Minutes for the October 1, 2022, Citywide Bus Tour Miron made motion, Strub seconded, to approve the minutes for the Citywide Bus Tour held on October 1, 2022, as presented All Ayes. Motion carried. Minutes for the October 3, 2022, Council Photo Session Petryk made motion, Miron seconded, to approve the minutes for the Council photo session held on October 3, 2022, as presented. All Ayes. All Ayes. Motion carried. Minutes HUGO CITY COUNCIL MEETING HUGO CITY HALL MONDAY, OCTOBER 17, 2022 – 7 P.M. Hugo City Council Meeting Minutes for October 17, 2022 Page 2 of 6 Minutes for the October 8, 2022, Hugo Fire Department Open House Klein made motion, Strub seconded, to approve the minutes for the Hugo Fire Department Open House held on October 8, 2022, as presented. All Ayes. Motion carried. Approval of Agenda Weidt made motion, Klein seconded, to approve the agenda as presented. All Ayes. Motion carried Hugo Yellow Ribbon Network Update – President Chuck Haas Hugo Yellow Ribbon Network President Chuck Haas provided Council an update on recent activities of the YRN. The network is continuing to send out care packages. The fourth Monday of the month is Burger Night at the Hugo American Legion. Klondike Kate was the guest at the last Burger Night. A Welcome Home Pheasant Hunt was recently held at Wild Wings. The YRN received a shadow box in appreciation, and Haas stated the YRN had received several shadow boxes and he wondered where they could be displayed. The Gold Meadows Hunting Preserve now holds Military Appreciation Hunts that the YRN helps with. YRN volunteers will be holding Bingo and meat raffles at Sal’s Angus Grill. Shoot for the Troops had an event at Wild Wings in August, and another event held in Rice Lake raised over $80,000. Volunteers work concessions at the University of Minnesota during games and make approximately $2,000 per game. A youth military hunt was held in September. The YRN will partner again with the Washington County Sheriff’s Department for Shop With a Cop. The YRN will be looking for volunteers again this year for Secret Santa. Haas acknowledged the Council’s support of the YRN and the volunteers who are still going strong since 2009. Approve Annual Performance Review for Public Works Worker Paul Christianson Paul Christianson was hired as a Public Works Worker on September 27, 2004. Adoption of the Consent Agenda approved the annual performance review for Public Works Worker Paul Christianson. Approve Hiring of Joseph Hinzman as New Administrative Intern At its August 15, 2022, meeting, Council approved the job description and advertisement for an administrative intern. Staff had conducted interviews and recommended Council approve the hiring of Joseph Hinzmen. Adoption of the Consent Agenda approved the hiring of Joseph Hinzman as the new administrative intern starting October 24, 2022. Approve Annual Performance Review for Finance Director Anna Wobse Anna Wobse was hired as the City’s Accounting Clerk on October 27, 2008. She was promoted as the new Finance Coordinator in March, 2018, then the New Finance Director in October, 2021. Adoption of the Consent Agenda approved the annual performance review for Finance Director Anna Wobse. Approve Final Payment to Ebert Construction for the Public Works Facility Ebert Construction had submitted the final pay request for the Public Works Facility. Adoption of the Consent Agenda approved the final payment in the amount of $482,307.40 to Ebert Construction for the construction of the City of Hugo Public Works facility. Approve Final Payment to Ebert Construction for Material and Storage Building Ebert Construction had submitted the final pay request for the Public Works salt and materials storage building. Adoption of the Consent Agenda approved the final payment in the amount of $37,860.03 to Ebert Construction for the construction of the City of Hugo salt and materials building. Approve Pay Request No. 2 to Iseler Demolition, Inc. for Water Tower No. 2 Demolition Work Performed by Iseler Demolition, Inc. had been completed. Final Payment included the contract reduction for turf restoration as approved at the last City Council meeting. Adoption of the Consent Agenda approved the acceptance of the improvements and the final payment to Iseler Demolition, Inc. in the amount of $612.00. Approve Update to Everton Avenue Alternative Urban Areawide Review (AUAR) In January, 2002, the Council adopted the Everton Avenue Neighborhood Final Alternative Urban Hugo City Council Meeting Minutes for October 17, 2022 Page 4 of 6 Areawide Review (AUAR) as part of the Everton Avenue Neighborhood Study. Minnesota Rules 4410.3610, Subd. 7, required the document to be reviewed and updated every five years until all development in the study area had received final approval. The last update to the plan was in October, 2017. All required agencies had commented, and no revisions were required. Adoption of the Consent Agenda approved RESOLUTION 2022-68 AUTHORIZING THE ADOPTION OF THE EVERTON AVENUE NEIGHBORHOOD ALTERNATIVE URBAN AREAWIDE REVIEW (AUAR) UPDATE 2022. Receive Feasibility Study and Set Public Hearing for Birch Tree Ponds Neighborhood Mark Erichson reminded Council they had previously authorized staff to prepare a feasibility study for the 2023 Birch Tree Ponds Area Street Improvement Project, and a neighborhood meeting was held on September 29, 2022, to discuss the project. He presented information on the project showing the project location and explained which roads would need a partial street reconstruction and which roads would be an urban roadway mill and overlay project. Utility improvements were being proposed for watermain isolation valves and some sanitary sewer maintenance. The sanitary sewer would be televised to make repairs to it if needed prior to road repairs. Erichson said the feasibility study had been completed, and the total project cost was estimated at $2,113,700. According to the Assessment Policy last updated in 2013, the assessment rate for the partially reconstructed street would be $4,100 per unit, and streets with the urban roadway overlay would be $2,100 per unit. The total being assessed would be $672,900, or 31.8%, of the total project cost. Erichson provided a proposed schedule for the project. If the Council accepted the feasibility study this evening, the public hearing would be set for November 21, 2022. A neighborhood open house would be held in January, 2023. Construction would take place June-September, 2023, and the assessment hearing would take place in October 2023. Klein made motion, Petryk seconded, to approve RESOLUTION 2022-69 RECEIVING THE FEASIBILITY REPORT AND SETTING THE PUBLIC HEARING FOR THE 2023 BIRCH TREE PONDS AREA STREET IMPROVEMENTS. All Ayes. Motion carried. Hopkins Schoolhouse Update City Administrator Bryan Bear reminded Council of its February 7, 2022, meeting, where they listened to an update from the Hopkins Schoolhouse Committee and learned of their desire to save the schoolhouse. There was consensus of the Council that the committee should reach out to the community to see if there was an ambitious group to save the schoolhouse, and they were given a six-month deadline. A community meeting was held on April 23, 2022, to gather those interested in saving the schoolhouse, and the meeting resulted in a group that had since been working on a plan since. This group met with staff on October 6, 2022. Bear shared that the plan they presented would involve conversion of the structure into a heritage center and recreation hub. Bear stated the group was very organized but needed a few more months to work on funding source details. The group requested approval to tarp the roof to prevent more water damage in the meantime. The Hugo City Council Meeting Minutes for October 17, 2022 Page 5 of 6 contractor would get funding from money the committee had raised themselves and in-kind work. He said the committee understood that what they do to the roof would be at their own risk, and the patching would not influence the City’s decision on the future of the structure. It was noted that water would likely continue to damage the facility. Bear recommended Council approve an extension and ask for a report from the group at the end of the year. He also recommended Council approve the work on the roof. Weidt thanked the committee for their progress and agreed it made sense to give them more time to put an actionable plan together. Strub suggested they put some signage on the site to perhaps get others interested in the project. Weidt made motion, Klein seconded, to extend the deadline to the end of the year and approve the committee to perform a patch on the roof. All Ayes. Motion carried. Update on Annual Bus Tour The City held its annual bus tour on Saturday, October 1, 2022. City Administrator Bryan Bear provided a recap of the tour and thanked everyone for their participation. He said it was a good opportunity for staff to receive feedback on projects staff was working on, which leads into goal setting discussions. Weidt added that there was good participation from all levels of government. Schedule Commissioner Interviews for Monday, November 14, 2022 At its October 3, 2022 meeting, Council requested staff propose a date on which to hold commissioner interviews. Staff recommended Council schedule interviews for Monday, November 14, 2022, at 7 p.m. Miron made motion, Petryk seconded, to schedule commissioner interviews for Monday, November 14, 2022. All Ayes. Schedule Santa Party for Wednesday, December 7, 2022 City Administrator Bryan Bear informed Council the second annual Santa Party would be held on Wednesday, December 7, 2022, from 5-7 p.m. at the Peder Pedersen Pavilion. This event would be sponsored by the City and include a visit from Santa, Children’s Performing Arts, and a lighting ceremony. He recommended Council schedule a meeting to attend the Santa Party. Schedule Annual Holiday Party for Thursday, December 15, 2022 Annually, the City holds a holiday party in appreciation of commissioners, board members, and City staff. City Administrator Bryan Bear recommended Council schedule the 2022 Holiday Party for Thursday, December 15, 2022, at the Peder Pedersen Pavilion beginning with social hour at 5:30 followed by dinner at 6:30 p.m. Strub made motion, Miron seconded, to schedule the annual holiday party for Thursday, December 15, 2022.
