 197 new
home starts the year before. Tyson stated the recent rise in interest rates had not affected values
but has affected the length of time properties stay on the market.

Approve Resolution Approving CUP Amendment for Bradley Investments/DART Portable
Storage Units – 16028 Forest Boulevard North
Bradley Investments, LLC. (Dart Portable Storage) had requested approval of a Conditional Use
Permit (CUP) amendment for property located at 16028 Forest Boulevard North. The applicant
had requested to amend the CUP to include items related to business operations and the type of
exterior storage. The property is 20 acres and included a 7,500 square foot office building and
three accessory buildings. At its February 23, 2023, meeting the Planning Commission held a
public hearing and considered the request. The Planning Commission agreed the application met
the requirements necessary to approve the CUP amendment and unanimously recommended
approval to the City Council. Adoption of the Consent Agenda approved RESOLUTION 2023-
3 APPROVING A CONDITIONAL USE PERMIT AMENDMENT FOR BRADLEY
INVESTMENTS, LLC, FOR EXTERIOR STORAGE IN THE RESTRICTED
INDUSTRIAL ZONING DISTRICT ON PROPERTY LOCATED AT 16028 FOREST
BOULEVARD NORTH.
Approve Proposal from WSB to Update Master Plan for the Bernin Property
At the meeting of February 15, 2023, the Parks Commission reviewed the 2004 master plan for
the Bernin Property. The Parks Commission discussed next steps towards constructing park
improvements at the property which included digitally rendering the master plan document and
public engagement to gather further input on the plan. A scope of services had been provided
by WSB and Associates totaling $3,600 to render the 2004 master plan and incorporate current
developed park amenities and other changes since its approval. At the meeting of March 15,
2023, the Parks Commission recommended approval of the proposal and recommended staff
hold a community workshop to review the updated master plan. Adoption of the Consent
Agenda approved the proposal from WSB to update the master plan for the Bernin property at
5540 Greene Avenue North.
Approve Resolution Establishing Water and Sanitary Sewer Rates
The Finance Department had completed its analysis of water and sewer billing data and had
prepared a pro forma financial guide and corresponding service rates for the 2023 fiscal year.
Finance Director Anna Wobse presented information to the Council saying the Finance
Department had been preparing the water and sewer rates in-house since 2018 to see what
revenue was necessary to cover operating costs. The last rate increase was done in 2020, and the
2023 Pro Forma Financial Guide showed there was a need to increase fees to meet expenses. In
2023, a new superintendent and lead worker positions were created, and a new facility was built
in 2022 that created new costs. The sewer and water budget reflected these increases. There
were also increases from the Metropolitan Council of 18% for sewage treatment, and continued
yearly increases were anticipated. She reviewed water rates and recommended a 6% increase in
the water base fee, which would increase the fee from $34 to $36 per quarter. She also
recommended an increase of 15% for top tier single family residential usage (29,000 plus
gallons) and for separately metered irrigation usage. For sewer rates, a 13% increase in sewer
base fee and 13% increase in tiered usage was recommended. This would be equivalent to $8 a
quarter increase per SAC unit for residential users and $2.50 a quarter per SAC unit for

commercial users. These increases would generate adequate revenue for the Sewer and Water
Fund, but would need to be reviewed again next year to see if additional increases were
necessary. Anna stated that if revenue didn’t cover all expenses, reserves would be used to cover
the difference. Though it is difficult to do a true comparison with other cities since all have a
different rate structure, Hugo would be less than what is reported in the Metropolitan Council’s
single-family average rate data.
Council talked about the Met Council’s increases and the City’s inability to influence it. Part of
the overall goal to decrease water use in the region reduces the fees Met Council receives to
cover costs, and in addition, the Hugo population has increased, both leading to increased costs
from the Met Council. It was asked if the rate increase would cover the City’s costs. Anna
responded that most likely meet the goal of covering expenses, dependent on if it’s a wet or dry
year.
Klein made motion, Petryk seconded, to approve RESOLUTION 2023 – 4 ADOPTING A PRO
FORMA FINANCIAL GUIDE FOR WATER AND SANITARY SEWER OPERATIONS FOR
THE 2023 FISCAL YEAR AND ESTABLISHING SERVICE RATES.

TH61 Visioning Study – Washington County and Bolton Menk, Inc.
Washington County, MnDOT and the City of Hugo were partnering on a corridor visioning
study of Highway 61. A traffic, land use, and engineering analysis along with community input
would help identify the long-range vision for the corridor that will be used to define future
improvements and guide a potential jurisdictional transfer of the roadway from MnDOT to
Washington County. The goals of the study include items such as evaluation of intersection
improvements, defining access points, and determining right-of-way needs for the corridor for a
possible expansion of the roadway. The kick-off of the study began in January with collection of
data for an existing conditions report. Madeline Dahlheimer, from Washington County, and Beth
Engum and Bob Rogers from Bolton and Menk, Inc. attended the City Council meeting to
present an overview of the study and ask for any input from the City Council.
Maddie Dahlheimer, Senior Planner at Washington County Public Works explained they were
currently in the stakeholder engagement phase. She introduced Washington County
Commissioner Fran Miron.
Commissioner Miron said Highway 61 had been discussed for many years, and the County is
involved in a number of turnbacks, this being one of them. The connection to Hugo’s downtown
underscores the importance of the City and County needs. He thought the visioning process
would help address the community’s needs, and he looked forward to working with the study.
Bob Rogers, Transportation Planner at Bolton Menk, said he grew up in White Bear Lake and
was currently a resident in Hugo with five drivers in his family. He said there were two
components of the study: the visioning process and the jurisdictional transfer. He elaborated on
the three phases of the visioning process. The first phase will be the exploratory phase and

include creating a list of key issues and opportunities and studying goals to define the corridor
vision to support economic growth and long-term transportation and increasing safety for all
users. Information will then be evaluated. Defining the correct solutions, preferred resolutions,
and jurisdictional transfer will take place in 2024. Stakeholder meeting will be held, and an open
house is scheduled for early April. There will be pop up events including one at Good Neighbor
Days. Smaller group meeting will be set up with the Economic Development Authority, Hugo
Area Business Association, and the school districts. There is also a project website. Phase one
will include looking at traffic volumes, crashes, and fatalities. Operations and delays will also be
looked at to see what can be done to move traffic along easier. It will include demographic
assessments and natural and environmental review.
Klein said he was pleased they were starting this process and recommended they reach out to
business owners along Highway 61. He said traffic light delays have been a headache, and he
asked if all entrances will continue to be available. He also asked, assuming it would be four
lanes, how would it all fit in.
Bob responded they will be looking at access management and looking into future development
and access. Maddie added that these are all topics that will be looked into during the study, and
no assumptions had been made.
Weidt commented that it gets congested at certain times of the day, but it not as bad as other
traffic problems in the metro area. He added that the study is much needed as the City plans for
the future.
Weidt made motion, Petryk seconded, to schedule a meeting to attend the Open House on
Wednesday April 5, 2023, from 5 pm to 7 pm at Hugo City Hall in the Oneka Room.

City Administrator Bryan Bear reminded Council a workshop was scheduled with the Planning
Commission to discuss the Solar Energy Systems ordinance as it applies to solar farms. The
workshop will be held on Thursday, March 23, 2023, at 6 p.m. in the Oneka Room.

City Administrator Bryan Bear informed Council they were invited to attend the Metro Cities
Annual Meeting on Wednesday, April 19, 2023, from 5-7 p.m. in the Rose Room at the Roseville

Solar Farm Ordinance Joint Workshop
Hugo City Hall

Mayor Weidt called the workshop to order at 6:00 PM. Staff presented background on the
existing ordinance relating to and regulating solar energy systems, an existing solar farm project
in the city, and the public response to said project. Due to the rising interest for solar farm
development in the community, the City Council and Planning Commission both identified a
review of the City’s ordinance as it relates to solar farms as a goal for 2023. The City Council
approved a six-month moratorium on solar farm development at its February 6th, 2023 meeting,
and subsequently directed staff to call a joint workshop with the City Council and Planning
Commission. Although the City’s ordinance refers to both accessory solar energy systems and
solar farms, this workshop was to focus exclusively on the language relating to solar farms. The
existing solar farm in the City, which received development approval in 2018, exceeded the
ordinance standards in a number of ways to mitigate visual impact such as increased setbacks,
plantings of tall evergreen trees, and the use of a fixed tilt system that does not move. The
Planning Commission and City Council discussed the City’s role relating to land use, whether
solar farms remain a compatible land use in rural zoning districts, and if there are items in the
ordinance that can be revised to mitigate the visual impact.
The Councilmembers and Planning Commissioners discussed a wide spectrum of items relating
to three main options of outcome: leave the ordinance as-is, make changes to the ordinance, or
prohibit solar farms within the City. The consensus was to review and possibly make changes to
the ordinance to mitigate the visual impact. After reviewing public feedback, the workshop
determined that visual aesthetics are the primary concern that neighbors are having relating to
solar farms. A few ideas brought forward for changes to the ordinance included limitations on
project size and density, more expanded landscaping and buffering requirements, and more
conditions of approval. The workshop determined that a meeting with the Ordinance Review
Committee to determine appropriate changes to the ordinance was needed. An update will be
presented to the City Council at its April 3rd, 2023 meeting before an Ordinance Review
Committee meeting date is set.
The workshop adjourned at 7:30 PM.

I have drafted this memo regarding a MN Joint Application Form for Activities Affecting Water
Resources in Minnesota to impact and replace wetlands as part of the Oneka Prairie Residential
Development Project.
Larry Alm (Southwind Holdings) submitted an application requesting approval for wetland impact
sequencing and replacement. The application was considered complete on October 19, 2022,
and a subsequent notice of application was issued on October 27, 2022. The initial comment
period for the application expired on November 18, 2022. However, the applicant and his team
had not fully addressed potential impacts from drainage and activities that resulted in fill. Site
stormwater designs had not been finalized by this date. As such, the review period was extended
twice to accommodate the applicant’s consultants to provide a final stormwater design that was
acceptable and subsequently submit final wetland impact totals.
The purpose of the project is to develop 24 acres of rolling pasture, hay, and wetland into 59
residential lots (see attached maps).
A wetland boundary and type application was approved on September 14, 2022 and was issued
on October 4, 2022, which identified nine (9) wetland basins within the project area. The wetland
communities include seasonally flooded basins, wet meadows, and shallow marshes.
Eight (8) of the 10 on-site wetlands are proposed to be impacted, with wetlands G, B, and B`
proposed to be impacted in their entirety. Wetland functions provided by these wetlands include:
•Surface water detention
•Nutrient Transformation
•Carbon Sequestration
•Other Wildlife Habitat
Six (6) alternatives were considered for this project as part of the wetland conservation act (WCA)
sequencing requirement. The first was the no-build alternative. This was rejected as it would not
accomplish the purpose of addressing the deficit of residential housing in the region.

Conversely, an option that impacted all wetlands and resulted in 1.51 acres of wetland impacted
was rejected due to its design preventing a connection to Everton (City Planning Objective) and
lot sizes were not conducive to PUD requirements.
A zero-wetland impact design was developed and reviewed by the applicant but was rejected as
access to much of the property was limited to the use Fairoaks which was not design for the
amount of traffic that would need to access the site and access to Everton was cut off from ~2/3
of the eastern property.
Two other designs with varying amounts of wetland impacts were developed and rejected due to
road engineering, other design constraints, and inconsistencies with City of Hugo design
standards.
The selected alternative will result in 21,720 sq ft. or 0.498 acres of wetland impacts. This
amount of impact must be replaced and is proposed to be replaced using wetland bank credits.
The required wetland replacement ratio is 2.5:1; however, the proposed wetland bank is within
the same bank service area (BSA) 7, which allows a reduction of 0.5:1; resulting in a required
replacement ration of 2:1.
The proposed wetland bank is bank #1772 which is located within the same BSA and major
watershed (Mississippi River-Metro). A total of 0.996 acres of wetland credit are proposed to be
withdrawn from this bank to meet the required 2:1 replacement ration.
It is important to note that while the proposed wetland replacement meets rule requirements,
wetland functions identified for these impacted wetlands will be permanently lost within the City of
Hugo.
Special considerations required to be considered as part of the application process have been
addressed.
Based on the application materials submitted by the applicant and subsequent review of those
materials against MN Rule 8420, the Wetland Conservation Act (WCA), the applicant has met all
of the rule requirements for wetland impact sequencing and replacement.
I recommend approval of this application for wetland impacts sequencing and replacement.

enclosed. The quantities completed have been reviewed and agreed upon by the contractor. We
hereby recommend that the City of Hugo approve the Final Construction Pay Voucher for CB&I
LLC.
We have also enclosed the following required documents:
1. Satisfactory showing that the contractor has complied with the provisions of
Minnesota Statutes 290.92 requiring withholding state income tax (IC134 forms).
2. Evidence in the form of an affidavit that all claims against the contractor by
reasons of the contract have been fully paid or satisfactorily secured (lien
waivers).
3. Consent of Surety to Final Payment certification from the contractor’s surety.
4. One-year maintenance bond.

LLC (hereinafter "Company") to perform the civil scope of work for the 1500M CET x 146.333' TCL under a
subcontract, dated the 2P' day of February, 2019 for or in connection with the construction known as the Wafer
Tower No. 4 ("Project"), which is located in the city Hugo and in the State of Minnesota (hereinafter "Property")
and is owned by the City Of Hugo (hereinafter "Owner") and more particularly described as follows;

(a) Waiver of Liens Rights. Waive, relinquish, and release any and all liens, rights to file liens, claims of
liens or preliminary notices of right to file on or agaihst the foregoing described Property, and the
improvements thereon.
(b) Waiver of Bond Rights. Waive, relinquish, and release any rights it has against any labor,
material, payment, performance, or lien discharge bond pertaining to the foregoing described
Property and the improvements thereon.
(c) Waiver of Claim. Waive, relinquish and release any and all claims, causes of action, suits,
damages, judgments, claims and demands of any kind, character, and description, whether
known or unknown, against the Company, the Company's bonding company, and the Owner,
their directors, officers, principals, general and limited partners, employees, agents subsidiaries,
parent, and related corporations, successors, and' rising from, pertaining to, or rising out of the
furnishing of the foregoing described materials and/or labor, the Project or the Property.
(d) All Parties Paid. Warrant and represent that it has been paid in full all amounts owed for all
materials or labor furnished pursuit to the above-referenced Contract and that any and all parties
who have supplied labor, materials, equipment and services to the Undersigned for or in
connection with the making, of the improvement to the Property have been paid in full all
amounts owed to them as a result of tfie performance of such labor or the furnishing of such
materials.C(e) Authorization. Warrant and represent that it is the sole owner of the claims released herein, that
it has not sold, assigned, pr conveyed such claims to any other party, that the individual
executing this instrument on it has personal knowledge of the matters herein stated, and is
authorized and fully qualified to execute this instrument as or on behalf of the Undersigned.
(f) Scope of Release. Acknowledge and agree that this Unconditional Waiver and Release of Liens
k and Claims is an independent covenant and shall operate and be effective with respect to all
labor, materials or services provided and equipment furnished by, through, or on behalf of the

No Parking Resolution along east leg of 159th Street

Dear Mayor and Council,
The Shores of Oneka Lake development team is currently working on final construction plans for
the TH 61 and 159th Street Roundabout project that will provide access to the development and
improve safety at this existing intersection. The City of Hugo was successful in receiving a Local
Partnership Program Grant for this project and similar to our state aid projects, we need to build
the project to MNDOT standards. The roadway design for 159th Street is not such that is allows
for on street parking, so the City will need to approve a no parking resolution. Please see below
for a graphical depiction of what is planned to be constructed:
Staff recommends approval of the resolution restricting parking along both sides of 159th Street
from Forest Boulevard (TH 61) west to Foxhill Avenue North and from Forest Boulevard (TH 61)
east to the future Goodview Avenue North intersection as the proposed pavement widths do not
provide adequate width for parking on both sides of the street.

FROM FOREST BOULEVARD (TH 61) EAST TO GOODVIEW AVENUE
FOR THE TH 61 AND 159TH STREET RECONSTRUCTION PROJECT

WHEREAS, the City Council of Hugo has collaboratively worked with MNDOT and The Shores
of Oneka Lake development team; and
WHEREAS, the City of Hugo has approved a development agreement outlining the development
is responsible for all cost associated with the project less the local partnership program funds the
City will be receiving from MNDOT; and
WHEREAS, the City of Hugo will be expending Cooperative Agreement Funds through
MNDOT’s Local Partnership Program on improvements along TH 61 and 159th Street; and
WHEREAS, the improvements along 159th Street from Forest Boulevard (TH 61) west to
Foxhill Avenue North and from Forest Boulevard (TH 61) east to Goodview Avenue do not
provide adequate width for parking on the street; and approval of the proposed construction as
part of a state project, the project must therefore be conditioned upon certain parking restrictions.
NOW THEREFORE, BE IT RESOLVED by the City Council of the City of Hugo, Minnesota,
as follows:
1. The City of Hugo shall prohibit the parking of motor vehicles along 159th Street from
Forest Boulevard (TH 61) to west to Foxhill Avenue and from Forest Boulevard (TH 61)
east to Goodview Avenue North.
This resolution was adopted by the City Council of the City of Hugo on the 3rd day of April,
2023, by a vote of Ayes and Nays.

Re: Bridge Discussion – Forest Road Bridge (Bridge # L8186) and
Fable Hill Bridge (Bridge # 82532)

Dear Mayor and Council,
Engineering and Public Works staff has been discussing options for two bridges (Fable Hills
Bridge and Forest Road Bridge). Fable Hills Bridge has a timber deck that has boards being
damaged and falling off. It also has some steel corrosion due to the treated timber. Since the
bridge is only 20-years old and has a Local Planning Index (measurement of the bridge condition
on a 1-100 point scale) of 74, that limits funding sources. Funding sources become available at
an LPI of 60 or lower. Staff will continue annual inspections on this bridge as required due to
fracture critical status (meaning if one member fails the bridge fails) and evaluate maintenance
options. Below of the photo of the Fable Hills Bridge.
Forest Road Bridge is another bridge we have discussed. This Bridge is more than 100 years old
and is a single lane bridge with spalling and exposed rebar. Staff believes this is a bridge that
needs to be replaced for safety reasons and is eligible for state bridge bonds due to its LPI rating
of 43. Bridge bonds would cover 100% of the construction costs of the bridge itself, but minor
approach work and engineering would not be covered. There are currently on the bridge bond
list, which requires engineering to be complete, so that when funds become available, shovel
ready projects can move forward. Photos of the bridge are shown below:

Staff simply wanted to provide an update to City Council on what we are working on and verify
council is ok with staff evaluating further which bridge option is appropriate (box culvert vs. beam
bridge). Once bridge option evaluations are available, staff would like to bring back an agenda
item to discuss the evaluation and request authorization to prepare plans and specifications.

The terms of office for Ann Warner, Victoria Dupre and Michael White, with the Carnelian Marine
St. Croix Watershed District, expire on June 21, 2023.
Minnesota Statute 103D.311 requires that the County Board select watershed district managers from
an aggregate list of persons nominated by the townships and municipalities that are within the
watershed district. Lists from townships and municipalities must be submitted to the county board at
least 60 days prior to the expiration of the term of office of a manager. The County Board shall
make its appointment at least 30 days prior to the term expiration.
The county will aggregate the names of nominees from all the lists submitted by the townships and
municipalities for the board’s consideration. If the aggregate list of nominees contains at least 3
names, the county must appoint a manager from the list of township and municipality nominees. In
making the appointment, the county must also consider the statutory requirement that managers be
appointed to fairly represent the hydrological areas of the district.
If the aggregate list contains less than 3 nominee names, or if appointing a nominee from the
submitted lists will not allow for fair representation of the various hydrological areas of the district,
the county board may appoint any individual who resides within the watershed district and is
otherwise eligible to serve.
If you wish to submit a list of nominees for consideration or wish the incumbent to be considered
for reappointment, your list should be sent to me prior to April 22, 2023.
The county's advisory board application form is attached. Please duplicate it as necessary.
